ANALYSIS AND CONCLUSIONS 1. Environmental Assessment. The Community Development Department has determined that the project could not have a significant effect on the environment, and a Negative Declaration has been prepared. The Negative Declaration was certified as adequate by the Plannin� Commission at its regular meeting of July 14, 1987, in accordance with the State CEQA Guidelines, as amended, (Section 15073). 2. Staff analysis of this proposed lot consolidation includes the following findings: (a) Design of the proposed site; and (b) Consistency of the proposed site with the General Plan. Design of the proposed site consolidation a. The design of the proposed lot consolidation shows tl?e consolidated lots to be in character with existing residential developments in the area. • b. The proposed lot consolidation request consists of fou- (4) lots to be joined together for the purpose of constructing fourteen (14) apartments, thereby allowing better utilization of residentially-zoned vacant lots. c. The site is ph�sically suitable for the type and proposed density of the development, in that the parcels are substantially flat and able to support the type of development proposed. Consistency of the site with the General Plan a. Staff's inspection shows.the site to be compatible with the City of Lynwood's General Plan that limits land use activities to projects that enhance the function and quality oF residential developments and tliat do not significantly alter the character of the esisting' environment. b. The size and location of the proposed project does not - significantl5• change the character of the e::isting environment. c. The proposed subdivision is consistent with tlie . objectives, policies, and land use specified in the General Plan, in that the General Plan designates this area as �Iultiple Family Residential and the proposed � development is consistent with this desienation. ' � � 89051TP�1 RESOLUTION NO. 2141 A RESOLUTION OF THE PLANNING COhIMISSION OF THE CITY OF LYNWOOD APPROVING TEVTATIVE PARCEL MAP NO. 18957 'PO COMBINE LOTS 1, 2, 3, AND 4, BLK. 1�1, BELLE-VERNON ACRES, M-B 9-196, BEING A REVERSION TO ACREAGE OF PARCEL MAP 13252 PER MAP RECORDED IN BOOK }9, PAGE 38, IN THE OFFICE OF THE LOS ANGELES COUNTY RECORDE°, CITY OF LYNWOOD, STATE OF CALIFORNIA WHEREAS, the Planning Commission of the City of Lynwood, pursuant to law, conducted a public hearing on the subject application; and WHERF.AS, the Planning Commission has carefully considered all pertinent testimony offered in the case as presented at the public hearing; and WHEREAS, the preparation, filing and recordation of a Parcel Map is required for the proposed residential development; and Section 1. The Planning Commission does hereby find and determine that said Tentative Parcel Map No. 1895i should be approved for the following reasons: A. The combination of lots meets all the applicable requirements and conditions imposed by the State Subdivision Map Act and the Subdivision ,Regulations of the Lynwood Municipal Code. B. The proposed combination of lots is consistent with the applicable elements of the General Plan and the Official Zoning Ordinance of the City of Lynwood. C. Proper and reasonable provisions have been made for adequate ingress and egress to the lots being combined. D. Proper and adequate provisions have been made for all public utilities and publi.c services, including sewers. Section 2.
