HomeMy Public PortalAbout07-26-07 CouncilJuly 26, 2007 The Regular Meeting of the Mayor and Council was called to order by Regular Council President Ronald G. Rios approximately 6:00 P.M. on Meeting Thursday, July 26, 2007, Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote, the following were noted present: Noted Present Councilmember Vincent Bellino " Jorge Diaz " Ronald Rios " Joseph Sitarz Noted absent were Mayor Daniel J. Reiman and Councilwoman Noted absent Naples. Also noted present was Borough Attorney Robert J. Bergen, Esq. Also Noted Present The meeting was opened with a minute of Silent Prayer and the Pledge Silent Prayer & of Allegiance led by Councilmember Ronald Rios. Pledge of Allegiance The Clerk stated that the 2007 Annual Meeting Notice was mailed to Statement of The Home News Tribune, The Star Ledger and posted on the bulletin Meeting Notice board on December 27, 2007. Upon MMS &C, by Councilnrembers Krum and Sitarz and unanimous Minutes Approved affirmative vote of the five (5) members present, the minutes of June 7 and 14, 2007 were approved as transcribed and engrossed by the Clerk. COMMENDATIONS: Commendations a) Rosemary Alonso b) Geraldine Nelan 1 July 26, 2007 Council President Rios congratulated Geraldine Nelan for her service to the Children of Carteret and offered best wishes from the Mayor and Council of the Borough of Carteret. Councilmembers Rios and Sitarz presented Geraldine Nelan with a clock in honor of her retirement after 34 years as a School Guard. Rosemary Alonso was not present at the meeting. ORDINANCE #07 -20 ORDINANCE 07 -20 was introduced and adopted on First Reading First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on July 26, 2007, upon MMS &C, by Diaz and Krum. Upon individual roll call vote Councilmember Bellino, Diaz, Krum, Rios and Sitarz voted in the affirmative. Councilmember Naples was noted absent. ORDINANCE #07 -20 "AMENDING ORDINANCE #06 -49 REGULATING STORMWATER MANAGEMENT AND CONTROL" Agenda Amended Borough Attorney Robert J. Bergen asked the Council to add on a resolution allowing the addition of various properties designated as part of the Special Improvement District. These two properties were not on the list, Block 238, Lot 6 and Block 192, Lot 4. These are the Raia/Sirignano partnership properties at Cleveland Arms and Cardinal Commons. Upon MMS &C, by Councilmembers Krum and Diaz and unanimous affirmative vote of the five Councilmembers president, the Agenda was amended to include Resolution #07 -208. OPEN Upon MMS &C, by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the five members present, Council President Ronald Rios declared the Public Hearing to be open: 2 July 26, 2007 There being no comments or objections to the Resolutions /Agenda CT1)jED items or new business, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five members present, the public discussion portion of the meeting was closed. July 26, 2007 Upon MMS &C, by Councilmembers Diaz and Sitarz, all bills Bill List appearing on the prepared list, properly audited and signed, were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, Krum, Rios and Sitarz voted in the affirmative. Councilmember Naples was noted absent. COMMITTEES: COMM1ITMES BOARD OF EDUCATION: In the absence of Committee Chairperson Board of Education Naples, Councilmember Krum reported that there was a meeting, will report more at August's meeting. BUILDINGS & GROUNDS: Committee Chairperson Krum reported progress. FINANCE & ADMINISTRATION: Committee Chair Person Diaz reported continued progress. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krim reported that Brian O'Connor is on vacation and he'll be up to date in August. Steady progress. Council President Rios stated that he wanted to welcome Councilman Bellino back and to thank God that he is doing well. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chair person Bellino reported that they started an arts and crafts program on July 9 "'. They will receive a free lunch from the Mayor's 2007 Free Lunch Program which is sponsored by the USDA. The Concert in the Park went off pretty good last week, they had a small problem with electricity and had that fixed the other day. This Friday "Summer Steel" will be playing and on Sunday the Concert by the Bay will be "Parrott Beach" a tribute to Jirmny Buffet. Council President Rios asked what kind of music Summer Steel plays. Councilmember Bellino said `60's, `70's and `80's, Rock and Roll. POLICE: Conunittee Chairperson Sitarz reported that they will be putting three (3) new police cars on the road. The reason there was a Buildings & Grounds Finance & Administratior Fire & Domestic Preparedness Parks, Recreation & Public Property Police 5 July 26, 2007 Public Works hold up was the few mistakes on the cars themselves. The officers have to be schooled on new camera sets that are being installed into the cars. It is a little sophisticated and they have twenty -eight pages to learn. Ee irepo!rVedzprogress. PUBLIC WORKS: Committee Chairperson Rios reported that they cleaned catch basins in West Carteret with the Sewer Department. We also did the Hill Section and Tennyson Street. The Municipal Garage worked to get the new police cars ready and there are a few minor things that have to be taken care of. Streets & Road are patching roads. We are also starting to paint cross walks and curbs for the beginning of the school year. Continued progress. Board of Education BOARD OF EDUCATION: Committee Chairperson Bellino reported that Councilwoman Naples is on vacation and he knows there is .a Board Meeting this evening. Continued progress. PROCLAMATION Council President Rios then read a Proclamation on behalf of the Mayor. "NATIONAL NIGHT OUV BOROUGH OF CARTERET 2007 MIDDLESEX COUNTY, NEW JERSEY PROCLAMATION NATIONAL NIGHT OUT 2007 WHEREAS, the National Association of Town Watch (NATW) is sponsoring a unique, nationwide crime, drug and violence program on August 7' , 2007 called "National Night Out"; and WHEREAS, the "24" Annual National Night Out" provides a unique opportunity for the Borough of Carteret to join forces with thousands of other communities across the country in promoting cooperative, police - community crime prevention efforts; and WHEREAS, the Crime Prevention Unit plays a vital role in assisting the Carteret Police Department through joint crime, drug and violence prevention efforts in the Borough of Carteret; and 6 July 26, 2007 WHEREAS, it is essential that all citizens of the Borough of Carteret be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime, drugs and violence in the Borough of Carteret; and WHEREAS, police - community partnerships, neighborhood safety, awareness and cooperation are important themes of the "National Night Out" program; NOW, THEREFORE, WE, The Mayor and Council do hereby call upon the citizens of the Borough of Carteret to join the Carteret Police Department's Crime Prevention Unit and the National Association of Town Watch in supporting the "24' Annual National Night Out" on August 7, 2007 as "National Night Out" in the Borough of Carteret. FURTHER LET IT BE RESOLVED THAT WE, The Mayor and Council, do hereby proclaim Tuesday, August 7' 2007, as "NATIONAL NIGHT OUT' in the Borough of Carteret.
