Street Sweeping Reminders from Public Works
Clean streets and gutters are an important part of protecting waterways. Street
sweeping prevents pollutants and sediment from entering the stormwater
system. A successful sweeping program helps keep Medina in compliance
with the Federal Clean Water Act. Sweeping operations begin in the spring
and is a slow process. As a motorist, please slow down when you approach a
sweeper. When you notice a sweeper in your neighborhood, please help to
clear the streets of garbage and recycling containers, cars, basketball hoops,
and other obstructions. Remember, it's illegal to blow or rake leaves, grass
clippings, branches, or other debris into the street. With your cooperation,
we can keep our streets clean and reduce water pollutants!

Land Use Applications Under Review
The following land projects are currently under review by the City. For more information or for an update on the

Accessory Dwelling Unit (ADU) Requirements
The Planning Commission is scheduled to review requirements related to Accessory Dwelling
Units (ADUs) at the April 9 meeting. An ADU is a smaller, independent residential dwelling
unit located on the same lot as a stand-alone single-family home. ADUs are currently allowed
in single-family districts in the City, subject to a series of requirements including:
Requires Conditional Use Permit, including public hearing
Property owner must reside in either the main home or the ADU
ADU limited to 2 bedrooms and 1000 habitable square feet
Anyone interested in this subject is encouraged to contact Planning Director Dusty Finke at

meeting.
Hamel Apartments – 500 Hamel Rd – Medina Apartments LLC proposes to construct an 89-unit market rate apartment
building and has requested approval of a site plan review and variance to increase the front setback from Hamel Road. The City
is awaiting additional information from the applicant to finalize review. Contact Planning Department for more information on
schedule.
Spotless and Seamless Warehouse – 2382 Highway 55 – Spotless and Seamless Exteriors has requested approval of a site
plan review for construction of a new warehouse. The City is awaiting additional information from the applicant to finalize
review. Contact Planning Department for more information on schedule.
Illicit Discharge
Illicit discharge is any discharge of pollutants or non-stormwater materials allowed to enter the storm sewer system from
overland flows or direct dumping of materials into a catch basin.
We want clean water for all different kinds of activities like fishing, boating, and swimming. Proper care, monitoring,
and management of illicit discharges are essential to the future health of our local bodies of water. Illicit discharges can
occur in ditches, stormwater drains, and runoff from new developments. The discharge drains into the Elm Creek
Watershed and then flows into our local bodies of water. Anything other than rain has the potential to be an illicit
discharge. It's important we are aware of what illicit discharg es look like and report suspected illicit discharges to the
proper authority.
Our community and residents can participate in keeping our stormwater systems clean by being on the lookout for
illicit discharges such as:
Concrete or paint washed out in street (most common)
Runoff such as grass clippings into stormwater drains
Chemical dumping into stormwater drains
Sediment track out (water or other discharge) from construction site
Water rerouting from an existing water pond or other source
Stormwater pond filled with dirt or other filler
Toxic material being drained into a ditch or stormwater pond

Bicycle Safety
With spring around the corner, it is important to remind ourselves to be safe and to be seen while on the roadways and trails.
Below are some quick basic reminders:
Before you hit the road:
Make sure you are wearing your helmet and close-toed shoes.
Wear bright colors and use reflective gear.
Have a working knowledge of road hand signals and bicycle laws.
Use reflectors/flashing LED lights on the front and back of your bicycle to increase your visibility (especially if planning
to ride before sunrise and after sundown).
While on the road:
Make sure you follow rules and road signs.
Riders must ride in the same direction as traffic.
Avoid distractions such as headphones and cellphones.
Be alert and pay attention to motor vehicles and other traffic around you.
Watch ahead of you for any road hazards or sudden traffic changes.

Burn Permits and Safety
Burn Permits are required in the City of Medina to have an open
fire larger than 3x3x3. Per City Ordinance, leaves, oils, rubber, and
other smoke producing materials may not be burned. Burning
must be a minimum of 600 feet from surrounding occupied
residences. No burning is allowed if wind is over 12mph.
DNR- How to safely burn landscape debris:
Piles must be small and manageable.
Clear all flammable material/vegetation within 10 feet of pile’s
outer edge.
Only burn when weather conditions are safe. Do not burn if
the weather is windy or the land is dry.
Keep a water supply and shovel close to the burning site.
A responsible adult is required by law to be in attendance until
the fire is completely out.
Once your burn is complete, be sure to “mop up” the ashes
with water and stir. Grass fires are often started from
“holdover” debris piles that were not properly extinguished.
This can occur days or even weeks after the piles were burned.
Criminal offenses and penalties apply.
As a reminder, every spring the DNR restricts burning until the
area greens up. Please check the DNR website or call for current
burning restrictions. Stop by the police department to apply for a
permit or access the application at the city website.

Permit Required for Solicitors
Medina and Loretto ordinances require solicitors and
transient merchants to obtain a permit from the City
prior to selling products door to door. If a solicitor
comes to your door, ask them for their City permit. If
they don’t have proof of a permit send them away. If
they refuse to leave call 911.
The ordinance allows you to post your property with
no solicitor signs. If they do come on your property,
we can charge them with a violation of the ordinance.
When a solicitor comes into City Hall for a permit, we
run a check for past criminal histories before the
permit is issued. Just because they have a City permit
it does not mean that the City endorses them or their
products. To report suspicious activity, call 911.
There are several exceptions to the ordinance. Regular
route sales persons, sales to businesses, newspaper
delivery, and nonprofit organizations such as societies,
associations or corporations solely of its members
(ie. Boy Scouts, Girl Scouts, Lions.) If a nonprofit
organization is out selling in our cities, they are
required to notify the City of their intent to sell door
to door.

Once again Interfaith Outreach & Community Partners will be onsite to collect, and repair, if necessary, bicycles for those
who may not be able to afford one. Your donation of a bicycle provides an opportunity for others to be able to participate in
a fun and environmentally friendly activity that also promotes good health! Consider donating a gently used or new bike
at Clean-up Day!

Due to the increased cost of disposal/illegal dumping, the City will move to a card reader system at the brush/compost site. The 1st phase
will be distributiuon of access cards to residents, 2nd phase will be card access at the site. More details to follow.

LAND PROTECTION AND RESTORTION?
Protecting land allows landowners to preserve what
they value & leave a conservation legacy for future
generations. Additional benefits include improved
air and water quality, more wildlife habitat and
recreation opportunities, and increased property
values.
Landowners can be compensated for permanently
protecting their property with a conservation
easement, which is a set of development restrictions
that a landowner voluntarily places on their
property to permanently protect its natural
resources. They also recharge groundwater, slow
stormwater runoff, and help control floods.
