CALL TO ORDER
The Regular Council Meeting of February 6, 2012, was convened at 6:00 P.M. by Mayor Eric
Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Bray, Carroll, Harvey, Koon, Luebbert, Pope, Schulte, Scrivner, and
Weber
Absent: None
A quorum was declared present.
Mayor Eric Struemph welcomed a Boy Scout from St. Peters, Troop 4, who was attending
the meeting in an effort to earn his Communications Badge.
MISCELLANEOUS AGENDA ITEMS
Police Chief Roger Schroeder introduced Ms. Teresa Clerkin whose appointment the
Council had approved at the January 17 Council meeting. Ms. Clerk was unable to attend
that meeting, so is attending tonight to be introduced to the Council.
PUBLIC HEARINGS
(a) Amending Section 12 -36 Pertaining to City Ward Boundaries
A staff presentation was made by Janice McMillan who provided background and details
about the issue of redistricting following a national census. She presented the option which
the Council had directed Staff to pursue at its last meeting dealing with the issue.
Following the staff presentation, no one came forward to speak on the issue of redistricting.
Mayor Eric Struemph announced that the bill is scheduled to be voted on at the February
20 City Council meeting.

Mayor Eric Struemph announced that the following minutes and reports have been received

Mayor Struemph thanked all the citizens who give their time and efforts to serve on City
boards and commissions. He asked Human Resources Director Gail Strope to make a brief
announcement informing citizens how to submit an application if they are interested in
serving on a City board or commission.
COUNCIL COMMITTEE REPORTS
Administration Committee - Councilwoman Carrie Carroll announced that the next meeting
will be held on Wednesday, February 8 at 8:00 A.M.
Finance Committee - Councilman Rich Koon announced that the next meeting will be held
on Thursday, February 16, immediately following the Council Brown Bagel Work Session.
Public Safety Committee - Councilman Mike Harvey announced that the next meeting will
be held on March 1 immediately following the Brown Bagel Work Session.
Public Works & Planning Committee - Councilman Bob Scrivner announced that the next
meeting will be held on Thursday, February 23 at 7:30 A.M.

Other Committee and Liaison Reports - There were no other reports given at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments recommended for approval at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Ms. Lauren Hershey, Administrative Technician, made a status report regarding the City's recycling
efforts, and announced that single- stream recycling will begin occurring at City Hall on February 20.
She answered questions asked at the conclusion of her presentation.
ANNOUNCEMENTS OF UPCOMING MEETINGS AND EVENTS
City Administrator Nathan Nickolaus announced that a City Council Work Session will be held on
Monday, February 27 at 5:30 P.M. to hear a report on Sales Tax F.
Police Chief Roger Schroeder announced that the HOPE program which has been established to
deal with the issue of heroin use in the community will kick off on February 9.
Chief Schroeder also announced that a "severe weather" class will be held on February 8 at 6:30
P.M. at the Police Department classroom.
Mayor Eric Struemph stated that at some point in the future, he would like to have a special Council
Meeting regarding the HOPE program.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Ms. Laura Ward made a presentation regarding Bill 2011 -149 regarding the Neighborhood
Reinvestment Act, part 3, and asked the Council to approve that bill to allow more people to invest
in some of the historic homes for the purpose of rehabilitating them.
Mr. Phil Freeman made a presentation regarding both Bills 2011 -145 (Mulberry Street apartments)
and 2011 -149 (neighborhood reinvestment) and asked the Council to approve both of those bills
to allow continued improvements to the City's older sections of town.

A motion was made by Councilman Shawn Schulte for approval of the Consent Agenda as
presented, seconded by Councilman Bob Scrivner, and approved unanimously.

A lengthy discussion was held regarding bills 2011 -142 and 2011 -143. Janice McMillan answered
numerous questions asked by the Council, and stated that the public hearing will be held on these
two bills at the February 20 City Council meeting.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Ms. Velma Steinman made a presentation to thank the Jefferson City Police Department for their
response to a hit - and -run incident at her residence last week.
Mr. Phil Freeman made a brief presentation and urged citizens to vote in favor of the
Transformation Sales Tax issue on tomorrow February 7 ballot.
COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY
Councilwoman Carrie Carroll also mentioned tomorrow's Transformation Sales Tax issue on the
ballot and stated she is in support of it.

NEW BUSINESS
Councilwoman Carrie Carroll mentioned the Jefferson City Fire Department 100th Anniversary
events and that she likes the flags which were put on display in the downtown area. City
Administrator Nathan Nickolaus stated he is proud of the Fire Department and that they are
spending their own time and money to promote the Department's 100th anniversary.
