SEPTEMBER 21, 2015
The Common Council of the City of Richmond, Indiana met in regular session September 21, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR HOLLIS
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry
Parker, Misty Hollis and Ron Oler. Absent was Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Fire Chief Jerry
Purcell; Stephanie Hill Alexander; Danny Matheny; Denise Bullock; Dakota Collins; Alisha Estabrook;
Tracy Bosell; Director of Human Resources Sue Roberson; Dave Snow; Sergeant at Arms; and Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held September 8, 2015, supported by
Councilor Goss. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• Thank you to all Departments for the work on the budget.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the September 3, 2015, meeting was accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
A. COUNCIL APPOINTMENT TO THE POLICE MERIT COMMISSION
Councilor Hollis presented the name of Tammy Rhoades, Principle at Westview Elementary
School and a Democrat, to fill this position. This will be brought to the next meeting for
consideration and vote.
MISCELLANEOUS BUSINESS
A. Councilor Miller inquired about the time line relative to the Information and Technology issues.
Mr. Chidester stated the administration is proceeding cautiously.

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 58, 60, 61, 62 & 63 -2015 on first
reading by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
ORDINANCE NO. 58 -2015 — AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET
(Fire)
The Clerk read Ordinance No. 58 -2015 on first reading by title only.
This Ordinance would authorize the transfer One Hundred and Three Thousand Seven Hundred Dollars
($103,700.00) from First Response to Ambulance Purchase.
Councilor Wissel moved to advance Ordinance No. 58 -2015 to second reading and read by title only,
supported by Councilor Goss. Upon a vote viva voce, the motion carried.
The Clerk read Ordinance No. 58 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 58 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance
No. 58 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 58 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 58 -2015 on third reading by title only.
Ordinance No. 58 -2015 was adopted with a 7 -1 roll call vote.
ORDINANCE NO. 60 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING A REDUCTION IN
APPROPRIATIONS FROM CERTAIN FUNDS
The Clerk read Ordinance No. 60 -2015 on first reading by title only.
Ordinance No. 60 -2015 was held to allow time for the Finance Committee to review and heard on second
reading October 5, 2015.
ORDINANCE NO. 61-2015 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2016
SALARY ORDINANCE
The Clerk read Ordinance No. 61 -2015 on first reading by title only.
Ordinance No. 61 -2015 will be heard on second reading October 5, 2015.
ORDINANCE NO. 62 -2015 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL
COMPENSATION OF ALL ELECTED OFFICIALS FOR 2016
The Clerk read Ordinance No. 62 -2015 on first reading by title only.
Ordinance No. 62 -2015 will be heard on second reading October 5, 2015.
ORDINANCE NO. 63 -2015 - AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR
SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND
POWER & LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT
FUNDS TO THE GENERAL FUND IN 2016
