CALL TO ORDER

The Work Session of February 12, 2007, was convened at 5:30 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Brown, Ferguson, Harvey, Klindt, Layton, Oetting (arrived at 5:450
PM), and Pope
Absent: Berry, Crane, and Vogel
A quorum was present.
MEETING TOPICS
Mayor John Landwehr convened the meeting and asked City Administrator Steve
Rasmussen to facilitate it. Mr. Rasmussen made introductory remarks. He asked Council
Members to contact the City Clerk, himself, or any Council liaison if they have any topics
which they would like placed on future Work Session agendas. He then asked Assistant to
the City Administrator Melva Fast to discuss the April Council retreat.
Council Retreat: Assistant to the City Administrator Melva Fast distributed a handout and
copies of surveys from the January Council retreat and asked the Council for their input on
various issues about another retreat in April. All the Council present agreed that the location
was agreeable, but suggested more comfortable chairs. They also discussed the length of
the sessions and whether they should include both Friday evening and Saturday, or
Saturday only. Ms. Fast said she would put together some other information and get it back
to the Council soon. Steve Rasmussen asked that if anyone has topics which they would
like to discuss at the retreat to get those to staff. He stated he wanted to keep the agenda
a little flexible because there will be some new Council Members at that retreat.
Neighborhood Improvements: City Counselor Nathan Nickolaus made a visual
presentation showing the status of various neighborhood improvement issues. City
Administrator Steve Rasmussen asked if the Council would consider discussing mandatory
trash service as part of this issue. Councilman Kevin Brown stated he believes the city
should consider some kind of economic development policy. Mr. Rasmussen suggested that
staff create a two to three -page white paper to get to the Council so they have items to
consider.

Supplemental Budget Process: Mayor John Landwehrstated his concerns regarding this
becoming a second budget process. He suggested that staff needs to be informed that they
should not consider this as a second budget process in an of itself. A lengthy discussion
was held regarding budget requests that would qualify to be brought before the Council
during a supplemental budget process. Staff was given direction regarding the items which
the Council intentionally deferred during the 2006 -2007 budget process with the
understanding that they would be considered at a supplemental budget session.
