Jorgensen Company PROPOSAL: The applicant is requesting approval of Tentative Parcel Map No. 22607 for the purpose of subdividing one (1) parcel into three (3) parcels, at 10301-10651 Alameda Street in the M (Manufacturing) zone. FACTS 1. Source of Authoritv Section 25-18, et seq., Subdivision Regulations of the Lynwood Municipal Code and the Subdivision Map Act, Government Code Section 66410, et seq require that a parcel map be recorded for the subdivision of a lot into several parcels. 2. Property Location. The subject parcels are located on the west side of Alameda Street between 103rd Street and 107th Street. (refer to I attached Location Map.) 3. Propertv Size: The site consist of one parcel approximately 771,012 square � feet or 17.7 acres in size. I I 4. Existinq Land Use i The subject property is currently occupied with two (2) storage structures, and a salvage storage facility. The � surrounding land uses are as follows: North - County of East - City of South , Los Angeles/ Gate/Manu- Manufacturing facturing South - Manufacturing West - City of i Los Angeles/ i Residential ' i 5. Land Use Desianation � The General Plan designation for the property is Industrial � while the zoning classification is M(Manufacturing). Site Plan Review At its regular meeting on November 21, 1990, the Site Plan Review Committee evaluated the proposed parcel map and recommended approval to the Planning Commission, subject to specific conditions and requirements. ANALYSIS AND CONCLUSZON Environmental Assessment. The Community Development Department has determined that the project could not have a significant effect on the environment. Therefore, a Notice of Exemption has been prepared and is on file in the Community Development Department and the office of the City Clerk. Staff analysis of this proposed lot subdivision include the following findings: (a) Design of the proposed site; and (b) Consistency of the proposed site with the General Plan. Confiauration Of The Proposed Site Subdivision. I a. The design of the proposed lot subdivision shows the ' subdivided lots to be in character with existing industrial developments in the area. b. The proposal is meant for the subdivision of one lot into ± three (3) in order to allow better utili2ation of the � property. ! Parcel No. 1 will total 384,500 square feet, Parcel No. 2 I 232,800 square feet and Parcel No. 3 154,300 square feet. � All three Parcels contain existing structures and uses which + are consistent with zoning. � I c. The site is physically suitable for the use and the proposed ; density/character of the development permitted by the General � Plan and Zoning Ordinance in that the parcels are i substantially flat and able to support the type of j development proposed. f � i Consistencv Of The Site With The General Plan � � a. Staff's inspection of the site shows the site to be i compatible with the City of Lynwood's General Plan. � Properties located to the north and west are developed with i manufacturing and residential developments, and other properties in the vicinity are developed with manufacturing ! uses. WHEREAS, the Planning Commission of the City of Lynwood pursuant to law, conducted a public hearing on the subject application; and WHEREAS, the Community Development Director has determined that the proposal is exempt from the provisions of the State CEQA Guidelines, as amended; and - WHEREAS, the Planning Commission has carefully considered all pertinent testimony offered in the case as presented at the public hearing; and WHEREAS, the preparation, filing and recordation of a Parcel Map is required for development; and Section 1. The Planning Commission does hereby find and determine that said Tentative Parcel Map No. 22607 in the M (Manufacturing) zone, should be for the following reasons: A. The subdivision of lots meet all the applicable I requirements and conditions imposed by the State Subdivision Map Act and the Subdivision Regulations of � the Lynwood Municipal Code. I B. The proposed subdivision of lots is consistent with I the applicable elements of the General Plan and the I Official Zoning Ordinance of the City of Lynwood. � C. Proper and reasonable provisions have been made for adequate ingress and egress to the lots being I combined. � D. Proper and adequate provisions have been made for all ( public utilities and public services, including I sewers. � � Section 2. The Planning Commission of the City of ; Lynwood hereby approves Tentative Parcel Map No. 22607 in the M � (Manufacturing) zone, subject to the following conditions. Within twenty-four (24) months after approval or conditional approval of the Tentative Parcel Map, the subdivider shall file with the City of Lynwood, a Final Map in substantial conformance with the Tentative Parcel Map as approved or conditionally approved, and in conformance with the Subdivision Map Act and the Subdivision Regulations of the City of Lynwood; said filing is in accordance with the Covenant Agreement signed with the Community Deve3opment Department of Lynwood. 4. No grading permit or building permit shall be issued prior to recordation of final map or another appropriate instrument approved by the City of Lynwood, a Final Map in substantial conformance with the Tentative Parcel Map as approved or conditionally approved, and in conformance with the Subdivision Map Act and the Subdivision Regulations of the City of Lynwood. 5. Extension of the Tentative Map approval shall only be i considered if the applicant or his/her representative, submits a written request for extension to the Community � Development Department stating the reasons for the request, , at least thirty (30) days before map approval is due to � expire, pursuant to, and in compliance with, Section 25-18, I of the subdivision regulations of the City of Lynwood., I � 6. The Final Parcel Map shall be filed with the City Engineer of the City of Lynwood. s DEPARTMENT OF PUBLIC WORKS/ENGINEERING � I 7. All conditions of the State Map Act and the City's � subdivision Ordinance must be met prior to recordation. , I All matters and improvements shall be consistent with the � ordinances, standards, and procedures of the City's I Development Standards, Engineering Procedures and Standards, I Water Standards, and Planting Standards of the Department of Parks and Recreation. I The Developer is responsible for checking with staff for clarification of these requirements. ; I &. Submit a Subdivision Guarantee to this office. i The final map shall be based on a field survey. All ! surveying for the proposed development will be done by the '� Developer, including the establishment of centerline ties. ; Enclose with the final map the surveyor's closure sheets. � 9. Pay $100 monument checking fee prior to recordation. Deposit $50 with City Engineer to guarantee receipt by City of recorded, reproducible mylar, parcel map prior to recordation. • All special assessments and utilities or sewer connection fees are to be paid prior to recording the final map. All requirements to the serving utilities to be met or guarantee prior to recording of the final map. 10. Gradina and Drainina A grading plan signed by a registered Civil Engineer shall be submitted for the approval of the Director of Public ' Works/City Engineer and the Director of Community Development. The grading plan shall include the topography of all contiguous properties and streets and shall provide for the methods of drainage in accordance with all applicable City standards. Retaining walls and other protective measures may be required. Offsite drainage easements may be necessary. The structural section of all parking areas shall be designed by a Civil Engineer based upon soils analysis supplied by a recognized and approved soils engineering firm. The structural section shall be I approved by the Director of Public Works/City Engineer. In the event that the design is not provided, the minimum structural section that will be approved by the Director of Public Works/City Engineer would be 3 inches of asphalt on 4 inches on untreated rock base. Submit to this office a Geologic/Soils Report signed by a Registered Soils Engineer. I I 11. Sewers � The development shall be provided with public sewers. I Connect to public sewer. Provide laterals as necessary. Design of all sanitary sewers shall be approved by the Director of Public Works/City Engineer. 12. Water Svstems The Developer shall construct a water system including water services, fire hydrants and appurtenances through the development as required by the Director of Public Works/City Engineer. The Developer shall submit a water system plan to the City of Lynwood Fire Department for fire hydrant locations. The City will install water meters only. Payment for said meters shall be made to the City prior to issuance of building permits. The Developer shall install on-site water facilities including stubs for water meters and fire hydrants on interior and on boundary arterial streets. Public Easements and Riaht-of-Wav Where drainage, sewer and other such easements are required, the minimum easement width shall be ten (10) feet to_. facilitate maintenance unless otherwise approved by the Director of Public Works/City Engineer. Dedicate a four (4) foot wide strip of property along a , , portion of Alameda St. in order to provide 75 foot right-of way for Alameda St. Dedicate sufficient property at southwest corner of Alameda St and 103rd St. to accommodate . a 15 foot radius. 14. Sidewalks Design, configuration and locations shall be subject to the , approval of the Director of Public Works/City Engineer, and the Director of Community Development. Ramps for physically handicapped persons shall be provided both on-site and off- side as required by state and local regulations. 15. Dust Control and Pedestrian safetv._ Prior to the issuance of demolition or grading permits, the developer shall: a. Submit a plan indicating safety methods to be provided to maintain safe pedestrian ways around all areas of construction. This may require proper and adequate signs, fences, barricades, or other approved control devices as required by the Director of Community Development. 16. The Developer shall install all public improvements, as required by the Director of Public Works/City Engineer prior to issuance of any occupancy permits for this development. , Public Improvements shall include but are not limited to: 17. Reconstruction of damaged PCC sidewalk along Alameda St. 18. Construction of new full width PCC sidewalk along a portion of Alameda St. 19. Reconstruction of damaged PCC curb and gutter and Yequired pavement along Alameda St. 20. Reconstruct curb return at southwest corner of Alameda St. and 103rd St. to accommodate a radius of 25 feet including reconstruction of PCC sidewalk and spandrel and relocation , of traffic signal and power pole. 21. Reconstruct damaged PCC drive approach per city standards i including removal of existing railroad tracks. i 22. Remove existing railroad tracks crossing Alameda St. (near intersection of 103rd St.) and replace required pavement. 23. Construction of (2) wheeTchair ramps at northwest and I southwest corners of Alameda St. and 103rd St. 24. Remove temporary pole, pole foundation and protective ' railing along Alameda St. 26. Close existing drive approaches as determined by the ' Department of Public Works along Alameda St. and construct new PCC curb. and gutter, sidewalk and required pavement. 27. Planting (24) parkway trees (24" box) along Alameda St. and (6) parkway trees along 103rd St. 28. Construct (24) tree wells with covers along Alameda St. and • (6) tree wells with covers along 103rd St. 29. Underground all utilities. 30. Clean street gutter, curb drains and storm drainage inlets _ along Alameda St. , All changes and repairs in existing curbs, gutters, and sidewalks and other public improvements shall be paid for by the developer. If improvements are to be guaranteed, a , faithful performance bond shall be posted by the developer to guarantee installation of said public improvements and an agreement for completion of improvements with the City Council shall be entered into. Submit Policy of Insurance or bond protecting City against damage or injury to persons � or property growing out of, related to, or resulting from improvements or work. The Director of Public Worlcs/ City Engineer will determine amount and form. Deposit with the Director of Pubiic Works/City Engineer before commencing any improvements, a sum estimated by the Director of Public Works/City Engineer to cover cost of insgection of a11 improvements under his jurisdiction. � 31. Submit sanitary sewer plans prepared and signed by a registered Civil Engineer for proposed Parcel No. 1 as shown on Tentative Parcel Map. Plans shall be approved by City of Lynwood and City of Los Angeles. Section 3: A copy of this Resolution shall be delivered to the applicant. Call to Order The regular meeting of the Planning Commission of the City of Lynwood was called to order by Vice-Chairperson Muhsin on the above captioned date at 7:30 p.m., in the Council Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California 90262. B. Pledge of Allegiance Commissioner McMiller led the Pledge of Allegiance. C. Roll Call of Commissioners Vice-Chairperson Muhsin requested the roll call, and Mr. Fenderson complied. Jorgensen Company) Applicant requests approval to subdivide one parcel into three parcels in the M(Manufacturing) zone. Mr. Fenderson introduced Mr..Barfield, who read pertinent information. Vice Chairperson Muhsin opened the Public Hearing. Paul DeTilla of Olson and DeTilla rose to express his appreciation of staff's help and acceptance of all conditions of approval. Commissioner Muhsin asked what the property will be used for i and Mr. DaTilla replied that a parts yard is planned for additional revenue which will also enrich the City with I . additional tax revenue. Also, Jones Lumber company wants to buy Parcel No. 3. I Under Condition Nos. 27 and 28, Mr. Johnson deleted "(6) � parkway trees and tree wells with covers along 103rd St.", ( because it is located in Los Angeles County, and is not under Lynwood jurisdiction. Mr. Oskoui, Mr. Barnes and Mr. Detilla agreed on a new , Condition No. 32, "Staff will inform Los Angeles County and solicit additional conditions of approval. The applicant � shall comply with conditions imposed by Los Angeles County I as pertains to parkway trees. Mr. Barnes reminded the Commissioners that only unexcused absences are counted in an effort to replace chronically absent membera. A short discussion between Commissioners, Mr. Barnes and Mr. Fenderson followed. Mr. Fenderson informed the Commisaioners that the City Council is always informed when Commissioners are absent.
