NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from CME Associates for engineering services related to the Sullivan Field lmprovements Project, Phase I & 2, in a total amount of $50,000.00 billable in accordance with CME's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(I)(a) in accordance with the Borough's Fair and Open Process as authorized by law. April 1, 2009 Re: Proposal for Professional Engineering Services for the Sullivan Field Synthetic Turf Protect Block 983 Lots 24 & 25 Borough of Carteret Proposal No. 2003 -079 Dear Mayor Reiman: We are pleased to have the opportunity to present our design proposal for professional engineering and landscape architectural services for the above-referenced project. It Is our understanding that the Borough desires to Improve the Sullivan Field at Carteret Park, Currently, the field is a full size natural turf baseball field utilized by various Borough teams including the Carteret High School baseball team. It is anticipated that the improvements will include converting the field to a synthetic turf baseball field to Include a full size synthetic turf soccer field as feasible. In addition, a synthetic turf softball field is envisioned to be constructed in the left field area of the baseball field. The field's sports lighting, dugouts and retaining walls will be maintained as part of the Improvements. Additional improvements will include the following: • Upgrade the existing scoreboard • Replace the existing baseball backstop • Install a stormwater management system for the synthetic turf field • improve the batting cages and bullpen area • Replace existing chain link fence as necessary • Additional amenities to improve the aesthetics of the areas adjacent to the field 8:IPR01 Ivan Field Synthetic 4.2.09 COPSLUWG IRALe rAM ROUTE 0 SOUTH, HOWELL, NEW JERSEY - (732) 462.7400 - FA): (732) 4000760 CJ Borough of Carteret April 1, 2009 Re: Proposal for Professional Engineering Services Proposal No. 2009 -071 Sullivan Field Synthetic Turf Project Page 2 Accordingly, our office proposes the following scope of services to advance the project: 9. Preliminary Deslan Phase Services The first stage of this project will be to develop a detailed base map of the property and develop an overall field layout and amenities package acceptable to the Borough. Our office was provided with a survey of the property prepared by Najarian Associates dated January 25, 2005. The first task for this phase will Include a field visit of the site to update the base map with additional Information required to prepare the construction plans. These items include concrete and timber curb or walls, additional drainage structures and piping, fencing, bleacher areas and other amenities. It is anticipated that the topography provided on the survey will be utilized for design of the improvements. The next task In this phase will be to determine the overall field layout Including the baseball, soccer and softball fields. An Important part of this task will be to determine the composition of the baseball infield and pitching mound and warning track material. Our office will visit with Rutgers University personnel to review the recently constructed Bainton Field. Our office will also review amenities to be included in the contract. It is anticipated that our office will meet with Borough officials as well as members of the community to determine the needs and expectations of the Borough. Some items to review will include refurbishing the scoreboard, decorative windscreen, backstop, batting cages and bullpen Improvements, sitting areas adjacent to the field and landscaping. We will then coordinate with T & M Associates to obtain the base mapping and preliminary design for the Louis Street tennis courts, basketball courts and drainage Improvements to ensure compatibility with the Sullivan Field design. Lastly, we will meet with the sports groups, including the High School baseball and Athletic Director, to review the concept plan and obtain any input they may have towards to final design development. The final deliverable of this phase will include a conceptual layout plan, amenities package, and preliminary construction cost estimate. The amenities package will be based on the discussions with the various community and sports members that we meet with during this phase of the design. This package will be reviewed along with the preliminary cost estimate to determine which features will be Included with the final design. Final Design Phase Services At this phase, upon acceptance of the conceptual plan and with the input received from the Borough personnel, final construction plans will be prepared. The final construction plans will Include, at a minimum, the following: ■ Cover and Index Sheet • Existing Conditions Plan • Site Layout Plan • Construction Plan • Grading and Drainage Plan • Landscape plan • Utility Plan (Electrical Plan and Details — Scoreboard) • Amenities Plan ■ Construction Details ■ Soil Erosion and Sediment Control Plan and Details After the construction plans are complete, a cut and fill analysis will be performed and a final project cost estimate will be prepared. Also Included In this phase will be the preparation of a stormwater management report for submission to the Freehold Soil Conservation District. 3. Preparation of Contract Documents Bid specifications will be developed In the preferred format of the Borough for the °front end" requirements and any ancillary requirements specifically identified by the Borough of Carteret. The deliverables of this phase will be a complete set of contract documents to he used for public bid in accordance with the New Jersey Local Public Contract Law, Q. Permit Phase Services The project will require a permit from the Freehold Soil Conservation District (FSCD) prior to beginning construction. This phase will Include preparation of the permit application and submission of the application to the District for approval. Answer Prospective Bidder's Request for Information c. Provide Addenda for Clarification of Project Specifications d. Attend Bid Opening e. Analyze Responsible Bids and Recommend Contract Award 6. Contract Administration Services Generally, we prefer to quote services for construction phase upon the completion of the Bid Phase as the ultimate cost for our services will depend upon a number of factors Including the final design, the contractor to whom the contract Is awarded and the desired level of construction observation required: We would recommend that the fee outlined below be budgeted for this purpose.
