HomeMy Public PortalAbout129-2011 - Memorandum of Intent to Purchase PrMEMORANDUM OF INTENT TO PURCHASE PROPERTY This Agreement is between the City of Richmond (hereinafter "City"), by Mayor Sally Hutton and the Board of Public Works and Safety, and Wayne County ("hereinafter "County"), by Doug Williamson. WHEREAS, The City of Richmond has received a Two Million Dollar ($2,000,000.00) Neighborhood Stabilization Program (NSP-3) Grant from the Indiana Housing and Community Development Authority; and WHEREAS, The City of Richmond is interested in properties the Wayne County Commissioners will be disposing of through the Commissioners Sale process; and WHEREAS, The Neighborhood Stabilization Grant from the Indiana Housing and Community Development Authority requires that certain thresholds be met; and WHEREAS, The City has to demonstrate that it has commitments from the County to acquire properties in order to obligate grant funds; and WHEREAS, The City is requesting that the County transfer certain properties within the project area to the City after the redemption period ends; and WHEREAS, The notice of grant award has been received by the City of Richmond and the City wishes to proceed with the transfer of property in accordance with Indiana Code 36-1- 11-8. Now, therefore, the parties agree as follows: The County will transfer the following property to the City in exchange for the fees the County has occurred if the property is still available after the redemption period ends: a) 136 South 11th Street 2. The City will use the property to build a new structure on the vacant lot for resale to an income qualified individual per the requirements of the Neighborhood Stabilization Grant.
