CALL TO ORDER: Acting Chairman Adams called to order the regular meeting oF the Parks & Recreation Commission at 7 :30 2. P.M., -Following which he led the Pledge oF Allegiance to the Flag. 3. ROLL CALL: PRESENT: Commissioners: Adams, Germain, Gunst ABSENT: Commissioners: Nona Also Present: Karl Koski, Asst. City Mgr. Vic Kobett, Dir. oF Recreation 4. APPROVAL OF MINUTES: Commissioner Germain moved to approve the Minutes of January 20, 1965, seconded by Commissioner Gunst and carried. NEW BUSINESS: 5. DRY -LAND SKI CLUB: Mr. Kobett reported that the Dry -Land Ski Club, co- sponsored by the City and conducted by Fred Schwartz of the Temple Sporting Goods, has successfully completed its course, having had an attendance of 160 students. This is the third year the City has co- sponsored this Program. 6. RECREATION REPORT: Mr. Kobett reported the City if presently working with the TOPS Club and Art Club, both being well attend°, and underway. Track is now underway at the Playgrounds, which will culminate in a track meet during Easter week. 7. REQUEST FOR USE OF LIVE OAK PARK: - Boy Scouts: Mr. Kobett advised the Boy Scouts requested the use of Live Oak Park on Saturday, March 6, 1965 from 7 :00 A.M. until 4:00 P.M. They intend to use the Park as headquarters for their annual fund- raising project. The Boy Scouts will cook and serve break- fast to the fathers, who will then be briefed prior to departing for their solicitations. The boys will then clean up the kitchei and prepare for the return of the fathers at the conclusion of their drive. This is a local youth group and, as such, would fall into a "Free" use category, with the exception of $1.00 Fla fee For the use of the kitchen. However, there was a question of staffing the park For the first two hours; as the park does not normally open on Saturday until 9 :00 A.M. Commissioner Gunst moved to give permission to the Boy Scouts to use the Park without a fee, except the flat $1.00 for use oF the kitchen. Seconded by Commissioner Germain and carried. 8. BUDGET DISCUSSION: Commissioner Gunst stated he felt that in fairness to the new commissioners that will be appointed, that this item be held over until the next meeting. COMMUNICATIONS: 9. None MATTERS FROM CITY OFFICIALS: 10. Mr. Kobett stated that he has talked with two women from the Junior Womens Club who stated they would like to furnish Live Oak Park with some piece of equipment, like an old fire truck, which could be used as a piece of play equipment. It was sug- gested that perhaps something like a train caboose, which could be permanently mounted, minus the wheels and heavy undercarriage removed, painted and decorated to be used, on reservation only For children's birthday parties. Griffith Park presently has " " Parks & Recreation Minutes, February 17, 1965 Page 2 a similar set -up, and it is very successful. The Junior siomens Club would buy the caboose, paint it, and decorate at their own expense. Mr. Kobett stated this is just a suggestion presented to the Commission for their ideas. After brief discussion, Commissioner Gunst suggested that Mr. Kobett make a complete investigation and report of all phases of this matter before the Commission makes a decision. Commissioner Germain felt there was no need or place for anything of this type, and that the small meeting room could be used for Purposes such as this, and that the Commission should concentrate on the more immediate needs at this time. Mr. Koski advised that the City Council, at its meeting this coming night, will make a Final decision and aopointment or cwo members of the Commission. They are anxious to hold a joint study session with the Commission, and it was suggested that this meeting tonight be adjourned to next Wednesday night to generally make Plans with a full Commission as to what items to be discussed at the joint meeting. Mr. Koski also stated that the Council, at its study sessicn last night, discussed a recreational survey to be conducted immediately to try and determine the recreational needs for the next 25 years. This survey and budgetary items should be thor- oughly discussed at the meeting next Wednesday night so that the Commission can go to the Study Session thoroughly prepared. ADJOURNMENT: 11. Commissioner Gunst moved to accept Mr. Koski's suggestion and adjourn the meeting to iednesday, February '''- 1965 at 7:30 P.M. and meet with the two new Commissioners to take up these budget items in order to meet comprehensively with the City Council.
