CALL TO ORDER

The September 29, 2006, "Brown Bag" Work Session was convened at 12:30 P.M. by
Mayor John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Berry, Brown, Crane, Ferguson, Harvey, Layton, Oetting, and Vogel
Absent: Pope
A quorum was present.
WELCOME OF GUESTS FROM MUENCHBERG, GERMANY
Mayor Landwehr welcomed 29 visitors from our Partner City of Muenchberg, Germany, to
today's meeting. With the help of an interpreter, he explained how the City conducts City
Council meetings, including this Brown Bag meeting. Following his remarks, his invited the
Burgermeister (Mayor) of Muenchberg to come and sit in the chair next to his throughout
the meeting. He also asked him to make any remarks he wished to.
Burgermeister Thomas Fein explained some of the issues which he and his City Council
face in their city, and pointed out that many of those are very similar to those faced by
Jefferson City. Several members of the Muenchberg City Council were also present, and
were welcomed by Mayor Landwehr and the City Council.
DISCUSSION OF AGENDA ITEMS
Presentation from the Gallery:
Councilman Brian Crane asked City Counselor Nathan Nickolaus to check the City's Code
to determine if it limits the amount of time to speak by a large group of persons speaking
about the same topic. He said he believes the Code sets a 15- minutes time limit in that
instance.

Bills Introduced:
2006 -69 - Councilman Kevin Brown asked if Charlie Brzuchalski of Missouri Office of
Administration could make a presentation to the Council before the vote on this issue.
2006 -83 - Mayor John Landwehr asked for City Administrator Steve Rasmussen to check
with the Department Directors to see if questions were asked and comments made
regarding the need for this and whether it should be taken through a committee first.
A brief recess was called at 1:20 to allow for the guests to catch their transportation to the
next event on their schedule.
Councilman Michael Berry and Councilman Brian Crane left the meeting at this point.
The meeting reconvened at 1:25 P.M. with the following Council members present:

CONTINUATION OF DISCUSSION OF AGENDA ITEMS
Bills Pending:
2006 -61 - Councilman Kevin Brown asked about adding language that would specify when
windshield wipers are being used that headlights are required to mirror state law. City
Counselor Nathan Nickolaus stated he would check into whether that language could be
added to this bill. Councilman Kevin Brown said if it can be added, he would like to offer an
amendment to the bill Monday night.
