HomeMy Public PortalAbout12-20-07 CouncilDECEMBER 20, 2007 A Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman, Thursday, December 20, 2007, 6:00 P.M., Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call vote, the following were noted present: Councihuember Vincent Bellino " Jorge Diaz " Randy Krum " Joseph W. Sitarz Noted Absent were Council President Ronald G. Rios and Councilmember Susan Naples. Also noted present was Borough Attorney Robert Bergen . The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on December 27, 2006, the 2007 Annual Meeting Notice was published in The Home News Tribune, The Star Ledger and posted on the Bulletin Board. Upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the four (4) Councilmembers present, the Minutes of October 16, 2007 were approved, transcribed and engrossed by the Clerk. COUNCIL. MEETING December 20, 2007 ROLL CALL Prayer, Pledge of Allegiance Statement of Meeting Notice Minutes Approved DECEMBER 20, 2007 COMMENDATION 2007 State Champion Junior Midget Cheerleading Team 2007 State Champion Junior Midget Cheerleading Team. Mayor Reiman then called Patti Golino, the Cheerleading Coach, to come forward and give out Commendations to the Junior Midget Cheerleaders for winning the National Championship in Florida. The Cheerleaders then came forward one by one and received their conunendations. He asked them to do a cheer and they responded. Mayor Reiman then called for a three (3) minute recess. At approximately 6:15 p.m., this meeting was recessed. Upon MMS &C by Councilmembers Diaz and Krim and Public Portions on unanimous affirmative vote of the four (4) Councilmembers Resolutions /Agenda present the public portion on Resolutions /Agenda Items and New Items and New Business was opened to the public. Business 3 DECEMBER 20, 2007 There were no comments from the audience. Public Portion Upon MMS &C by Councilnrenrbers Diaz and Krum and Closed unanimous affirmative vote of the four (4) Councilmembers present, the public portion was closed. ORDINANCE #07 -27 The Assistant Clerk stated that Ordinance #07 -27 was introduced "Prohibiting and passed upon First Reading at a Regular Meeting of the Parking Along a Borough Council of the Borough of Carteret held on September Designated Portion 20, 2007. It was duly published in The Home News Tribune on of Roosevelt December 13, 2007, with notice that it will considered for final Avenue" passage after Public Hearing to be held on December 20, 2007 at approximately 6:00 P.M. The ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Public Hearing Upon MMS &C by Councilmembers Bellino and Diaz and unanimous affirmative vote of the four (4) Councilmembers present, the Mayor declared the Public Hearing to be open. There were no continents from the public. Hearing Closed There being no further comments or objections to the Ordinance the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Krum and unanimous affirmative vote of the four (4) Councilmembers present. Upon MMS &C by Councihnembcrs Diaz and Krum ORDINANCE #07 -27 "PROHIBITING PARKING ALONG A DESIGNATED PORTION OF ROOSEVELT AVENUE WITHIN THE BOROUGH OF CARTERET" 4 DECEMBER 20, 2007 was finally Adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, Krum and Sitarz voted in the affirmative. Councilmembers Naples and Rios were noted absent. APPROVED AND ADOPTED: DECEMBER 20, 2007 INTRODUCED: SEPTEMBER 20, 2007 Advertised as Adopted on First Reading With Notice of Public Hearing: DECEMBER 13, 2007 Hearing Held: DECEMBER 20, 2007 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: JANUARY 4, 2008 The Clerk stated that Ordinance #07 -30 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on December 30, 2007. It was duly published in The Home News Tribune on December 13, 2007, with notice that it will be considered for final passage after Public Hearing to be held on December 20, 2007 at approximately 6:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C by Councilmembers Krum and Sitarz and unanimous affirmative vote of the four (4) Councilmembers present, the Mayor declared the Public Hearing to be open. There were no comments from the public. There being no ftrther comments or objections to the Ordinance the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Krum and Bellino and unanimous affirmative vote of the four (4) Councihmembers present. Ordinance #07 -27 Adopted ORDINANCE #07 -30 "Amending and Supplementing Chapte 160 Entitled Land Development of the Code to Establish a Parking Deficiency Schedule" Public Hearing Hearing Closed DECEMBER 20, 2007 Ordinance #07 -30 Upon MMS &C by Councilmembers Diaz and Krum ORDINANCE #07 -30 Adopted "AMENDING AND SUPPLEMENTING CHAPTER 160 ENTITLED LAND DEVELOPMENT OF THE CODE OF THE BOROUGH OF CARTERET TO ESTABLISH A PARKING DEFICIENCY SCHEDULE" was finally Adopted. Upon individual roll call vote Councilmembers Bellino, Diaz, Krum and Sitarz voted in the Affirmative. Councilmembers Naples and Rios were noted Absent. Upon MMS &C by Cormcilmembers Diaz and Krum ORDINANCE #07 -31 "VACATING A PORTION OF SHAROT STREET IN THE BOROUGH OF CARTERET" was Adopted. Upon individual roll call vote Cormcilmembers Bellino, Diaz, Krum and Sitarz voted in the Affirmative. Cormcilmembers Naples and Rios were noted Absent. REIMAN Advertised as Finally Adopted: JANUARY 12, 2008 Mayor Reiman spoke on Resolution 807 -321 "Authorizing and Directing the Planning Board to Undertake an Investigation of Certain Properties to Determine Whether Such Properties Constitute a Area in Need of Redevelopment, Re: Cooke Avenue." He explained that this would incorporate the 35 Cooke Avenue with the property across the street for the planned Health and Wellness Center. He said although we own all the properties there could be potentially be some added benefits to the Borough and /or financing options by having it in the Redevelopment Zone. COMMUNICATIONS The Clerk stated that she was in receipt of a Communication from Carteret Planning Board - Recommending the adoption of the West Carteret Commercial Redevelopment Plan as prepared by Beacon Planning dated October 2005 and amended December 2007. Mayor Reiman said this Communication would go on in January an Ordinance for First Reading amending the plan. REPORTS Clerk's Office - November 2007. At approximately 6;25P.M., after no further discussion, upon MMS &C by Councilmembers Sitarz and Krum and unanimous affirmative vote of the four (4) Councilmembers present, this meeting was Adjourned.
