The regular meeting of the Parks & Recreation Commission was called to order by Chairman Maudlin at 7:30 p.m. at City Hall, 5938 North Kauffman Avenue, Temple City. 2. The Pledge of Allegiance to the Flag was led by the Chairman. 3. ROLL CALL: Present: Commissioners: Adams, Caswell, Greenberg, Maudlin, and Villar Absent: None Also Present: Director of Recreation, Victor Kobett APPROVAL OF MINUTES: Commissioner Greenberg moved to approve the minutes of the regular meeting of May 17, 1967, as mailed. Seconded by Commissioner Caswell and carried. OLD BUSINESS: 5. TEENAGE DANCE. Commissioner Villar reported that the "Mid - nighters" whose band had been sought for the teenage dance July 7 had received a new recording contract and would not be available on that date. However, that commitments from three other groups had been received as follows: "Better Half" from Gardena; "Nite Liters" from East Los Angeles; and "Court Jesters" from El Monte. Another group "Classic Sounds" would be contacted this evening. He advised that these groups were willing to play without charge. Also that as a result of a meeting he had with the Recreation Director and Recreation Supervisor this afternoon, it was their recommendation that $1 admission be charged for this particular evening; that at least one security guard in uniform be employed to patrol the parking lot; and that the Commissioners and their wives should be present on that evening perhaps one- half hour in advance of the dance which was scheduled from 8 p.m. to midnight. Mr. Vi l lar also discussed with Don Lawson, a mem- ber of the Jaycees (and the Planning Commission) the possibility of Jaycee members volunteering their services to assist that evening. Sporty dress was recommended for attire and since publicity would be concentrated in the immediate Temple City area, student body cards would not be required for identification at the door. Mr. Kobett advised that three locations were still being consid- ered, the high school gym, the high school cafetorium and Oak Avenue junior high gym, however that the high school gym was preferred and its availability would be determined yet this week. Publicity could be accomplished via posters made in the Recreation Department and the Temple City Times would probably cooperate in local publicity with Miss Temple City as part of the program. Refreshments would be basically the cold soft drinks as used for the junior high dances.. Following discussion it was the consensus that publicity should include Miss Temple City as Queen of the Dance; the name of the dance such as Summer Teenage Dance, Kick -off Dance, or First Mid - Summer Dance; sponsorship by the Temple City Department of Parks and Recreation, and that if the Jaycees are willing to participate this might include their name as co- sponsor, however Parks & Recreation Commission Minutes, June 21, 1967 Page 2 that the name of the Parks and Recreation should be put before the public whenever events are scheduled; that since the bands are donating their time, their traveling expenses should be reimbursed perhaps up to $25 per band if receipts are sufficient; that receipts should be deposited in Account 703 and checks drawn. to pay the groups and the uniformed guard, and that money left over in the account from this dance could be used to sponsor another teen dance. A motion by Commissioner Adams, seconded by Commissioner Caswell that "sporty dress" be stipulated, was withdrawn in favor of informal suggestion to the Recreation Director such as "Sport Dress -No Jeans or Capris." Supervision of the dance and admittance of undesirable persons was of con- siderable concern to the Commissioners and it was decided that tickets should be made available at the City Hall with a $1 don- ation, with provision for purchasing the tickets at the door upon identification (student body card or other), in order to provide a level of control if troublesome individuals seek admission to the dance. It was felt that this was a step in the direction of using Temple City recreational I.D. cards for dance groups when conducting future dances. NEW BUSINESS: 6. ANNUAL REVIEW OF DEPARTMENT POLICIES. Mr. Kobett advised that at a previous meeting Commissioner Caswell had suggested review- ing the fees and charges to church groups, and that it had been Commission policy in the past to review existing department pol- icies on an annual or yearly basis, and presented the policies for review at this time. As discussed at the previous meeting, it was the consensus that churches should not be charged the local private group fee, and that each of these requests should come before the Commission for consideration at the time the appli- cation is made. Following discussion it was moved by Commissioner Adams, seconded by Commissioner Caswell and unanimously carried that it be recommended to City Council that the words "Religious and" be stricken from the last sentence of the second page of the Schedule of Fees and Charges of the Temple City Department of Parks and Recreation. Premise for the action was that if a church or religious group should make application for use of some of the facilities, that the Commission can fit them into Item 5, under NOTE, page 2 of the Schedule of Fees and Charges; that because of the use the religious group might want it for, there are times we should cooperate with them in making a facility available and that it would be the responsibility of the Comm- ission to determine what fees, if any, should be charged, within the framework of the Fees and Charges Schedule. 7. RECREATION REPORT. Mr. Kobett advised that the City Council had authorized final plans for three stained tennis courts at Live Oak Park, night lighted; that bids would be opened on July 17 and it was hoped that contract would be awarded at the July 18 Council meeting. He also reported that 12,000 copies of the City NEWSLETTER which contained an article on the Parks and Recreation Commission had been distributed through the City the past week, and that the NEWSLETTER also contained an insert outlining the recreation program for the summer so that all residents in the community would at least have a capsule of the recreation opportunities provided. 8 COMMUNICATIONS. None. • " " " 11. ADJOURNMENT Mr. Kobett asked if the Commission might wish to hold another meeting prior to the dance scheduled July 7. It was moved by Commissioner Adams, seconded by Commissioner Lawson that the meeting be adjourned to an Adjourned Meeting on Wednesday, June 28, at 7:30 P.M. The motion was set aside momentarily by the Chairman to discuss how we can get better community relations or publicity to people on the Commission's activities. Mr. Maudlin stated that he had been concerned in reading that one of the youth participating in Youth and Government Day had stated that Temple City was not doing anything to help teenagers, and that he felt it should be the duty of the Recreation Comm- ission to serve as a front door for this group to the City Council; and in meeting the needs of all members of the community. There being no further business or discussion, the question on the motion to adjourn was called and unanimously carried. The meeting was adjourned at 9:03 P.M. to an Adjourned Meeting to be held on Wednesday, June 28 at 7:30 P.M. in the Council Chambers. ATTEST:
