TI� REGIn,AR h�PING OF Tl� TRAFFIC AND PARKZNG COPPIISSION OF THE CITY OF LYNWOOD April 27, 1989 A regular meeting of the 'I�affic and Parking Cortunission of the City of Lynwood was held on the above date in the Cit,y Coimcil Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California at 6:10 p.m. CALL TO ORDER The meeting was called to order by the Vice Chairperson Simpson. Cormnissioners Archambault, Wright, G�nningham and Vice Chairperson Simpson I answered roll call. Present were Jahanshah Oskoui, Civil Engineering i Assistant, Deputy John Nemeth, Lynwood Sheriff's Department and � Oretha Williams, Engineering Division. Commissioner Battle was absent. ACIWOWI.IDChIDVT OF PQiTING Jahanshah Oskoui announced that the Agenda of April 27, 1989, was duly posted 72 hours prior to the scheduled meeting, as required, bv the Brown's Act. APPftOVAL OF MINUTES Cormnissioner Wright motioned to accept the minutes of March 23, 1989. The motion was seconded by Cormnission (,luu�ingham. INFY)RMATIONAL ITF3N - INSTAL,LATION OF "NO PARKING TOW-AWAY 7ANE" ON T}� EAST SIDE OF CALIFORNIA AVEN[JE BEIWEIN IMPg?IAL AI�iWAY AND PLATT AVENIJE Jahanshah Oskoui explained to the Commission that the City Council at their meeting of April 4, 1988, directed Public Works to conduct a study and reconmiend a solution to the traffic congestion problem on California Avenue, between Imperial Highway and Platt Avenue, based on a complaint from a resident on California Avenue. The resident complained, at the Cit,y Council meeting, that California Avenue between Imperial Highway and Platt Avenue has traffic congestion problems and asked the Council, at that time, to consider restricting parking on the street. Staff completed a stuc�y and reco�mnended parking restriction on the east side of California Avenue to relieve the traf£ic congestion problem. Parking will be restricted on the east side of the street from 7:00 a.m. to 9:30 a.m. and,3:30 p.m. to 6:00 p.m., except on Saturdays, S�mdays and holidays. The Commission agreed with the City Council's decision and to staff's reco�mnendation. INFC)RMATIONAL ITESNS Jahanshah Oskoui gave a brief presentation of the following projects: 1. Sidewalk Reconstruction Pro.iect - !� Various Lajations, FY 1988-89 � The subject project was completed ahead of the scheduled completion ' date according to plans and specifications. Damon Construction Compan�� repaired 411 damaged sidewalk locations. The project was funded by HCDA funds. The final construction cost was $286,264.86. 2. Lon� Beach Boulevard Improvement Pro.iect - Phase IIA Jahanshah Oskoui informed the Comnission that a bid opening was held in the City Clerk's office on April 4, 1989. Eight (8) contractors bidded the project and Sully Miller Contracting Company of Long Beach was the lowest responsible bidder. Sully Miller will perform major street improvements along L,ong Beach Boulevard from Lynwood Road to Agnes Avenue. 2 � • ' � � . 3. Long Beach Boulevard Right of Wav Acquisition As past the Long Beach Boulevard Improvement Project, the City finds it necessary to purchase 90 parcels alon� the boulevard to widen the existing street to reach the ultimate street width. 4. Centurv Boulevard Reconstruction Pro,iect (Between Atlantic Avenue and Long Beach Freeway) Excel Paving Cbmpany began work on Centur,y Boulevard between Atlantie Avenue and the Long Beach Freeway on March 22, 1989. They completed reconstruction of the street on April 21, 1989, one month ahead of the schecluled completion date. In addition to the completed job, a continued left turn pocket was installed to improve the traffic flow. 5. Complaints for the Month of Mari:h 1989 J. Oskoui explained that 118 coa�plaints were received by Public Works during the month of March, 1989. This total nwnber reflects a reduction of 31% compared to the complaints received in February 1989. (Complaints Simunary attached). Included for Cortmiission review is a copy of letter and lighting list addressed to Southern California Edison, addressing reported outage of street lights and their response; in addition, articles of traffic related interest matters and news clippings. Jahanshah announced that a change has been made by Southern California Fdison. Gregory Woodson, Area Manager, will continue to handle the Lynwood area for street light problems and/or other Fdison owned street light matters. C70hH�1ISSIONERS ORAIS Deputy Nemeth expressed that by implementing their 1�affic Program, signs of pmgress have been made, reducing traffic accidents at major intersections. He eacplained that officers were assigned to five major, selective intersections, for 3 months period, to issue citations, 24 hour coverage. (Each Cortunissioner received a Traffic Program Report). He briefly explained the information detailed in the report which addressed tra£fic studies of injUries, fatalities and property damnpes. 3 � ` . Commissioner G\n�ninngham asked Deputy Nemeth if the Sheriff's department- has received a recent increase of auto thief compla�n*�. He continued to explained that he's been informed that an increase of vehicles have been stolen from the area east of Atlantic Avenue and south of McMillan Avenue. Deputy Nemeth replied that he is not aware of an increase of stolen vehicles in the subject area. Co�mnissioner Archambault expressed concern of a street sign missing from the corner of Penn Street and Los Flores Avenue. The sign reads, "8500 lb. Street Limit." Co�nissioner G�uiningham annoimced that he will not attend the next scheduled, May 1989, Traffic and Parking Commission me�ting. He has plans to be in Florida. ADJOiJRNF1DVT A motion was made by Commissioner Archambault to adjourn the meeting to May 25, 1989, at 6:00 p.m., o£ the Traffic and Parking Camnission in the City Council Chambers. WANG, P.E., DIRECTOR OF PUBLIC WORKS/ CITY ENGINEER SUBJECT: REVIEW OF TRAFFIC CONGESTION PROBLEM ON CALIFORNIA AVENUE, BETWEEN IMPERIAL HIGHWAY AND PLATT AVENUE PURPOSE: To recommend that the Traffic and Parking Commission review staff's report on the congestion problem on California Avenue, from Imperial Aighway to Platt Avenue. BACKGROUND: On April 4, 1989, as a result of a citizen's complaint, the City Council directed staff to investigate the congestion problem on California Avenue, between Imperial Highway and Platt Avenue. A traffic study was completed, however, due to the time restriction, a resident survey was not completed. However, field observations revealed the following facts: 1. The congestion problem mostly occurs during the morning and evening peak hours. 2. On the east side of California Avenue, between Platt Avenue and Imperial Highway, 41 on-street parking spaces are available, and � on the west side of the street, 48 spaces are available. 3. The roadway, curb to curb width varies between 31 to 34 feet. Per the City of Lynwood Municipal Code (Section 19-112) when the roadwa,y width does not exceed 40 feet; the "No Parking" signs could be installed on one side of the street. � Based on the above information and considering that by restricting parking on the east side of the street, the least number on-street parking would be eliminated. Staff recommended the restriction of parking on the east side of California Avenue, between Platt Avenue and Imperial Highway during peak hours. On April 18, 1989, the i City Council adopted the resolution to install a"No Parking, I Tow-Away Zone" parking restriction between the hours of 6:30 a.m. � to 9:00 a.m. and 3:30 p.m. to 6:00 p.m. (Attachment 'B'). This � item was presented to the Commission on its meeting of April 27, 1989. I j I I . , � � ANALYSIS After the City Counci.l's decision regarding this matter on April 18, 1989, staff was contacted by Mr. Nathaniel Davis of 11314 "A", California Avenue, stating that the residents on California Avenue between Platt Avenue and Imperial Highwa,y are requesting "No Parking at Any Time" instead of no parking just during the peak hours. Based on this request, staff prepared and circulated a survey form (see Attachment "A") inquiring residents/owners on both sides of California Avenue to express their opinion regarding the issue o£ "No Parking Any Time, Tow-Away Zone" on the east side of California, • between Platt Avenue and Imperial Highway. It must be noted, staff's decision on selecting the east side of street for restriction was simply based on the Engineering fact that restriction of parking on the east side would eliminate (41) on-street parking spaces as opposed to the forty-eight (48) spaces on the west side. A total of seventy-three (73) survey forms were distributed among all of the residents on both sides of California Avenue. B9CKGROUND: A request for a handicap street parking space has been received �I from Mr. Don Freeman, the Director of a caring home facility at 3152 Pluma Street. ,.The request is £or picking up the adult/elderly patients daily in front of the facility. ANALYSIS: Per City Council Resolution 79-89 (Attachment "A") which outlines the � £ollowing warrants for assigning on street handicap parking; in order � to assign an on-street handicap parking space all of the following I warrants must be met: 1. Applicant or guardian must be in possession of a valid license plate for "Disabled Person" or "Disabled Veteran" issued by the California Department of Motor Vehicle on the vehicle. i 2. The proposed disabled parking space must be in front of the disabled person's place of residence. 3. Subject residence must not have off-street parking I available or off-street space that may be converted into disabled parking. I 4. Applicant must provide a signed statement from a medical doctor. 5. Applicant must pay an initial fee of $15.00. � � 6. Applicant must pay an annual fee of $10.00. � Based on the request received £rom Mr. Freeman, staff has I completed a field survey, the results are reflected on the attached exhibits (Attachments "B" and "C"), i I � _ � � � All of the above mentioned warrants are met, except for one. The subject residence does have a driveway and a garage. Therefore, by adhering strictly to the ordinance, the on-street handicap space cannot be granted. However, the facility provides services to handicap adult patients and the existing driveway is only 10 feet wide which makes loading and unloading of handicap patients very difficult. Therefore, under these special circumstances, staff recommends that the Traffic and Parking Commission consider granting an on-street handicap parking space in front of 3152 Pluma Street. RECOMMENDATION: To recommend that the Traffic and Parking Commission consider granting an On-Street Handicap Parking space in front of 3152 Pluma Street. Per the School District's request, staff has completed a traffic stucly based on the City Council's Resolution No. 79-106, (Attachment "A"). Crossing Guard Policy for the City of Lynwood. DISC[JSSION 1. Description: I Cedar Avenue is a local street with an east/west alignment. i 2. Accidents; No accidents during 1987 and 1988 related to pedestrians. 5. �isting crosswalk: 'Itao cross-walks are located on Cedar Avenue between Nevada Avenue and Longvale Avenue. The most easterl,y crosswalk is desi�ated on the suggested safest school route as a school crossing, however, the westerly crosswalk is not. 5. Controlled Intersection: The intersection of Cedzr Avenue at Lindbergh is controlled by a ` four-way stop.. This intersection is located 450 feet awa,y from the designated crosswalks. 6. The school crossing sign fW66) and school speed limit, 25 mph (W65 and R2) signs are in place on the West and East sides of the street. The City Council Resolution 79-106, describes conditions;and the � warrants for assigning adult crossing guards. Adult crossing guards normally are assigned where official supervision of elementary school children is desirable while they cross a public � street or highway, and where the following warrants are met: a. At least 20 elementary school age pedestrians, per hour, for � each of two hours, utilize the crossing on the way to or from school,(based on approaching speed, 40 mph). . �. � • b. In case of the uncontrolled crossings on the suggested safest route to school under urban conditions, the vehicular traffic � volwne should be in excess of 350 vehicles per hour for each of any two hours which 20 or more school children noru�ally cross while traveling to or from school. Staff has completed a traffic volume count and a pedestrian count, with the following results: 1. Pedestrian Count -(Elementary School Children) Highest Count: 1:00 p,m. - 2:00 p.m.: 55 children 2:00 p.m. - 3:00 p.m.: 142 children 2. Vehicular Traffic Volume Count: Voliune : 1:00 p.m. - 2:00 p.m.: 163 vehicles 2:00 p.m. - 3:00 p.m.: 305 vehicles ANALYSIS Based on the above data (also see Attachment "B" and "C") although the , pedestrian count is well above the minimum required nimiber (20 for each hour of a 2 hour period) as specified by the warrants, however, since the vehicular ` voliune does not meet the warrant (350 vehicles per hour for each of bhe two subject hours) the assignment of an adult crossing guard in front of the Lindbergh Elementary School is not warranted. ' F�rthermore, since the crosswalk to the west of the designated crosswalk, is not a desigttated crossing, it should be eliminated. By eliminating the undesignated crosswalk, the children crossings will be concentrated on the designated crossing, therefore, mitigating the congestion problem that occurs during the peak hours. F�rthermore, it should be noted that, presently, Lindbergh School does not ,have any on-site facilities for the purpose of loading and imloading of passengers_ Such as on-site parking facility is the best solution for eliminating problems associated with loading and imloading of school children. i Also, the intersection of Cedar Avenue at Lindbergh Avenue (west side of � school) is a controlled by Four-Way Stop sign, which is only 450 feet away . from the designated crossing, which could be safely utilized by school ' _ children crossing (',edar Avenue. _ .. � � Staff has also observed parents parking and sometimes double parking on the north side of Cedar Avenue, between Longvale Avenue and Nevada Avenue, which ' has a red curb restriction loa,d/unload their children at the crosswalks and between them without supervision. Therefore, enforcement of parking restrictions by the Sheriff's Department will be helpful in mitigating the congestion problem at the peak hours. Long Beach Boulevard Right of Way Acquisition ' The Long Beaoh Boulevard Project is continuing. The City of Lynwood has found it necessary to purchase real property along Long Beach , Boulevard from Lynwood Road to Orchard Avenue. The street will be widen affecting 90 pareels. Cutler and Associates was contracted by the City � of Lynwood to negotiate acquisition of properties along the right-of-way for the project. i 2. Long Beach Boulevard Improvement Project -'Phase IIA , On April 18, 1989, a contract was awarded to Sully Miller Contracting Company. The company will perform major street construction on Long Beach Boulevard, from Agnes Avenue to Orchard Avenue, as part of the Long Beach Boulevard Improvement Project. They will start construction during the first week of June, pending the acquisition o£ properties in the right-of-way. 3. S_A.N. Project Alpine Avenue wiii be reconstructed. As part of this project, pavement will be reconstructed or overlaid, and sidewalks, curbs and gutters will be repaired. The bid opening for the project will be held at the City Clerk's office on Thursday, June 1, 1989 at 10:00 a.m. The project is being funded by the Gas Tax and the F7igineer's estimate for construction is $256,000. 4. RTD Security Serviees Each year, the City of Lynwood assists RTD through Los Angeles Co�mty with ' Prop A money to help provide financial aide for security on their buses. The City will contribute $15,105 to the City-Coimty Cooperative Program. 5.• Atlantic Avenue Reconstruction Project . Don Greek and Associates is the Consultant preparing the design for the reconstruction of Atlantic Avenue, between Beechwood Avenue and North City , limits. As a part of this project the intersection of Imperial Highway and Atlantic Avenue will be lowered, catch basins and storm drains will be constructed. A"Right 'ti�rn Only" lane - northbound Atlantic Avenue ' will be ae�cnodated: The final design is going to be completed by the end of JLme 1989. T � � 6.
