HomeMy Public PortalAbout20120220REGULAR COUNCIL MEETING FEBRUARY 20, 2012 1 CALL TO ORDER The Regular Council Meeting of February 20, 2012, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Bray, Carroll, Harvey, Koon, Luebbert, Pope, Schulte, Scrivner, and Weber Absent: None A quorum was declared present. MISCELLANEOUS AGENDA ITEMS Finance Director Steve Schlueter introduced Ms. Melody Green, Chairman of the USS Jefferson City Submarine Committee, who accepted a proclamation read by Mr. Schlueter commemorating the 20th anniversary of the Sub's commissioning. Ms. Green introduced other members of that Committee as Mike Ryno, Andrew Lenart, and Ivan Turner. PUBLIC HEARINGS Councilman Shawn Schulte announced that, due to the withdrawal of the application by the developer in the Hayselton Drive matter, the City will not consider this issue and Bills 2011- 142 and 2011 -143 are hereby withdrawn. MINUTES AND REPORTS RECEIVED AND FILED Mayor Eric Struemph announced that the following minutes and reports have been received and are on file for review in the City Clerk's office: Administration Committee, January 11, 2012 Liquor Control Board, May 11, 2011 Finance Committee, November 17, 2011 REGULAR COUNCIL MEETING FEBRUARY 20, 2012 2 Public Safety Committee, December 1 and December 29, 2011 CAMPO Technical Committee, January 5, 2012 Certification of February 7, 2012, Election Results to City Clerk Planning & Zoning Commission, January 12, 2012 Mayor Struemph thanked all the citizens who give their time and efforts to serve on City boards and commissions. COUNCIL COMMITTEE REPORTS Administration Committee - Councilwoman Carrie Carroll announced that the next meeting will be held on Wednesday, March 14 at 8:00 A.M. Finance Committee - Councilman Rich Koon announced that the next meeting will be held on Thursday, March 15, immediately following the Council Brown Bagel Work Session. Public Safety Committee - Councilman Mike Harvey announced that the next meeting will be held on Thursday, March 1 immediately following the Brown Bagel Work Session. Public Works & Planning Committee - Councilman Bob Scrivner announced that the next meeting will be held on Thursday, February 23 at 7:30 A.M. Other Committee and Liaison Reports - Councilman Shawn Schulte announced that the 50th Annual Ice Show will be held at the Jefferson City Ice Arena on March 9 -11 and invited the public to attend. A motion was made by Councilman Shawn Schulte to approve the appointment of Dave Steinman to a third term on the Electrical Board, seconded by Councilman Bill Luebbert, and approved unanimously. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Mr. Jim Penfold made a presentation regarding the Hayselton Drive issue which has been withdrawn from consideration by the applicant. Mr. Penfold urged the Council to consider a broader, "neighborhood" approach to consideration of this issue which he believes will come up again at some point in the future. ANNOUNCEMENTS OF UPCOMING MEETINGS AND EVENTS City Administrator Nathan Nickolaus announced that a City Council Work Session will be held on Monday, February 27 at 5:30 P.M. to hear a report on Sales Tax F. REGULAR COUNCIL MEETING FEBRUARY 20, 2012 4 CONSENT AGENDA The following items were brought before the Council for approval by consent: Minutes of February 2 and February 6, 2012 City Council Meetings A motion was made by Councilman Rich Koon for approval of the Consent Agenda as presented, seconded by Councilman Mike Harvey, and approved unanimously. BIDS OVER $25,000 Bid 2583, Combination Sewer Cleaner — Wastewater Division (distributed to Council on 2 -3 -2012) A motion was made by Councilman Rich Koon for approval of the bid as recommended, seconded by Councilman Bob Scrivner, and approved unanimously. NEW BUSINESS Councilman Bill Luebbert commended the Jefferson City Police Department on their newly - launched "HOPE" campaign in an effort to educate the public about the issue of heroin addiction in the community. He stated the next session in this effort will be held on Thursday, March 8 at the Solid Rock Family Church.
