Commissioners Archambault, Wright, Cunningham and Chairrnaxi Battle answered roll calL � Present were Jahanshah Oskoui, Cicil Engineering Assistant, Deputy John Nemeth, Lynwoocl Sheriff's Department and Oretha H'illiams, Engineering Division. Commissioner Simpson caas absent. ACI4�IOWI.EDCd�1II�T OF POSTING Jahanshah Oskoui announced that the Agenda of March 23, 1989, was duly posted 72 hours prior to the scheduled meeting, as required, by the Brown's Act. _ APPROVAL OF MINUTES Commissioner Wright motioned to accept the minutes of February 23, 1989 with the following corrections to the minutes. Commissioner Wright requested a typo correction to page one, under Approval of Minutes, the sentence read, "Commission Wright motioned to accept the minutes of January 26, 1988" and the sentence should read, "Commissioner Wright motioned to accept the minutes of January 26, 1989," and a correction to page 6, under Adjournment, "The motion was seconded by Commission Wright." SCHEDUL�D MA'iTEF7S 6. INFORMr1TIONAL ITEM - DISCUSSION OF CHANG�S IN 1'(iE CALIFORtiIA CODE, 1988 J. Oskoui informed the Commission that the Automobile Club of Southern ' California has provided the Tra£fic and Parking Commission with their latest edition of the "Digest of Changes In the California Vehicle Code, 1985. J. Oskoui arldressed some of the changes and additions to the California Vehicle Code. He informed the Commission that he will arrange - for a representative to attend a future meeting to e;cplain the changes to the Vehicle Codes being presented at tonight's meeting. An irn�itation was extended to the representatives of the Automobile Club of California � for tonight's meeting, however, because of their schedule, they were unable to attend. Some of the Vehicle Code changes or additions were discussed as listed: � Page 23, Section 21800, Yielding Right-of-t4ay Page 23, Section 22511,5, Disabled Person Parlcing . Page 26, Section 23115, Rubbish Vehicles, Amended • Page 23, Section 22356, t�imum Speed Limit, Amended Page 25, Section 23114, Spilling Loads on Highways • Commissioner C,luuiingham brought up the issue of the annual charge of Handicap Parking. J. Oskoui explained that the City charges an annual fee for the handicap parking spaces. INFO&^1ATIONAL IT&^LS Jahanshah Oskoui gave a brief presentation to the Commissioners of the '. following project status: 1. Sidewalk Reconstruction Pro,ject Various Locations, F'Y 1988-89 J. Oskoui eacplained that the Sidewalk project is 99Y complete. � Damon Construction Company repaired 395 damszged sidewalk locations were reconstructed.. Some additional damaged locations will be repaired next week and 60 parkway trees will be planted at various locati.ons as part of this project. .The total project cost is approximately $300,000. Street Sweepirt� Contract , The City Council has granted to Joe Sweeping Company a 10% increase to their agreement, effective March 1989 through December 1989, based . upon their improved sweeping performance. 3. Vacation of a Portion of Hu1me Avenue - (Just South of Imperial Highway) � The City Coiancil at their Februar3� 7, 1989 meetin� declared that Hulme Avenue, just south of Imperial Highcaay is not necessary for traffic access purposes. A ham-nerhead closure will be completed and and proper.ty will be vacated to the affected property owners at that � location. A public hearing will be held on 'Ilzesday, April 4, 1989, at 7:30 p.m. or as soon thereafter. Discussion followed. 4. Trolley Bus Services Agreement _ A two year extension to contract agreement was granted to Commuter Bus Lines, Inc., based on the cost of livir� increase. 5. Tmperial Highwa.y Parkwav Beautification Project (South Side o£ Imperial Highway, Between Bullis Road and Hulme Avenue) The City Council at their meeting of February 21, 1989, selected one of three alternative designs for the subject project which was � presented to them by Edward C. Barker and Associates, the architectural firm preparing the design for the wall. , 6. Century Boulevard Reconstruction Pro,ject - Between Atlantic Avenue and Long Beach Freeway Excel Pavir� Company completed the reconstruction of Century Boulevard � on March 22, 1989. Also a double left turn pocketd will be installed ' to improve the traffic flow. Oslcoui said that 127 complaints were received during the month of February, 1989 by the Public Works/Engineering Division. This total. number of complaints reflects a 50% increase compared to the complaints received in January 1989. Street sweeping complaints received are down compared to the January's sweeping complaints. (Complaints Sinnmary � � ' attached). � Also inoluded for Commission revieca is a copy of letter and lighting list addressed to Southern California Edison, regarding repor.ted outage of street lights and their response, and articles regarding traffic matters and news clippings. Jahanshah informed that the Southern California Edison Company has a new Area Manager, Harry Carpenter. Jahanshah announced that the City has decided to changed'the street name of Century Boulevard in honor to the late Martin Luther King Jr. Ceremonies will , be held on April 21, 1989 and formal invitations will be mailed out. COMMISSIONERS OROTS Commissioner Battle expressed concern of trucks observed backing out into - street, in both directions, east of the intersection of Wright Road on Century . Boulevard. Commissioner Battle stated state too much money and time is being spent on projects that need less attention. He feel that projects such as an on ramp should be dealt with. Corranission Battle stated that Bullis Road between Carlin Avenue and Fernwood Avenue has badly deteriorated. Since the reconstruction of Long Beach Boulevard, Bullis Road has been the alternate street for traffic. Commissioner Battle stated that vehicles are not stopping at the red light on Bullis Road at the intersection of P.gnes Avenue. Oskoui responded that a stud,y of street will have to be conducted of the subject intersection to malce any change. Commissioner Battle eapressed that he is displeased ccith the eurrent street sweeper's performance in the 4300 blocl: of Carlin Avenue, east and west of address of 4308 Carlin Avenue. He cl.aims that they do a poor job. Par}:caay� tree could possibly be part of the problem. Commissioner Battle requested letter addressed to hi.�ri in connection ca.ith the street name char�e. Commissioner Wright statcd that he caill mal:e sure he gets the letter. Commissioner Battle stated that he has observed graffiti on the wal]. of The I Hilton Home, priaate property, on Carlin Avenue near Atlantic Avenue. J. Oskoui replied that he will report the condition to Parl:s and Recreation. Commissioner I3attle discussed that he was pleased to receive the bool;let on the California Vehicle Code. Deputy Nemeth reported that in connection with Joe Smith's complaint during the Februar,y 23, 1989 meeting, 22 parking citations were issued to offenders, no moving violation tickets were issued. Commissioner Wright discussed the problems that e�:ist in the north and south alleys of Fernwood Avenue, alleys closed to through traffic. He aslced for 'the status of his request to have alleys reopened dirt removed, and signs repaired, etc. J. Oskoui responded and e�cplained that the subject alleys were vacated to the property owners, who are responsible for maintaining those alleys. Commission Wright stated that L alley problem had been an issued and in the original plan, the plan showed that the alleyways opened to Fernwood Avernae. Sidewalk Reconstruction Project Various Locations, FY 1988-89 Damon Constructian Company has completed the repairs of 411 damaged sidewalk locations on March 31, 1989, prior to the scheduled date of April 7, 1989. The total cost of the project is $272,413.38. This item was presented and accepted by Council on April 18, 1989. 2. Long Beach Boulevard Improvement Project - Phase IIA On April 12, 1989, a bid opening for the aforementioned project was held in the City Clerk's office. Eight (8) contractors bidded for this project and on April 18, 1989, the contract was awarded to Sully Miller Contracting Company; who was the lowest responsible bidder. Sully Miller will perform major construction improvements on Long Beach Boulevard from Lynwood Road to Agnes Avenue. 3. Long Beach Boulevard Right of Way Acquisition As a part of the Long Beach Boulevard Improvement Project, the street will be widened affecting 90 parcels. Therefore, the City Council on April 18, 1989, accepted the request to accept and purchase deeds for property acquisition. 4. Century Boulevard Reconstruction Project Between Atlantic Avenue and Long Beach Freeway The subject project was completed ahead of the scheduled completion date , of April 21, 1989. F.�ccel Paving Company performed major reconstruction work on Century Boulevard between Atlantic Avenue and the Long Beach Freeway. The project began on January 26, 1989 and is now complete. 5. Complaints for March 1989 A total of 118 complaints were received in the month of March 1989. This ninnber reflects a 31% decrease compared to complaints received in February 1989. - .
