A Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Council President Ronald G. Rios,
June 14, 2007, 6:00 P.M., Memorial Municipal Building, 61 Cooke June 14, 2007
Avenue, Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL , GALL
Councilmember Vincent Bellino

" Joseph W. Sitarz
Noted Absent was Mayor Daniel J. Reimen.
Also noted present was Borough Attorney Robert J. Bergen and
Municipal Clerk Kathleen M. Barney.
Linda A. Rivera, Assistant Municipal Clerk was present in the
absence of the Municipal Clerk.
The meeting was opened with a minute of silent prayer and the Prayer/
Pledge of Allegiance led by Council President Ronald G. Rios. Pledge of

The Assistant Clerk stated that on December 27, 2006, the 2007 STATEMENT OF
Annual Notice was published in The Home News Tribune, The MEETING NOTICE
Star Ledger and posted on the Bulletin Board on January 6, 2007.

MINUTES Upon MMS &C by Councilmembers Diaz and Naples and
APPROVED unanimous affirmative vote of the hill Council present, the
Minutes of May 24, 2007 were approved and transcribed and
engrossed by the Clerk.

Public Hearing
The Assistant Clerk stated that Ordinance #07 -13 was introduced
and passed upon First Reading at an Agenda Meeting of the
Borough Council of the Borough of Carteret held on May 24,
2007. It was duly published in The Home News Tribune on May
29, 2007 with notice that it will be considered for final passage
after public Hearing to be held on June 14, 2007 at approximately
6:00 P.M. The Ordinance was posted on the bulletin board and
copies were made available to the general public and according to
law she read the Ordinance by title.
Upon MMS &C by Councilmembers Krum and Naples and
unanimous affirmative vote of the fill Council present, the Mayor
declared the Public Hearing to be open.
There was no public discussion.
Hearing Closed There being no farther continents objections to the Ordinance, the
Council President declared the Public Hearing to be closed upon
MMS &C by Councilmembers Krum and Diaz and unanimous
affirmative vote of the fill Council present.

Upon MMS &C Councilmembers Sitarz and Diaz
ORDINANCE #07 -15
"AN ORDINANCE AMENDING AND SUPPLEMENTING
SECTION 222 -16, ENTITLED FEES, OF CHAPTER 222,
"STREETS AND SIDEWALKS" OF CODE OF THE BOROUGH
OF CARTERET"
was finally Adopted. Upon individual roll call vote
Councilmembers Bellino, Diaz, Krum, Naples, Rios and Sitarz
voted in the Affirmative.
Council President Rios made note that the Mayor is Absent and
Excused.
Upon MMS &C by Councilmembers Diaz and Naples and
unanimous affirmative vote of the frill Council present, the public
portion on Resolutions/Agenda Items and New Business was
opened to the public.
Borough Attorney Bergen told Council President Rios that he has
two (2) resolutions that he would consider adding. He explained
that we had received a grant for the purchase of a bus in
conjunction with the county. The state now as part of this grant
wants us to enter into an agreement with the county. He has a copy
of the agreement and he wants to review it. He said it needs to be
signed tomorrow so lie asks that we pass a resolution authorizing
the use of the F.T.A. 5310 vehicle for transportation services
between the County of Middlesex and the Borough of Carteret,
subject to his approval in the form of an agreement.

Attorney Bergen Attorney Bergen then explained that there is a company called
Cont: Lightpath they are associated with Verizon and they have the right
to nun fiber optic cables within the Borough in existing right of
ways. It will ultimately allow the town to get cable service from
Veuizon and other systems outside of cable. By law you have to let
them do it, but he wants a resolution passed that it will subject to
an agreement, agreeable in form to the Borough Engineer and
himself, because they want to make sure that any time either of
them have to use it, the money gets recouped back. He said the
statute does not specifically authorize you to get a fee to do it but it
doesn't prevent us fiom getting our expenses back so he wants an
agreement to authorize this. All present spoke briefly on this.
Public Portion Upon M 4S &C by Councihnembers Bellino and Naples and
Closed unanimous affirmative vote of the full Council present the public
portion was closed.
Motion to Council President Rios then asked for a motion to amend the
Amend the Agenda Agenda to include Resolutions #07 -164 and #07 -165.
Motion Made Upon MMS &C by Councihnembers Bellino and Sitarz and
and Carried unanimous affirmative vote of the full Council present the Agenda
was amended to include Resolutions #07 -164 and #07 -165.
Consent Agenda Council President Rios then asked for a motion on the Consent
Agenda.
Resolutions 1107 -161 through #07 -165 were introduced by the
Council President and referred to the Council for action.

APPLICATIONS The Assistant Clerk that she was in receipt of an Application from
Carteret Volunteer Fire Co. 92 — New Members, George Carpenter
& Clarence Prince. Upon MMS &C by Councihnembers Sitarz and
Beltino and unanimous affinnative vote of the full Council present,
it was ordered to be approved.
REPORTS Board of Health/Office on Aging — March, April & May 2007.
Clerk's Office — May 2007.
hispectiion of Buildings — May 2007.
Upon MMS &C by Councilmembers Sitarz and Rios and
unanimous affirmative vote of the full Council present, all Reports
were ordered to be received and placed on file.
COMMITTEES BUILDINGS & GROUNDS — Committee Chairperson Naples
reported the Buildings and Grounds staff has been performing
seasonal and regular maintenance.
FINANCE & ADMINISTRATION — Committee Chairperson Diaz
Reported progress and went on to say that they have not yet heard
fi•om the State as far as our State Aid Applications are concerned.
Their fiscal year begins July I" so hopefully we may hear shortly
so we can finally adopt our 2007 -2008 budget.
FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson
Krum reported progress in the Fire Department and went on to say
that the Volunteers would like to invite Saturday to their annual
picnic at the Carteret Park from 1:00 to 4:00 on Saturday.
PARKS, RECREATION & PUBLIC PROPERTY — Committee
Chairperson Bellino reported that they are planning the July 3rd
festivities and John Street Park opened up last week. He also set up

leagues, three (3) years old and up, in the soccer programs.
Councihnember Krum mentioned that the coach for the women
may also get involved.
POLICE — Committee Chairperson Sitarz reported progress.
PUBLIC WORKS — Committee Chairperson Rios reported they
are doing recycling and patching potholes throughout the town and
are continuing to do preventive maintenance for Borough vehicles
and said there is continued progress.
BOARD OF EDUCATION — Committee Chairperson Naples
reported Middle School Promotional Exercise is taking place at the
High School, 6:30 P.M. at the High School and the High School
Graduation is June 21" at the High School 6:30 P.M. and they are
both taking place in the stadium.
At approximately 6:15 P.M., after no fin discussion, this
meeting was Adjourned upon MMS &C by Councilmembers Diaz
and Naples and unanimous affirmative vote of the full Council
present.
