HomeMy Public PortalAbout05-24-07 CouncilMay 24, 2007 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman, 6:00 P.M., Municipal Building, 61 Cooke Avenue, Carteret, New Jersey on Thursday, May 24, 2007. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Randy Komi " Susan Naples " Ronald G. Rios " Joseph W. Sitarz Also noted present was Borough Attorney, Robert J. Bergen, Esq. The meeting was opened with a minute of silent prayer and The Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on December 27, 2006, in frill compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Horne News Tribune, The Star Ledger and posted on the bulletin board. Upon MMS &C, by Councilmembers Rios and Diaz and unanimous affinnative vote of the fill membership present, the minutes of May 10, 2007 were approved as transcribed and engrossed by the Clerk. Middlesex County Academy for Science POLICE — Mayor Reiman stated that Officers Terebetski and Mitchell were not present at this time so he will hold their commendations until later. OEM — Mayor Reiman contacted OEM Chief Dan Beasley who accepted the Commendations for the members: John Wyatt Steven Kertesz Patrick Prokopiak Ronald D'Onofrio Robert Smith Jack Engel Dan Beasley David Arsenault John Duma Joseph Orosz Raymond Michaelson Robert Woods Dimitri Brzosko 911 SCHOLARSHIP AWARDS Council President Rios presented Scholarship awards to the, following: CARTERET HIGH SCHOOL WINNERS Dennis DeMascio — Middlesex County College Joseph Gadomski - Richard Stockton College Shawn O'Connor - University of Science in Philadelphia BISHOP AHR HIGH SCHOOL Lauren Petrillo — Montclair State University MIDDLESEX COUNTY ACADEMY FOR SCIENCE Charles Andrejcisk — Perm State University 2 MAY 24, 2007 Mayor Reiman welcomed everyone back to the Memorial Municipal Building. This is the only building (inaudible) left standing in New Jersey. There were 5,000 of these buildings built after World War I. This building is now 84 years old. We moved back into these offices a few months ago. Our next step is to now put the building on a national registry of historic buildings. POLICE OFFICERS — Mayor Reiman asked Captain Mc Fadden to come forward to present Commendations to Officers Justin Terebetski and Jerome Mitchell for their outstanding work in saving a life. ORDINANACES: First Reading - 1. 407 -13 Amending and Supplementing the Code, Article III, Entitled `Carteret Pond Park' of Chapter 182, Parks, Providing Among Other Things for the Creation of the Position of Park Conservation Warden. 2. #07 -14 Amending and Supplementing Section 160 -46 — Zoning Permits of Chapter 160 -Land Use. 3. #07 -15 Amending and Supplementing Section 222 -16, Fees, of Chapter 222 Streets and Sidewalks. ORDINANCE 407 -13 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held June 14, 2007, upon MMS &C, by Councilmembers Rios and Diaz. ORDINANACE 407 -14 "AN ORDINANCE AMENDING AND SUPPLEMENTING SECTION 160 -46 "ZONING PERMITS" OF CHAPTER 160, "LAND DEVELOPMENT" OF CODE OF THE BOROUGH OF CARTERET" ORDINANCE #07 -15 ORDINANCE #07 -15 was introduced and adopted on First Reading Entitled Fees of and the Clerk authorized and directed to advertise same for Public Chapter 222 - Hearing to be held June 14, 2007, upon MMS &C by Councilmembers Streets & Sidewalks Rios and Sitarz. Upon individual roll call vote, Councihnembers Bellino, Diaz, Krum, Naples, Rios and Sitarz voted in the affirmative for the adoption. ORDINANACE #07 -15 "AN ORDINANCE AMENDING AND SUPPLEMENTING SECTION 222 -16, ENTITLED FEES, OF CHAPTER 222, "STREETS AND SIDEWALKS" OF THE CODE OF THE BOROUGH OF CARTERET" ORDINANACE #07 -12 The Clerk stated that Ordinance #07 -12 was introduced and passed up First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on May 10, 2007. It was duly published in The Home News Tribune on May 16, 2007 with notice that it will be considered for final passage after Public Hearing to be held on May 24, 2007 at approximately 6:00 P.M. The Ordinance was posted on the 4 May 24, 2007 bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmembers Diaz and Rios and unanimous affirmative vote of the frill membership present, the Mayor declared the Public Hearing to be open: OPEN There being no comments or objections to the Ordinance, the Mayor CLOSED declared the Public Hearing to be closed upon MMS &C, by Councilmembers Diaz and Rios and unanimous affirmative vote of the frill membership present. Upon MMS &C, by Councilmembers Rios and Naples ORDINANCE #07 -12 "AN ORDINANCE TO AMEND ORDINANACE #71 -9 ESTABLISHING SALARY SCHEDULES AND FIXING MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, Krum, Naples, Rios and Sitarz voted in the affirmative for the adoption. Upon MMS &C, by Councilmembers Rios and Krim and Resolution unanimous affirmative vote of the f ll membership present, the #07 -153 Agenda was amended to include Resolution #07 -153. Meeting Opened Public Input on All Resolutions & Agenda Items MEETING OPENED PUBLIC INPUT ON ALL RESOLUTIONS/ AGENDA ITEMS/NEW BUSINESS OPEN A Copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS &C, by Councilmembers Rios and Naples and unanimous affirmative vote of the frill membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business. CLOSED MEETING CLOSED There being no comments or objections to the Resolution/Agenda items or new business, upon MMS &C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the fill membership present, the public discussion portion of the meeting was closed. Consent Agenda CONSENT AGENDA The Borough Clerk asked if any Councilmembers had any objections to the Consent Agenda and asked for a motion. Sergeant Novak thanked everyone for coming and presented the class. Captain Talalai said a few words and explained the program. He thanked Sergeant Novak, Lieutenant Me Fadden, Officers Berrios and Van Worart. Mayor Reiman congratulated the cadets. Mary Spiga spoke about the success of the program and thanked the Mayor and Council. Sergeant Novak presented awards to several cadets who were selected for their achievements. Cadet Michael Malayuias spoke and thanked everyone. The diplomas were given to the Cadets and a short photo video was shown. RECESS At approximately 6:55 P.M., a recess was held. RESUMED The meeting resumed at approximately 7:00 P.M. PAYMENT OF BILLS PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Naples all bills appearing on the prepared list properly audited and signed were E MAY 24, 2007 ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, Krum, Naples, Rios and Sitarz voted in the affirmative. The Clerk stated that she was in receipt of applications from the Carteret Volunteer Fire Department for new members Steven Candurra and Tory Sanders. Upon MMS &C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present, they were ordered to be approved. The Clerk stated that she was in receipt of applications for 2007/2008 ABC License Renewals. Upon MMS &C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the frill membership present, it was ordered to be received and sent to the Police Department for review. REPORTS: - COMMITTEES BUILDING & GROUNDS: Committee Chairperson Naples reported that the Building & Grounds staff that has been not together for quite some time, either ill or injured, are back and working together. A lot of Progress. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported continued Progress. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported continued Progress. ABC License Renewals Ordered to be sent to Police Dept. for review REPORTS - Buildings & Ground; Finance & Administration Fire & Domestic Preparedness 9 MAY 24 2007 Parks, Recreation & PARKS, RECREATION & PUBLIC PROPERTY: Committee Public Property Chairperson Bellino reported that there is a parade at 1:00 P.M., 12:00 and 8:00 A.M., it starts on Sunday. Proper attire please. Police POLICE: Committee Chairperson Sitarz reported lots of Progress. Public Works PUBLIC WORKS: Committee Chairperson Rios reported Progress. Board of Education BOARD OF EDUCATION: Committee Chairperson Naples reported that the Carteret High School is having an outdoor festival/concert to benefit the Mayor's Children's Charity Fund on Friday, June I" at Carteret High School Stadium at 6:30. MAYOR MAYOR: Mayor Reiman reported that this Saturday at 11:00 A.M. is the dedication for the new John Street Soccer Field Park.
