CALL TO ORDER

The February 2, 2007, "Brown Bag" Work Session was convened at 12:00 P.M. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Berry (arrived at 12:05), Brown, Crane, Klindt, Layton, Oetting, and
Vogel
Absent: Ferguson, Harvey, and Pope
A quorum was present.
DISCUSSION OF AGENDA ITEMS
February 12 work session: Discussion was held regarding topics for the agenda for the
February 12 work session. The three topics suggested were the April Council retreat,
neighborhood improvement updates, and the supplemental budgetary process. Councilman
Brian Crane suggested that it is part of the budget process and should be handled by the
budget subcommittee of the budget with all ten Council Members. Councilman Cindy Layton
asked for a provisional list of the eight things that City Administrator Steve Rasmussen
discussed. Mr. Rasmussen suggested talking about them first at the February 12 work
session. Each of the three other Committees have asked to get their list of items to Finance
Director Steve Schlueter by February 20. Mayor John Landwehr advised that the Council
not get into two budget processes.
City Administrator Steve Rasmussen stated he will be unable to attend the February 5 City
Council meeting due to a death in his family.
Discussion was held regarding whether the Storm Water Advisory Commission appointees
should be reviewed first by the Appointment Review Committee since this is an ad hoc
committee. At the conclusion of the discussion, staff was asked to remove that item from
the agenda to allow the Appointment Review Committee to follow its procedures on these
appointments first. Mayor John Landwehr suggested considering a policy change that in
the future all appointments of any kind should go through the Appointment Review
Committee first.
Councilman Brian Crane asked to have an analysis by staff of how agenda items get placed
on the Consent Agenda and get it to the whole Council.

BILLS INTRODUCED:
2006 -131: Councilman Kevin Brown gave a report on a neighborhood meeting which was
held and said that, depending on the time line of the events surrounding this issue, he may
request that it be placed on the Informal Calendar to allow residents a chance to know
about it.
2006 -133: Councilman Pete Oetting plans to amend this by reducing the number of parking
spaces used for the loading zone from five to two.
2006 -136: Councilman Kevin Brown stated he has received a call to see if one of these
properties can be made available to the voluntary fire departments for fire training school
this June.
INFORMAL CALENDAR:
2006 -107: Substitute #7 was distributed and the changes explained. City Counselor Nathan
Nickolaus stated that this version represents a compromise by all parties which they agreed
upon.
2006 -114 - A substitute was distributed showing all the changes discussed and agreed
upon by all the parties involved. Councilman Brian Crane asked a question about a
possible contradiction in the language which he found and asked staff to get that
information back to the Council by Monday night.
NEW BUSINESS:
Councilman Brian Crane made comments regarding things going through Council
committees before coming to the full Council.
Discussion was held regarding the procedure for notifying residents about developments
occurring near their neighborhoods.
