HomeMy Public PortalAbout20120103REGULAR COUNCIL MEETING JANUARY 3, 2012 1 CALL TO ORDER The Regular Council Meeting of January 3, 2012, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Bray, Carroll, Griffith, Harvey, Koon, Luebbert, Pope, Schulte, Scrivner, and Weber Absent: None A quorum was declared present. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items scheduled at this time. MINUTES AND REPORTS RECEIVED AND FILED Mayor Eric Struemph announced that the following minutes and reports have been received and are on file for review in the City Clerk's office: CAMPO Board of Directors, November 16, 2011 Environmental Quality Commission, October 20 and November 17, 2011 October 2011 Finance Reports Annexation Committee, November 3, 2011 Mayor Struemph thanked all the citizens who give their time and efforts to serve on City boards and commissions. COUNCIL COMMITTEE REPORTS Administration Committee - Councilwoman Carrie Carroll announced that the next meeting will be held on Wednesday, January 11 at 8:00 A.M. REGULAR COUNCIL MEETING JANUARY 3, 2012 2 Annexation Committee - Councilman Bob Scrivner reported on the last meeting which was held on Thursday, December 15 immediately following the Brown Bagel Work Session. Finance Committee - Councilman Rich Koon reported on the last meeting which was held on Thursday, December 15, immediately following the Annexation Committee. Public Safety Committee - Councilman Mike Harvey announced that the next meeting will be held on February 2 immediately following the Brown Bagel Work Session. Public Works & Planning Committee - Councilman Bob Scrivner announced that the next meeting will be held on Thursday, January 19, at 7:30 A.M. Other Committee and Liaison Reports - There were no other reports given at this time. APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations made at this time. ANNOUNCEMENTS OF UPCOMING MEETINGS AND EVENTS City Administrator Nathan Nickolaus announced that a Council Work Session will be held at 5:30 P.M. on January 9 to discuss Purchasing Procedures and Redistricting. CONSENT AGENDA The following items were brought before the Council for approval by consent: a. Minutes of December 12, December 15, and December 19, 2011 City Council Meetings b. Amendment to Agreement with Missouri Department of Health & Senior Services for Child Care Inspections REGULAR COUNCIL MEETING JANUARY 3, 2012 3 A motion was made by Councilman Dave Griffith for approval of the Consent Agenda as presented, seconded by Councilman Mike Harvey, and approved unanimously. BILLS INTRODUCED Bill 2011 -130, sponsored by Councilman Schulte, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING AN AMENDED FINAL PUD PLAN FOR PROPERTY LOCATED AT 216 EL MERCADO PLAZA; DESCRIBED AS PART OF THE SOUTHWEST QUARTER AND PART OF THE SOUTHEAST QUARTER OF SECTION 4, TOWNSHIP 44 NORTH, RANGE 12 WEST, JEFFERSON CITY, COLE COUNTY, MISSOURI. A lengthy discussion was held, after which Councilman Shawn Schulte stated that he would be willing to place this on the Informal Calendar before it comes up for a vote if the Council felt they needed more time to study the issue. BILLS PENDING Bill 2011 -123, sponsored by Councilman Scrivner, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 25 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING TO STREET NAMES AND ADDRESSING PROCEDURES. RESOLUTIONS There were no resolutions at this time. SCHEDULED REPORTS There were no reports scheduled for this time. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. Joe Wilson made a presentation regarding the issue of how citizens may make presentations at Council meetings. He stated he disagrees with the current placement on the Council agendas for such presentations, as well as length of time allowed. REGULAR COUNCIL MEETING JANUARY 3, 2012 6 COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY No comments were made at this time. NEW BUSINESS Councilman Dave Griffith announced his resignation from the Council effective at 5:00 P.M. on Friday, January 6, 2012. He stated he has accepted a position with the Red Cross, and that organization does not allow its employees to hold elective office. Following his resignation statement, Mayor Eric Struemph and each Council Member offered their best wishes and thanks to Councilman Griffith for his service to the City. Mayor Eric Struemph then presented Councilman Griffith with a plaque commemorating his service as a City Council Member. UNFINISHED BUSINESS There was no unfinished business brought forward. APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Mike Harvey to approve the December 19, 2011, Closed Session Minutes, seconded by Councilman Bryan Pope, and approved unanimously. GO INTO CLOSED SESSION Mayor Eric Struemph stated that Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Council will go into Closed Session to discuss the following: a. Litigation [Sec. 610.021.(1)] A motion was made by Councilman Bob Scrivner to go into Closed Session, seconded by Councilman Ralph Bray, and approved by the following roll -call vote at 6:52 P.M.: Aye: Bray, Carroll, Griffith, Harvey, Luebbert, Pope, Schulte, Scrivner, and Weber Nay: Koon
