ASSOCIATES - WATERFRONT PARK I:PlPROVEt4ENTS WHEREAS, on July 19, 2001, the Governing Body of the 8orough of Carteret passed Resolution No. 01-229 authorizing a professional services/engineering contract with T&M Associates in connection with the Waterfront Park Improvement Project in an amount not to exceed $7,500.00; and WHEREAS, Donald .l. Norbut, P.E., C.M.E., of T&M Associates has advised the Mayor and Council that additional engineering services will be required with regard to required permitting for the Waterfront Park Improvement Project; and WNEREA$, said additional engineering services relate to various project permits which will be required, including the New .lersey Department of Environmental Protection Wetlands and Waterfront Development, US Army Corps of Engineers, and the Freehold Soil Conservation District Permits; and WHERF..JtS, additional approvals are required for the project which include a NJDEP approval of the proposed capping system for portions of the site and a Soil Erosion and .Sediment Control ce~fication due to the wetlands mitigation area which is included in Phase ! of the project, and additional engineering services are needed to secure a temporary construction access easement; and WHEREAS, further engineering services are needed to update the conceptual improvement plan for Phase I! of the Waterfront Park, including an evaluation of alternatives to provide permanent access and parking amenities for the Waterfront Park Project; and 2 NO, 01-343 PAGE WHEREA~, T&M Associates has submitted We attached proposal to provide the aforemenUoned engineering services for an additional sum not to exceed $5,000.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The attached proposal from T & M Associates for additional engineering services related to the Waterfront Park Project at an additional sum not to exceed $5000 is hereby approved; 2. Resolution No. 01-229, adopted 3uly 19, 2001 is hereby amended to authorize an engineering services contract with T&M Associates for the Waterfront Park Project at a total cost not to exceed $12,500.00; 3. This action is approved as an award of a professional services contract as defined in N.3.S.A. 40A:11-2(6). Barney, Borough Clerk Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, NJ 07008 Re: Waterfront Park Improvements Project Coordination and Permits Dear Mayor and Council Members: At your request, T&M Associates is continuing to provide overall project coordination for the waterfront park project. As I have reported, the project has been divided into two separate phases· Phase I consists of the new timber fishing pier and precast concrete boat ramp, and Phase II consists of a passive recreation park area on the remainder of the parcel· Phase I of the project was advertised for public bids early in October 2001 and we are scheduled to receive bids on Tuesday, October 30, 2001. The estimated cost of Phase I is approximately $1.75 million· As previously reported, several of the project permits, including the New Jersey Department of Enviromnental Protection Wetlands and Waterfront Development, U.S. Army Corps of Engineers, and the Freehold Soil Conservation District permits, were received for the project several years ago. The U.S. Army Corps of Engineers permit expired in April 2000. Although initially we were advised by the U.S. Army Corp of Engineers that an permit extension would be acceptable, we have recently learned that they are requiring a new application be filed for the project, with a 30-day comment period requirement. Additional approvals, which are necessary for the project include an NJDEP approval of the proposed capping system for portions of the site and a Soil Erosion and Sediment Control certification due to the wetlands mitigation area which is included in Phase I. We are currently pursuing the necessary permits and approvals and do not anticipate a significant delay in awarding a construction contract for Phase I. Also regarding Phase I, we are currently working with an adjacent property owner to obtain a Temporary Construction Access Easement. Regarding Phase II, we are currently developing an updated conceptual improvement plan for the park. This work is necessary to provide the Borough with a full understanding of the Phase II improvements, along with an estimated cost and a plan for future acquisitions of adjacent properties.
