AUTHORIZING CONSULTING SERVICES TO APPLY FOR
HDSRF GRANT FUNDING FOR 35 COOKE AVENUE WITHIN
THE BOROUGH OF CARTE' RET
1, 2007
WHEREAS, the State of New Jersey Department of Environmental Protection, through
the Hazardous Discharge Site Remediation Fund ( "HDSRF" ), has grant funds available
to municipalities for the purpose of finding preliminary assessments, site investigations,
remedial investigations and/or remedial action to determine the existence or extent of
hazardous substance discharge conditions on properties; and
WHEREAS, the Borough of Carteret (Borough ") has previously designated property
commonly known as 35 Cooke Avenue, referred to as Block 202, Lot 9, as constituting
a property within an Area In Need Of Redevelopment, all in accordance with the New
Jersey Housing and Redevelopment Law; and
WHEREAS, the Borough, in furtherance of said redevelopment effort, wishes to
conduct a preliminary assessment, site investigation, remedial investigations and/or
remedial action with respect to the above- referenced property and to seek funding for
the same through the HDSRF; and
WHEREAS, Excel Environmental Resources, Inc. is qualified to prepare and submit
said Application for such funding.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, Middlesex County and State of New Jersey as follows:
1. Excel Environmental Resources, Inc. is hereby authorized and directed to
apply for grant finding in order to conduct preliminary assessments, site
investigation, remedial investigations and/or remedial action for the
above - described parcel.
2. The Mayor and/or appropriate Borough Officials are authorized to execute
any and all documents necessary in order to apply for the aforesaid grant.
3. In the event that finding is approved pursuant to a grant issued in favor of
the Borough of Carteret, Excel Environmental Resources, Inc. is hereby
authorized and directed to implement preliminary assessments, site
investigation, remedial investigations and/or remedial action for the above
described parcel, with payment for the aforesaid services to be made to
Excel Environmental Resources, Inc, from the aforesaid grant finds in
accordance with any contract to be approved by the Borough of Carteret
and the New Jersey Department of Environmental Protection.
4. That the Borough of Carteret is committed to the redevelopment of the 35
Cooke Avenue site and finds that a realistic opportunity exists for
redevelopment within a three year period after the completion of the
remediation of this site.
