HomeMy Public PortalAbout10-16-07 CouncilOctober 16, 2007 The Regular Meeting of the Mayor and Council of the Borough of Regular Meeting Carteret was called to order by Mayor Daniel J. Reiman, Thursday, October 16, 2007, 6:00 P.M., Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Randy Knun " Susan Naples " Ronald G. Rios " Joseph W. Sitarz Also noted present was Borough Attorney Robert J. Bergen, Esq. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. Noted Present Also Noted Present Silent Prayer and Pledge of Allegiance The Clerk stated that on December 27, 2006, the 2007 Annual Statement of Meeting Notice was published in The Home News Tribune, The Star Notice Ledger and posted on the Bulletin Board. Notice of the Rescheduled meeting was published in The Home News Tribune on October 12, 2007. Upon MMS &C by Councihnembers Rios and Krum and Minutes Approved unanimous affirmative vote of the fill membership present, the Minutes of September 6 and 20, 2007 were approved and transcribed and engrossed by the Clerk. October 16, 2007 Meeting Opened A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Public Input Resolutions/ Council and upon MMS &C, by Councilmembers Rios and Sitars Agenda Items and unanimous affirmative vote of the full membership present, the & New Business meeting was opened for public input on Resolution/Agenda Items and any new business. Marion Smeal wanted to know why the unusual hours for the meetings. Mayor Reiman replied that Council Meetings have been scheduled for 6:00 P.M. for this entire year and a portion of the end of last year. Agenda Meetings have been scheduled for 5:00 P.M. because it gives us the opportunity to have Department Heads in when need be. Six O'clock is a common practice for Council Meetings whether in Carteret or other places. Most Board meetings are between 6:00 P.M. and 6:30 P.M. Ms. Smeal then asked about Chrome. She said it is a laughing stock. The townhouses are an eyesore. Mayor replied that four years later that property has been acquired at 14 million dollars of private money from the developer. The first phase of townhouses are under construction and Phase 11 which will start early spring will include commercial properties, store fronts and apartments. There has been a slump in real- estate. Public Portion Upon MMS &C by Councilmembers Rios and Sitarz and Closed unanimous affirmative vote of the full Council present, the public portion was closed. Consent Agenda The Borough Clerk asked if any Councilmembers had any objections to the Consent Agenda and asked for a motion. Adopted Upon MMS &C, by Councilmembers Rios and Diaz Resolution #07 -261 to #07 -270 were adopted. Upon individual roll call vote, 2 October 16, 2007 Councihnembers Bellino, Diaz, Krum, Naples, Rios and Sitarz voted in the affirmative. KROWL - POLICE SERGEANT Det. Krowl The Mayor congratulated Detective Krowl on his appointment to Police Sergeant. It is well deserved. He is a great asset to the Police Department and we are looking forward to his swearing -in. Bills Paid Upon MMS &C, by Councilmembers Diaz and Rios all bills appearing on the prepared list properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Bellino, Diaz, Krum, Naples, Rios and Sitarz voted in the affirmative. Reports The Clerk stated that she was in receipt of reports from the Clerks Office and the Building Department. Upon MMS &C, by Councilmembers Diaz and Rios and unanimous affrnuative vote of the full membership present, it was ordered to be received and placed on file. 4 October 16, 2007 STANDING COMMITTEES: STANDING COMMITTIES BUILDINGS & GROUNDS: Committee Chairperson Naples BUILDING & GROUNDS reported that they are still in the early stages of winterizing and still cutting grass at the same time. We are looking for a custodial worker, per diem and we'll still be interviewing for that position. Business as usual. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported that the Senior Rebate Applications were due in September. Those have been processed and the checks have been printed and should be going in the mail in the next few weeks. The Tax bills are due on November 1 Any taxes that have not been paid and are delinquent are undergoing a tax sale in early December and all charges will be as of 12- 21 -06. Continued Progress. FINANCE AND ADMINISTRATION FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson FIRE AND DOMESTIC Krum reported that the October 4th Open House was an PREPAREDNESS outstanding day. Special Services from Carteret and the surrounding towns came and the children had great fim. Continued Progress. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino reported that the park behind the library is coming around. It is visually beautiful at this point in time. People are connnenting and can't wait to get on the field. The normal park procedures are going in place at this time including tree trimming. Progress. PARKS, RECREATION & PUBLIC PROPERTY 5 October 16, 2007 PUBLIC WORKS PUBLIC WORKS: Committee Chairperson Rios reported that the street sweeper continues to go out daily. The Traffic Department is replacing old signs. The Sewer Department pumps are checked everyday. We're cleaning catch basins in the Tennyson section, the lower Hill and Industrial Road in Chrome sections. We also continue to maintain the fleet and are preparing for the winter storms. Continued Progress. POLICE POLICE: Conmrittee Chairperson Sitarz congratulated Sergeant Krowl. One of the police cars was in an accident and has been repaired painted and is back on the road. The other two (2) cars went out to be repainted to match the fleet. Progress BOARD OF BOARD OF EDUCATION: Committee Chairperson Naples, EDUCATION liaison to Board of Education reported that all three elementary schools in Carteret passed all areas in the standardized testing, which is not an easy task. There are many sub - groups which needs to be passed and if you fail in one sub -group you are not considered a passing district. The Middle School picked -up and passed in the Math area. They still are not proficient in Language Arts and Carteret High School is not proficient in only one sub- group and is proficient in all other areas. The Carteret High School Senior Class is putting on a Haunted House this year, October 23 & 24 from 5:00 P.M. to 9:00 P.M. RE: DANIELLE'S The Mayor reported they were having a dedication to "Danielle GARDEN Garden" on October 27 at 10:00 A.M. at the Waterfront location. In addition, the survey has come back in for those who participated on line, for the new "catch slogan ". It is now "Carteret the Center of It All" and will be pail of the Business Partnership's efforts to relocate to Carteret. The following appointments have been made administratively and are Pat Musi and Gary D'Ofiio as members to the Planning Board and alternate Joseph Agliata. 6 October 16, 2007 There being no further business or discussion upon MMS &C, by ADJOURNED Councilmembers Rios and Diaz and unanimous affirmative vote of the full membership present, this meeting was adjourned at approximately 6:15 P.M.
