The Regular Meeting of the Mayor and Council of the Borough of Regular Meeting
Carteret was called to order by Mayor Daniel J. Reiman, 6:00 P.M.,
Municipal Building, 61Cooke Avenue, Carteret, New Jersey on
Thursday, April 26, 2007.
Upon individual roll call vote, the following were noted present: Present

The Meeting was opened with a minute of Silent Prayer and Pledge of Silent Prayer &
Allegiance led by Mayor Daniel J. Reiman. Pledge of Allegiance
Mayor Reiman welcomed everyone back to the City Hall. This is the Mayor welcomed
first Council Meeting to be held in these chambers in approximately everyone back to
15 to 16 years. This exact room served as the Council Chambers for Borough Hall
some 80 years before the Council was moved over to the courthouse.
It's good to be back here. He welcomed everyone to the first Council
Meeting back in the new Borough Hall.
- The Clerk stated that on December 27, 2006, in full compliance with Meeting Notice
the Open Public Meetings, a notice of tonight's meeting was sent to
The Home News Tribune, The Star Ledger and posted on the bulletin
board. Notice of the Rescheduled location was published April 13,
2007.
Upon MMS &C, by Rios and Sitarz and unanimous affirmative vote of Minutes Approved
the full membership present, the minutes of March 1, 13 & 30, 2007
were approved as transcribed and engrossed by the Clerk.

COMMENDATIONS
Firefighters of the Year — Firefighter Joseph Lombardi and Firefighter
Tom Reynolds.
Mayor Reiman presented commendations to Firefighter's Joseph
Lombardi and Tom Reynolds.
Brian O'Connor explained the actions that both Firefighters' put out a
house fire on November 11, 2006.
The Mayor also congratulated the Carteret FMBA for being chosen as
the FMBA Local of the Year at a recent valor awards dinner.
PUBLIC HEARING — 2007 Local Municipal Budget
OPEN TO PUBLIC Upon MMS &C, by Councilmembers Rios and Diaz and unanimous
affirmative vote of the full membership present, the hearing on the
2007 Local Municipal Budget was opened to the public.
CEOSED CLOSED
There being no comments from the audience present, upon MMS &C,
by Councilmembers Diaz and Rios and unanimous affirmative vote of
the full membership present, the Public Hearing was closed.
Mayor Reiman said we will obviously carry our budget until we have
our final state aid numbers. He anticipates adopting the budget some
time in June or early July.
ORDINANCE #07 -11 ORDINANANCE #07 -11 was introduced and adopted on First
Reading and the Clerk authorized and directed to advertise same for
Public Hearing to be held May 10, 2007, upon MMS &C, by
Councilmembers Rios and Krum. Upon individual roll call vote,
Councilmembers Bellino, Diaz, Krum, Naples, Rios Sitarz voted in the
affirmative for the adoption.

J The Clerk stated that Ordinance #07 -08 was introduced and passed
upon First Reading at a Regular (Special) Meeting of the Borough
Council of the Borough of Carteret held on April 12, 2007. It was duly
published in The Home News Tribune on April 16, 2007 with notice
that it will be considered for final passage after Public Hearing to be
held on April 26, 2007 at approximately 6:00 P.M. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the full membership present, the Mayor declared
the Public Hearing to be open:

The Mayor said they had to add a payment for the Court Associates
Spring Conference for Debbie Uhouse in the amount of $175.00

The Clerk stated that she was in receipt of the following reports:

Upon MMS &C, by Councilmembers Rios and Diaz and unanimous
affirmative vote of the full membership present, all reports were
ordered to be received and placed on file.
BUILDINGS & BUILDINGS & GROUNDS —
GROUNDS Committee Chairperson Naples reported that the Buildings & Grounds
Department has been putting the finishing touches on this building and
also on the Hot House in the park, installing windows and again,
keeping the grounds tidy. They are working with limited staff. She
thanked every other department for loaning their individuals to
Buildings & Grounds whenever necessary. j
FINANCE & FINANACE AND ADMINISTRATION -
ADMINISTRATION Committee Chairman Diaz reported that tonight they held the public
hearing for the budget. It's not finalized until we have a respond from
the State as far as our extraordinary aid application is concerned. We
have applied for a million dollars in extraordinary aid. Once we hear
that response which usually occurs in June, the budget will be
finalized. Sewer rebate applications are also being received and
processed accordingly. He wanted to remind the residents that the
forms used to be submitted to the Tax Office by September I" of this
year. Also, in the fine tradition of this administration and its pursuit for
grants and additional funding, we received a new county Open Space
Grant in the amount of $500,000.00 which has been appropriated for
the continued improvements of Civic Center Park. The First Reading
establishing the fimding for that project was read tonight. Other than
that, continued Progress.
FIRE & DOMESTIC FIRE AND DOMESTIC PREPAREDNESS —
PREPARDNESS Committee Chairman Krum reported that they received smoke
detectors from the Division of Fire Safety. If anyone is in need they
should contact Fire Headquarters at 541 -8000. He commended and
thanked all firefighters for their hard work during the heavy rain storm.
Firefighters responded to over 80 calls for assistance during the storm.
He congratulated the two (2) gentlemen that won "Firefighter of the
Year ". He reported Progress.

getting spruced up. The Little League started with a parade Saturday. PARKS
He hasn't had any information as yet on the 15t homerun.
Mayor Reiman said he has not heard who hit it but it was hit on
opening day.
Committee Chairman Bellino said the softball sign -up was last night.
So far they have about ten (10) teams for the men's league. At this
point there are no women's leagues that are signing up.
Committee Chairman Bellino said that they've supported Buildings
and Grounds for the past couple of weeks. He reported Progress
POLICE —
Committee Chairman Sitarz stated that it's been 18 years since he sat
in that chair, the exact chair, the exact spot. He believes in KARMA.
Everything is coming back. He reported that they are waiting for the
new police cars to come in. They should be in around the middle of
May. Hopefully we'll have them in before the Memorial Day Parade.
We also have the cadet school training in June. He reported Progress.
PUBLIC WORKS —
Committee Chairman Rios congratulated Councilwoman Naples and
the Mayor for a great job that they did working on this restoration of
this building. It really gives him great pleasure to be here, to be part of
this historic team, coming back home.
He reported that the crews have been going out patching potholes. We
are looking at various alternatives to see if they can get a long term
type of pothole project going on. The sweepers have been going out
daily now that the weather has continued to break and get warmer. On
TV Channel 36 they have the holiday schedules for recycling and
garbage pick -up.
As far as Municipal Garage Services, they are moving back. Our
Municipal Garage has moved back 95% already. They are operating
out of there. The past couple of weeks they have been doing basically
emergency work, vehicle work on vehicles for emergency services
because of the move.
POLICE
PUBLIC WORKS
As far as Sewers, we continue to clean up catch basins in West
Carteret. We do the dock on Mondays. We did a lot of pumping out of
basements along with the Fire Department as far as this past storm. He
reported continued Progress in Public Works.

BOARD OF EDUCATION BOARD OF EDUCATION —
Committee Chairpersons Naples reported that the Board of Education
had their annual school board election. Greg Setar, Dennis Cherepski
and Denise San Filippo are the three (3) members who were re- elected.
They re- organized yesterday and Dennis Cherepski is the President
and Fred Gersler is the Vice President. She touched base with Mr.
Cherepski and he mentioned that there was a meeting between school
board emergency services. Borough Officials and Council President
Rios who ran the meeting. He felt it was very productive and they will
form some committees, working together as a community for the
safety of our children. Things are going in the right direction in light of
the events of the past few weeks. Carteret is working together and is
ready to update their security.
She reported that the budget was soundly defeated by the voters so
they are getting their pencils out.
She reported that Saturday, May 5 1h is Special Olympics at Carteret
High School. If you have an opportunity, they'll be going all day from
9:00 A.M. usually to 4:00 P.M. or 5:00 P.M. It is a real interesting fun
day.
MAYOR MAYOR —
Mayor Reiman asked the Municipal Clerk to reach out to the School
Business Administrator to schedule our official meeting. An
administrative team from our end will also be meeting with them prior
to, to begin the review process. We've already reached out and
received most of the information that we've requested. They've turned
over the budget and most of the back -up documentation. Our auditors
have been engaged for the past week to take a look at it so he hopes to
have some numbers by the middle of next week. Then we can sit down
with them to finalize any cuts that we would be making in this year's
tax levy. There is a statutory time frame, the last day we need to adopt,
so let's just make sure we have it on the schedule for the Council
Meeting.
Mayor Reiman welcomed everybody back to the Memorial Municipal
Building, our historic building. It certainly is a pleasure to serve up
here with this fine Council and he looks forward to continuing the
progress in the town.
