CALL TO ORDER
Mayor Eric Struemph thanked Miss Brook Tanner for leading in the pledge of allegiance
before the meeting was called to order.
The Regular Council Meeting of June 6, 2011, was convened at 6:00 P.M. by Mayor Eric
Struemph.
ROLL CALL
The following Council Members were present for the roll call:

Weber
Absent: Carroll
A quorum was declared present.
MISCELLANEOUS AGENDA ITEMS
There were no miscellaneous agenda items presented at this meeting.

Mayor Eric Struemph thanked all the citizens who give their time and efforts to serve on
these boards and commissions.
COUNCIL COMMITTEE REPORTS
Administration Committee - Councilman Ralph Bray reported that the Committee met on
June 1 at 8:00 A.M.
Finance Committee - Councilman Rich Koon announced that the next meeting will be held
on June 16 after the "Brown Bagel" work session.
Public Safety Committee - Councilman Mike Harvey reported that last meeting was held
on June 2 immediately after the "Brown Bagel" work session.
Public Works & Planning Committee - Councilman Bob Scrivner announced that the
Committee will meet on June 23 at 7:30 A.M.
Ad Hoc Committees - There were no ad hoc committee reports given at this time.

A motion was made by Councilman Bob Scrivner to approve the appointments as
presented, seconded by Councilman Mike Harvey, and approved unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Matt Morasch, Public Works Director, made a detailed presentation regarding impending
flooding of the Missouri River and provided information concerning steps the City is taking
to deal with the occurrence at each stage. He answered several questions, and stated that
this information will be made available to the public, and updated on a daily basis, on the
City's website. Postcards are being sent to property owners in areas historically known to
flood to make sure they are aware of the event and to offer technical assistance if needed.
He answered several questions asked by the Council. Mayor Eric Struemph asked him to
provide the map that he shared with him and Nathan Nickolaus last week to all the Council
members and to the media.
Mr. Steve Koestner of R.R. Donnelly made a presentation regarding the Adopt -A- Street
program which they asked the City to establish to allow citizens to help maintain City streets
and roadways on a volunteer basis. He thanked the Council for introducing Bill 2011 -17 later
in the meeting which will establish that program.
ANNOUNCEMENTS OF UPCOMING MEETINGS AND EVENTS
Parks & Recreation Director Bill Lockwood made an announcement about the Thursday
Night Live events which began on June 2 and will continue for the summer in the downtown
district.

was made by Councilman Dave Griffith to approve the Consent Agenda as presented,
seconded by Councilman Ralph Bray, and approved unanimously.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Mr. Chuck Lahmeyer made a presentation giving an update on the issue of naming an
unnamed creek located in the Callaway County portion of Jefferson City. He thanked the
Council for taking action at the May 16 meeting which allowed him to make application for
the name and stated it would probably be sometime in November when the state entity is
allowed to act on it.
Mr. Leonard Steinman made remarks regarding his disagreement with charities accepting
donations for tornado victims who do not pay taxes on the donated amounts.
COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY
Councilman Dave Griffith complimented the Boards of Electrical Review and Plumbing
Review for the important work they do for the City.
Councilman Bill Luebbert stated he attended the first Thursday Night Live event on June 2
and thought it went very well. He commended the various organizations which worked to
organize the event.
NEW BUSINESS
Mayor Eric Struemph reminded citizens that tomorrow is an election day and encouraged
everyone to exercise their right to vote.
Mayor Struemph also reminded citizens about the 175th anniversary of the Missouri State
Penitentiary event which will be held this weekend, June 10 -12, and urged everyone to
come out to help celebrate the event.

Minutes of May 23, 2011, Closed Session: A motion was made by Councilman Dave Griffith
to approve the minutes as presented, seconded by Councilman Bob Scrivner, and approved
by the following roll -call vote:
Aye: Bray, Griffith, Harvey, Koon, Luebbert, Schulte, Scrivner, and Weber
Nay: None
Abstain: Pope
GO INTO CLOSED SESSION
Mayor Eric Struemph stated that Pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, the Council will go into Closed Session to discuss the following:
a. Litigation [Sec. 610.021.(1)]
b. Real Estate [Sec. 210.021.(2)]
A motion was made by Councilman Rich Koon to go into Closed Session, seconded by
Councilman Mike Harvey, and approved unanimously by the following roll -call vote at 7:07
