CALL TO ORDER
The March 26, 2012, Council Work Session was convened at 5:30 P.M. by Mayor Eric
Struemph.
ATTENDANCE
The following Council Members were present:
Present: Bray, Carroll, Luebbert, Pope, Schulte, Scrivner, and Weber
Absent: Harvey and Koon
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Mayor Eric Struemph announced that Item (B) appearing on tonight's agenda, discussion
of the St. Martin's agreement, will be postponed until a later date, thus leaving item (A),
annual report by the Chamber of Commerce, as the only topic tonight.
A. Chamber of Commerce Annual Report
Mr. Randy Allen, Director of the Jefferson City Area Chamber of Commerce, presented the
City Clerk with a CD containing reports and audits of the Chamber for the years 2008
through current. Mayor Eric Struemph stated that they will now become public records.
Mr. Allen then introduced the following persons present with him tonight, some of whom will
be participating in tonight's presentation:
Janet Wear -Enloe
Bob Scruggs
Shawn Sappenfield
Mark Mehmert
Missy Bonnot
The Chamber report was made using visual overhead presentation. When the presentations
were concluded, the Mayor and City Council asked questions which were answered by
various Chamber staff.

Public Comments
Mayor Eric Struemph then stated the Council would now hear from anyone present who
wished to make public comments.
Mr. Tim Stal!man stated he had four questions to pose regarding the Chamber of
Commerce:
1. Why isn't the Economic Development contract bid out
2. Why isn't payment to the Chamber for Economic Development tied to
performance?
3. Are taxpayer funds used for the downtown improvements mentioned by the
Chamber?
4. Are taxpayer funds used to purchase property mentioned by the Chamber?
ADJOURNMENT
A motion was made by Councilman Bob Scrivnerfor adjournment, seconded by Councilman
Ralph Bray, and approved unanimously at 6:55 P.M.
