June 22, 1989
A regular meeting of the Traffic and Parking Commission of the City of Ly
was held on the above date in the City Council Chambers of Lynwood City Hall,
11330 Bullis Road, Lynwood, California at 6:00 p.m.
CALL TO ORDEEt
The meeting was called to orcler by Vice Chairperson Simpson. Commissioners
Wright, Archambault, and Vice Chairperson Simpson answered roll call. Also
present were Jahanshah Oskoui, Civil Ehgineering Assistant, Deputy John
Nemeth, Lynwood Sheriff's Department and Oretha Williams, E7�gineering
Division. Cormnissioner Battle arrived at 6:03 p.m.
The pledge of allegiance was led by Commissioner Archambault.

APPROVAL OF MIN[Tl'ES
Cortunissioner Wright motioned to accept the minutes of May 25, 1989,
and Chaiimari Archambault seconded the motion. Minutes were approved
unanimously.
PUBLIC ORAL COhA1CINICATIONS
iNary Hicks of�3931 Agnes Avenue announced that at the previous meeting of hlay
25, 1989, she had requested the installation of a crosswalk on Martin Luther
King Boulevard, between Hulme Avenue and Beechwood Avenue. She noted that the
crosswalk it:em was not included on the Agenda of June 22, 1989.

Jahanshah Oskoui responded that due to the infliix of projects, staff was not
able to include the item for.this meeting, however, work on this item has
started and the item will be included for discussion on the next scheduled
Traffic and Paxking Cormnission meeting which will be held on July 27, 1989.
Glenn Lyon who resides at 11342 Hulme Avenue� stated that he observed two
weeks ago, two men dressed in orange imiforms with a tape measure, measuring
Martin Luther King Boulevard at the intersection of Hulme Avenue. He was
concerned about their presences at that location and that they were not
wearing hard hats.
SC[IIDULID MATTER.S
ITEM 6. HANDICAP Rf1MP REQUEST - 11263 DLJNCAN AVENUE (MRS. IRMA LaC;ROS)
Mrs. Irma LeGros, resident of 11263 Duncan Avenue, contacted staff and
requested an on-street liandicap parking to be installed in front of the
subject address. Mrs. LeGros was invited to tonight's meeting but stated that
she would not be able to attend. J. Oskoui stated that Department of Public
Works conducted a field check and it revealed that the applicant was issued a
written statement from her doctor, she possessed a Department of Motor Vehicle
license plate for handicap parking privileges. However, the residence has a
driveway and garage space for parking. Based on the warrants set by the City
Council Resolution, the property provides onsite parking, staff's recommenda-
tion is to deny Mrs. LeGros' request for installation of handicap on-street I
parking in front of 11263 Buncan Avenue. !
Cormnissioner Cunningham motioned to support staff's recommendation to deny
Mrs. LeGros' request and granting her the opportunity to appeal the
decision. Commissioner Simpson second the motion. It was passed
unanimously.
J. Oskoui informed the Cortmiissioners that staff has circulated a new, all
encompassing survey to the residents on California Avenue between Imperial
Highway and Platt Avenue, with regards to the traffic congestion review item
which went before the Council on its May 1989 meeting; in order to
re-evaluate the situation. Fifteen or more surveys were received bacic from
residents as of today. Qut of those fifteen, the majority returned favored
the east side of the street to be restricted to no parking as opposed to the
west side of the street. The deadline for the survey to be returned is June
30, 1989.

Commissioner Wright annoimced that during the last City Council meeting; the
City Council mentioned that they will try and get Caltrans to widen California
Avenue from Imperial Highway to Platt Avenue.
INFORMATIONAL I'I'II�1S
Jahanshah Oskoui gave a brief presentation of the following Informational
Items:
1. Long Beach Boulevard Reconstruction Pro7ect - Phase II
Long Beach Boulevard from Agnes Avenue to Lynwood Road
As part of the Long Beach Boulevard Improvement Project,
Sully Miller Contracting Company started construction in the
subject location during the first week in June. They excavated
and poured a concrete median. It was also necessary to obtain
possession of 28 parcels to widen Long Beach Boulevard from Lynwood
Road to Agnes Avenue. The cost of the project is $550,000
2. Atlantic Avenue Reconstruction Pro.ject
The designing of the project caill be done by Don Greek and Associates.
Improvements will be made on Atlantic Avenue from Beechhood Avenue
the the north city limit. The crown in the street will be remoced,
catch basin will be installed and a right turn only lane will be installed
on Atlantic Avenue and Imperial Highway for north bound traffic to
increase traffic flow. A Contract Change order was granted for an
additional $6,000. Next fiscal year the City Budget will include
improvements for. Los Flores Bou].evard.
3. Tree Trimming Pro,iect
The project is 95� complete as of today. It is expected to be totally
complete by June 30, 1989. The cost of the project is $76,000.
4. Complaints for �Ionth of MaS� 1989
J. Oskoui announced that a during the month of May, 1989, the number
of complaints increased by 15% compared to the complaints received during
April of 1989. (Complaint Siunmary attached).

J. Oskoui stated that also included are articles and clippings for
Commission information.
Chairman Wright complained that on occasions, he'd notified Public Works
Department that the Street Scaeeper did not sweep Virginia Avenue on ree lar
street sweeping days. As a result of his complaints, the company never return
to clean the street.
J. Oskoui stated that the Joe Sweeping Company, when notified of sweeping
problems, normally return and re-sweep the streets. J. Oskoui e�cpl.ained that
if the company did not return, they may have e�rienced difficulty with their
sweeping equipment.
Commissioner Simpson stated that she was concerned that the traffic signal
light for left turn traffic was timed only long enough for no more than 2
vehicles to complete their turning for west bound traffic from Imperial I
Highway onto south bound Atlantic Avenue. i
J. Oskoui responded that the Public Works Department has also received
complaints from other individuals concerning traffic timing problems (traffic
signal'lights are timed too short) at the intersection of Martin Luther King
Boulevard and Imperial Highway. He further e�cplained that the traffic simal
lights at each intersection of Imperial Highway is on a synchronized system
and the system affects all intersections at Imperial Highcaay.

Commissioner Simpson asked Deputy Nemeth of the Sheriff's Department to look
into the problem of young people gathering, creating excessive noise, loiter-
ing the premises, etc., on the parking lot located at 3579 Brenton Avenue, in
the rear of St Frances' parking lot, across from Alpha Beta Market.
Commissioner Wright e�cpressed concerned that whett vehicles approach the stop
bar for north bound traffic on Wright Road at intersection of Martin Luther
King Boulevarcl, the traffic light does not change responsively for lor�
periods of time before traffic is able to cross :intersection. He's observed a
car to wait as lor� as i minutes.
J. Oskoui explained to the Commission the type of system used for traffic
signal light change at intersections and stated that the matter caill be looked
into.

Commissioner Archambault stated that he's received a questionnaire in the mail.
and handed J. Oskoui a copy.
Commissioner Battle eacpressed concern of an inoperable traffic signal light at
the intersetion of Carlin Avenue and Atlantic Avenue at the northwest corner
for northbound traffic.
Commissioner Battle stated that the blue street name signs seem to be of
different shades of blue.
Deputy Nemeth announced that Bert G�eva is the new Captain for the Lynwood
Sheriff's station.
Deputy Nemeth reminded the Cormnission that at the last meeting, a resident
e�cpressed concern of vehicles violating the traffic speeding law on Martin
Luther F�ing Boulevard. He stated that, as a result of the complaint, for two
weeks, the street was watched and it was found that there were no exisiting i
problems.
ADJOURNMENT
A motion was made by Comnissioner Wright to adjourn the meeting to June 22,
1989, 6:30 p.m., of the Traffic and Parking Commission in the City Council
Chambers. It was seconded by Commissioner Simpson. The meeting adjourned at
(6:50 p.m.)

ANAiYSIS:
City Cotmcil. Resolution 79-89 (Att;a,c;hment "A") outl.ines the gui.delines for
providing on-street haridicap Frarking as follows:
7.. Agplicant or guardian m�st be in. possession of a valid license .
plate for "Disabled Person" or "Disabled Veteran" issued by the
Califoraia Department of Motor Vehicle on the vehicle.
2. The �roposed disablec] parking space must be in front of the
disabled person's place of residence.
3. Subject residence must not have off-street parking avai.lable or
off-street spac:e that may be comerted into disabled parking.
4. Applicant must provide a signed statement from a medical doctor.
5. Applicant must pay an i.niti.al £ee of $15.00.
6. Applicant must pay ar� annual fee of $10.00.

1. Modify the structure in the rear of the property (install a gai�a�e
dcx�r, etc. ) so i:hat it could be ui;:i.].ia.ed. as a gar.-3ge. There are
quesl:�.i.ons whether the sti-ucture could meet Buildir� Code requiretnents.
It may be n�essary to demolish the structure and construct a new
garage. Estimated cost of modifications is $5,000.
2. Construct a new dri.ve appiro�u,h, driveway and a new two-car garage.
Per Pl.anning Department's requix•ements, a new driveway on a single
family (RI) pmperty must lead to a two�ar gatage. Estimated cost
of work is $20,000.
Due to the high cost of implementing the above al.ternatives, i.t may
be advisable to allow for the installation of an"On Street Ilar�i.cap

19HEREAS, the City Council of the City of Lyn�vood adopted
Resolution No. 77-89 recognizing the need to provide disabled
persons handicapped parking zones, and
{VIIEREAS, the City Council of the City of Lynwood intends
to provide such handicapped parking zones in,an orderly fashion,
NOW, THEREFORE, BB IT RESOLVED by the City Council of
the City of Lynwoon that:
Section 1 _ Any requests for the installation of handicapped
parking zones shall conform to Exhibit "A" and 7:ahibit "B" attached
hereto and made a part by this reference to be ]:nou•n as Instruc-
tions and Application for 7?isabled Persons on Street Parking, res-
pectively.

SUBJECT: RE\�IEW OF TRAFFIC CONGESTION ON CALIFORNIA AVENUE,
BETWEEN IMPERIAL HIGHWAY AND PLATT AVENUE
PURPOSE:
To recommend that the Traffic and Parking Commission support CitS�
Council Resolution No. 89-69, Restricting Parking on the East side
of California Avenue, between Imperial Highway and Platt Avenue,
during peak hours. (see attached resolution).
BACKGROUND:
Initiated by� a citizen's complaint and based on an engineering
traffic study, on April 18, 1989, the City Council, in order to
ease traffic congestion on California Avenue, adopted Resolution �
No. 89-69 to install a"No Parking, Tow-Away Zone" restricting I
parking between the hours of 7:00 a.m. to 9:30 a.m. and 3:30
p.m. to 6:00 p.m., except Saturdays, Sundays and holidays on the
east side of California Avenue between Imperial Highway and Platt
Avenue. (see attachment sketch).
After the City Council's decision of April 18, 1989, Mr. Nathaniel
Davis of 11314 "A", California Avenue, requested at the City
Council meeting of May 2, 1989, that parking be prohibited on
one side of the street at all times. The City Council directed
the Traffic and Parking Commission to review the matter.
At the regular Traffic and Parking Commission meeting of Ma,y 25,
1989, it was requested that a resident/owner survey be conducted
to supplement the engineering traffic study.
ANALYSIS:
Staff conducted an all encompassing survey (see attached survey). '
In order to maximize the number of responses, staff conducted
door to door si�r�eys on different days and times, conducted phone
surveys and mailed survey forms with self-stamped, return I
envelopes to all property owners. The results of the survey� are
tabulated in the attached Survey Summary Sheet.
There are 73 residences and businesses on California Avenue I
between Imperial Highway and Platt Avenve. Of this total, 6
pr�j��rties ure presently vacant. Fifty-seven (57) responses were
received.

As it is shown in the survey sheet, 61% of the owners/residents
responding to the survey are in favor of a parking restriction.
Of this total, the majority are in favor of a restriction on the
east side of the street. Furthermore, of those residents who
favor a parking restriction on the east side of the street, 50%
favor restriction during peak hours and 50Y "No Parking At Any
Time." However, staff's engineering study revealed that the
congestion problem would be sufficiently reduced by imposing
parking restriction during peak hours only. Thereby making much
needed parking available in the area during low tra£fic periods.
Therefore, staff recommends that the Traffic and Parking
Commission support City Council's Resolution No. 89-69, to
maintain the present parking restrictions.
RECOMMENDATION:
To recommend that the Traffic and Parking Commission support City
Council Resolution No. 89-69, Restricting Parking on the East side
of California Avenue, between Imperial Highway and Platt Avenue,
during peak hours. (see attached resolution).

The design phase of this project, including a right turn only
will be completed by Don Greek and Associates by August 4,
1989. After review by the City staff, the storm drain plans
are going to be forwarded to the County Flood Control for
their appro�-al. The budget for this project is $400,000 and
the construction is etpected to begin in November of 1989.
2. Long Beach Bou].evard Improvement Pro.iect
(From Lynwood Road to Orchard A�enue - Phase I)
The project's Phase IIA is under construction. Sully Miller
Contracting Company is presently constructing the landscaped
median, and installing a new electrical system for the street
lights in the median. This phase of the project is ezpected
to be completed b}• November of 1989.
3. Traffic Signal - Martin Luther Kin� Boulecard and Duncan Avenue
The design for the project is being completed. Due to the
size of the project, staff could obtain more competative
contracts through informal bids. Therefore staff on the
August 1, 1989, Council meeting, will request for
authorization to obtain contracts through informal bid
process.
4. Complaints for June 1989
The Department of Public Works received during the month of
June of 1989, a total of 139 complaints. This number of
complaints received for June reflects an increase of 7%
compared to the complaint received in May of 1989.
