The regular meeting of the Parks & Recreation Commission was called to order by Chairman Caswell at 7:35 P.M. at City Hall, 5930 North Kauffman Avenue, Temple City. 2. The Pledge of Allegiance to the Flag was led by the Chairman. 3. ROLL CALL: Present: Absent: Also Present: Commissioners: Adams, Cornelison, Greenberg, Caswell Commissioners: Gunst Director of Recreation Victor Kobett 4 APPROVAL OF MINUTES: (a) Regular Meeting, July 20, 1966 - Commissioner Greenberg moved to approve, seconded by Commissioner Adams and carried, (b) Adjourned Meeting, August 3, 1966 - Commissioner Adams moved to approve, seconded by Commissioner Caswell and carried. CLOVERLEAF SQUARES: Mr. Kobett advised the Commission that Mr. Alan Lloyd, square dance instructor for the Cloverleaf Squares, approached him more than a month ago with a proposal for con- sideration by the City to co- sponsor a square dance class at Live Oak Park. This proposal differs in many ways with present City policy. Mr. Kobett explained to the Commission that our present policy works very effectively for many programs, but has never seemed to work too well with square dance groups, Mr. Kobett read Mr. Lloyd's proposal, which states that the Clover- leaf Squares will submit to the City (for instructor's fees for 10 weeks) $150. The group will collect $1.50 per couple at the door and retain a maximum of $15 per class. Any excess will be turned over to the Parks & Recreation Department by Alan Lloyd, who will be a Specialist employee. He will also be issued a key and be responsible for opening and closing the facility and for keeping the books. At the end of the 10 week period, the group will resubmit $150 for the second 10 week period for instructors fee. The entire program will be completed in 30 weeks. If mini- mum registration is not met, the program will terminate. Under the present City policy, the City collects an advance re- gistration fee and the instructor is employed as a specialist and after submitting a time -card, is paid out of the 703 account, No key is issued, and the program is conducted during normal park hours. Mr. Lloyd addressed the Commission to speak on be- half of himself, stating that he resides at 4919 Heleo and has been a long -time resident of the City. He explained that the Cloverleaf Squares is a group of almost entirely Temple City residents who have previously taken Square Dance lessions and have formed a club to dance for their own enjoyment. The club is open to the public, as it is desirable to have 16 couples. At present, the club only has 10 couples. Mr. Lloyd's fee as instructor is $15 per class, which includes all his own equipment The $15 per night retained from door receipts takes care of this fee, and is resubmitted to the City in a lump sum ($150) after the 10 week class - period. The class would be held on Monday nights from 0 :00 - 11:00 p.m., which are not normal park hours, thus the necessity for a key, as the club could not affort to pay $3.00 per hour for authorized City personnel to perform this duty. Commissioner Adams stated he would like to see other pro- grams conducted at the park this same night, thus alleviating the necessity of releasing a key. Discussion followed, the mutw . feeling being that this was a good anl . desirable prograiti, tput felt the City Attorney should review the proposed policy before approval is given. Commissioner Adams moved that Mr. Alan Lloyd be retained as a specialist in the square dance area and will be responsible for the area at Live Oak Park during the hours of 7:30 - 11:00 p.m, commencing September 26, 1966, and will be responsible for the collection of fees and the conduct of the activity and be given a key to open and close the park. Motion seconded by Commissione: Greenberg. Commissioner Adams amended the motion, seconded by " " " " " Parks & Recreation Commission Minutes, September 21, 1966 Page 2 Commissioner Greenberg, to include "subject to conditions set forth by the City Attorney and policies as submitted by Mr. Lloyd' Motion carried unanimously. Since the program was designed to commence on September 26, 1966, Mr. Lloyd requested that the pro- gram start as scheduled on a fee and charge rental basis until an opinion is received from the City Attorney and the Council can act on the recommendation. Mr. Kobett advised Mr. Lloyd that this could be worked out at the conclusion of the meeting. NEW BUSINESS: 5. TEMPLE CITY SOCCER CLUB - REQUEST FOR CO- SPONSORSHIP: Mr. Kobett read a letter from the Temple City Soccer Club request- ing the City to again co- sponsor soccer, with an additional re- quest to widen the field to regulation. Mr. Kobett stated that the local club is satisfied with the field the way it is laid out, but many outside clubs will not use the field because League rules stipulate regulation field for League competition. The soccer season is from October through May, and although it would be pos- sible to widen the field by relocating the goal posts, it would have to convert to the smaller size in early spring so as not to interfere with Little League. Commissioner Greenberg moved to grant approval of co- sponsorship of the Temple City Soccer Club, seconded by Commissioner Adams and carried unanimously. Commissioner Greenberg stated he felt a letter should be submitted by the Director of Recreation ex- plaining that it is not possible to widen the field at present. 6. LONGDEN SCHOOL PTA - REQUEST TO ADJUST PLAYGROUND HOURS: Mr. Kobett read letter requesting that the playground program commence immediately following the close of school, at 3:1, and would not mind if the program closed 15 minutes earlier. Com- missioner Adams moved to grant, seconded by Commissioner Green- berg, Discussion followed, at which time Mr. Kobett advised the Commission that a change of hours would pose problems. -,The pur- pose in starting the program 15 minutes after school is out is to give the youngsters an opportunity to go home, change their clothes and advise their parents. Another problem is that many of the leaders are not able to start this early, due to class com- mitments. And thirdly, unless all playgrounds adjusted, there would be a conflict with League games. Mr. Kobett also stated that League games have always been rather handicapped due to the short time permitted by the playground hours. Games are presently scheduled to start at 4 p.m. and must terminate at 4:45 to allow time for children to return to their own playground and release the leader by 5 p,rn. Money is only budgeted for 12 hours. Commissioner Adams rescinded his original motion and moved to table this item until a Study Session on October 5, 1966, at whfth time the Commission will study the feasability of extending the playground hours 15 minutes, rather than adjusting. Seconded by Commissioner Greenberg and carried unanimously. 7. TEMPLE CITY LIONS CLUB - REQUEST TO PURCHASE AND DONATE DRINKING FOUNTAIN: Mr, Bill Middlecoff, Temple City Lion's Club representative, ad- dressed the Commission,- stating that the Club wished to purchase a lion's head drinking fountain and donate it to the City for placement in Temple City Park. Eventually, the Club would like tc purchase another one for Live Oak Park. The Commission discussed the matter and felt that the first drinking fountain should go in Live Oak Park in view of the fact that there are a great many more children participating in activities at this location. Another factor to consider at this time would be the question of location and installation in Temple City Park due to the remodelling. Commissioner Adams moved to allow the Lion's Club to purchase the lion drinking fountain and the Commission is in favor of the in- stallation at both Temple City and Live Oak Park, but prefer that the first one be placed at Live Oak Park. RECREATION REPORT: Mr. Kobett advised there were no programs and thus no report at this time. • • • 9. COMMUNICATIONS: Mr. Kobett read a letter from the American Sen- ior Citizens Assn., Inc., headquarters located in Los Angeles, requesting that the City adopt an ordinance permitting the Ameri- can Senior Citizens Assn. the opportunity to inform the Temple City Senior Citizens of the many discounts available to them through this organization. Chairman Caswell moved to table to October 5, 1966. 10. MATTERS FROM CITY OFFICIALS: (1) KOBETT: Advised the Commission that there is quite a size- able piece of property (5300 sq. ft.) for sale on the east side of Temple City Blvd. northerly of Longden Avenue. The Commissioners agreed this sounded promising, and Chairman Caswell suggested this item be tabled until the Study Ses- sion and requested that the Department furnish each Commis- sioner with a proposed plan prior to October 5th to enable them to study a proposal. (2) Commissioner Adams asked if there was anything specific re- quired of the Commissioners for the forthcoming City Picnic and was advised by the Director that just their presence was hoped for, although there would be need for a car with a P.A. system to follow the parade. 11. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK: No one came forward. 12. ADJOURNMENT: Commissioner Adams moved to adjourn at 9 :42 to the Study Session on October 5, 1966 at 730 p.m. at the City Hall, 5938 N. Kauffman Ave., Temple City.
