MINUTES OF THE BOARD OF ASSESSORS
Date : March 26, 2019 — Regular Session
Time : 5 : 30pm
Location : 2198 Main Street, Brewster, MA 02631

Present : Members G. Howard Hayes and Diane Salomone ; Deputy Assessor James
Gallagher; Senior Department Assistant Erika Mawn
Not Present : Chair Belinda Eyestone
Call to Order : Mr. Hayes called the meeting to order at 5 : 36pm.
1 . Report of the Deputy Assessor : Mr . Gallagher reported that second half real estate tax bills
and motor vehicle commitment number 2 excise tax bills have been issued . The office has
been busy with change of address forms and motor vehicle abatements . Mr . Gallagher also
reported that Nancy Finch was back in Brewster doing cyclical property inspections through
PK Valuations . She has recently been in the Tubman Road area near Routes 124 and 137 .
2. Review and possible vote on Proposals for Valuation Services : The Board of Assessors
reviewed the proposals for valuation services . Specifically, there was one proposal
submitted . Submitted by plc Valuation Group , Paul S . Kapinos & Associates , Inc . The
Board discussed the evaluation criteria and found that the proposal met or exceeded all
evaluation criteria as highly advantageous . Specifically, the Board found that as of January
1 , 2018 the Contractor has successfully completed a minimum of ( 5) revaluation or valuation
update projects within the Commonwealth of Massachusetts over the last five (5) years . The
Board found that the pk Valuation Group had completed 47 re- certifications in the past 5
years ; 17 in the last 2 years ; and 2 on Cape Cod . The Board found that the Contractor has
expertise in Computer Assisted Mass Appraisal , The Board found that the pk Valuation
Group had 38 years of appraisal experience and has been qualified as an expert witness by
the Appellate Tax Board since 1984 . The Board found that the contractor proposed a
timetable which provides for a tax billing date of no later than October 1St of each year . The
timetable was attached as Schedule C . The Board found that the project director had a
minimum of (5) five years of experience in valuation of property in Massachusetts and
previous experience as a project director with the contractor . The Board again cited the
project director ' s 38 years of experience . The Board found that Computer- generated values
for all parcels would be provided using the Towns in-house assessment system as indicated
in Schedule A . The Board found the proposed Project Work Plan would meet the minimum
standards for acceptance by the Commissioner of Revenue . Again, the Board cited Schedule
A for this criteria.
Comparative Evaluation Criteria : The Board found that the contractor satisfied all the
applicable Minimum Evaluation Criteria set forth in Section 3 .A . The Board found the

contractor was highly advantageous as they had completed a minimum of ( 10) ten
revaluation or valuation update programs in the Commonwealth of Massachusetts during the
prior (5) years . The Board cited the 47 re- certifications in the past 5 years ; 17 in the last 2
years ; and 2 on Cape Cod . The Board found the contractor to be highly advantageous as they
had completed a minimum of (2) Revaluation Programs utilizing the Town ' s Valuation
Software during the prior (2) years . The Board again cited the 17 revaluation projects in the
last 2 years . The Board found the contractor to be highly advantageous as the Project
Director/Principal Appraiser has at least ( 10) years of experience in the valuation of property
in Massachusetts , extensive experience in the valuation of Commercial and Industrial
Properties , extensive experience as an Expert Witness before the Massachusetts Appellate
Tax Board, extensive experience in the Valuation of Property in Coastal Communities and
Resort Properties , and previous experience as a Project Director with the contractor . The
Board again cited the 38 years of appraisal experience and expert witness qualification since
1984 . The Board also cited the contractor ' s experience in Cape Cod communities, finding
that the contractor was highly advantageous as they have completed two Revaluation or
Valuation Update Projects on Cape Cod within the past (2) two years .
Mr . Hayes made a motion to accept the pk Valuation Group proposal finding that it met or
exceeded all evaluation criteria as highly advantageous . Ms . Salomone seconded the motion .
Approved unanimously .
3 . Overlay Surplus Transfer Requests : The Board of Assessors reviewed the March 22 , 2019
memo regarding an overlay surplus transfer . Mr . Hayes made a motion to transfer $ 130 , 000
from the Overlay Account to Overlay Surplus . Ms . Salomone seconded the motion.
Approved unanimously .
4 . Review and approve Regular Session Meeting Minutes
• February 13 , 2019
Mr . Hayes moved to approve the regular session minutes of February 13 , 2019 . Ms .
Salomone seconds , approved unanimously .
5 . Topics the Chair did not reasonably anticipate : None .
Executive Session (To comply with or act under the authority of, any general or special law or
federal grant-in- aid requirements ; MGL Chap . 59 Sec . 60 and MGL Chap . 214 Sec . 1B)
At 6 : 06pm Mr . Hayes made the motion to go into Executive Session for the reason noted above,
not to return to regular session. Ms . Salomone seconded the motion. Roll call vote : Hayes —
Aye; Salomon — Aye ; approved unanimously.
