HomeMy Public PortalAbout20110906REGULAR COUNCIL MEETING SEPTEMBER 6, 2011 1 CALL TO ORDER The Regular Council Meeting of September 6, 2011, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Bray, Carroll, Griffith, Harvey, Koon, Luebbert, Pope, Schulte, Scrivner, and Weber Absent: None A quorum was declared present. The Mayor welcomed two members of Boy Scout Troop 10 from Grace Episcopal Church to the Council meeting and invited them to introduce themselves and tell the Council what badges they were working toward. MISCELLANEOUS AGENDA ITEMS Mayor Struemph and Interim City Administrator Nathan Nickolaus presented framed posters with embedded City Coins as tokens of appreciation to Bill Plank, Linda McAnany, Bill Case, and Dick Wilson for their campaign efforts which resulted in a successful Sales Tax F election. Nathan Nickolaus presented three individual Proclamations City Coins in honor of "Put the Uniform First" and asked citizens to allow those in uniform to go first in line when in public. The proclamations were presented as follows: Assistant Fire Chief Lonnie Brandt on behalf of Fire Personnel Officer Zach Kolb on behalf of Police Personnel Spec. Christopher Childs, on behalf of the Missouri National Guard The recipients received a standing ovation as well as thanks for their service to our citizens by those present at the meeting. Mayor Struemph presented a Proclamation in honor of "Constitution Week" which was presented to Ms. Katie Winkler, Daughters of the American Revolution (DAR). REGULAR COUNCIL MEETING SEPTEMBER 6, 2011 2 MINUTES AND REPORTS RECEIVED AND FILED Mayor Struemph announced that the following minutes and reports have been received and are on file for review in the City Clerk's office: 1. CAMPO Board of Directors, July 20, 201 2. Finance Committee, July 14, 2011 3. Historic Preservation Commission, July 12, 2011 4. Planning & Zoning Commission, July 14, 2011 5. Transportation & Traffic Commission, June 15, 2011 6. Environmental Quality Commission, May 19, 2011 7. Finance Reports for July 2011 Mayor Eric Struemph thanked all the citizens who give their time and efforts to serve on these boards and commissions. COUNCIL COMMITTEE REPORTS Administration Committee - Councilwoman Carrie Carroll announced that the next meeting will be held September 14 at 8:00 A.M. Finance Committee - Councilman Rich Koon announced that the next meeting will be held September 15 immediately after the "Brown Bagel" work session. Public Safety Committee - Councilman Mike Harvey reported that next meeting will be held on September 29 immediately after the "Brown Bagel" work session. Public Works & Planning Committee - Councilman Bob Scrivner reported that the next meeting will be held on September 22 at 7:30 A.M. Other Committee and Liaison Reports - There were no other reports given at this time. APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations made. REGULAR COUNCIL MEETING SEPTEMBER 6, 2011 3 ANNOUNCEMENTS OF UPCOMING MEETINGS AND EVENTS Human Resources Director Gail Strope and Ms. Lucia Erikson - Kincheloe invited the public to attend the Connect to the Arts Festival which will be held on September 8, 9, and 10 in the downtown district. For more information, citizens can go to the Cultural Arts Commission's website at www.artsinjc.com. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Mr. Bill Farr made a presentation regarding Resolution RS2011 -19, and gave a brief synopsis of how the resolution had been discussed and drafted with the input of those entities involved. CONSENT AGENDA The following items were brought before the Council for approval by consent: (a) Minutes of August 11 and August 15, 2011 City Council Meetings (b) Contract Renewal: Rackers Consulting, LLC for Legislative Consulting Services Following a staff presentation, a motion was made by Councilman Mike Harvey for approval of the Consent Agenda as p resented, seconded by Councilman Ralph Bray, and approved unanimously. BILLS INTRODUCED Mayor Eric Struemph turned the Chair over to President Pro Tempore Dave Griffith before Bill 2011 -60 was introduced as he has a conflict of interest. Bill 2011 -60, sponsored by Councilman Koon, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH EXCEL ENERGY GROUP FOR THE ENERGY EFFICIENT LIGHTING UPGRADE PROJECT FOR CITY HALL, CENTRAL MAINTENANCE BUILDING, AND THE POLICE DEPARTMENT BUILDING. After the introduction of Bill 2011 -60, Mayor Eric Struemph resumed the Chair. Bill 2011 -61, sponsored by Councilman Scrivner, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, RELINQUISHING REGULAR COUNCIL MEETING SEPTEMBER 6, 2011 4 PORTIONS OF AN EASEMENT LOCATED ACROSS LOT "H" AND LOT "I" OF EWERS SUBDIVISION IN THE CITY OF JEFFERSON, MISSOURI. Bill 2011 -62, sponsored by Councilman Carroll, entitled: AN ORDINANCE AMENDING THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY INCREASING THE MEMBERSHIP OF THE ANNEXATION COMMITTEE TO INCLUDE ALL TEN CITY COUNCIL MEMBERS. Bill 2011 -63, sponsored by Councilman Carroll, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE 2010 -2011 BUDGET, WITHIN THE GENERAL FUND, BY RECOGNIZING RECEIPT OF GRANT FUNDS, PRIVATE DONATIONS, AND REVENUE FOR THE "CONNECT TO THE ARTS FESTIVAL 2011." Councilwoman Carrie Carroll requested that the rules be suspended and Bill 2011 -63 placed on final passage to allow the Cultural Arts Commission to deposit donations and pay for expenses associated with the festival this coming weekend. There were no objections to the request to suspend the rules. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations made at this time. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no comments made at this time. NEW BUSINESS Councilman Dave Griffith mentioned the September 11 events in the City and asked Fire REGULAR COUNCIL MEETING SEPTEMBER 6, 2011 8 Chief Robert Rennick to give a brief synopsis of those events, which included a parade on Sunday, September 11. Councilwoman Carrie Carroll announced a Labor Day Parade will be held on Saturday, September 10, and also reminded citizens of the Connect to the Arts Festival this weekend as well. Councilwoman Carrie Carroll asked Parks & Recreation Director Bill Lockwood to give a brief announcement about the opening of the hayride season. Mr. Lockwood stated this is one of the most popular events available through the Parks and Recreation Department and encouraged citizens to participate.
