CALL TO ORDER
The January 9, 2012, Council Work Session was convened at 5:32 P.M. by Mayor Eric
Struemph.
ATTENDANCE
The following Council Members were present:
Present: Bray, Harvey, Koon, Luebbert, Pope, Schulte, and Weber
Absent: Carroll and Scrivner
A quorum was present.
DISCUSSION OF AGENDA ITEMS
A. Redistricting
Janice McMillan made a presentation regarding redistricting City wards following the 2010
census. She provided two options which staff developed in accordance with laws governing
population equity. The options provided the following data:

At the conclusion of the staff presentation and a lengthy discussion by the Council, a motion
was made by Councilman Rich Koon, seconded by Councilman Shawn Schulte, to move
forward with Option #2 presented by staff. The motion was approved unanimously by the
following roll -call vote:
Aye: Bray, Harvey, Koon, Luebbert, Pope, Schulte, and Weber
Nay: None

B. Purchasing Procedures
Interim City Counselor Drew Hilpert made a presentation giving details of purchasing
procedures drafted by staff for consideration by the Council. Following the conclusion of his
presentation and a question and answer period, the Council indicated they would like to
discuss the issue further, and requested that it be placed on the February Finance
Committee agenda.
Other Business
Councilman Bill Luebbert asked staff questions about sewer billing which became a City
function on January 1. A brief question and answer period was held regarding billing
procedures and how the City has addressed the issues as they have arisen.
