Minutes for the Meeting of
' June 12, 1989
The regular meeting of the Community Access Advisory Board of the
City of Lynwood, California was held on June 12, 1989 in the
Council Chambers of the City Hall. (The agenda was duly posted
as prescribed by the Brown Act).
Chairperson Mary Wright called the meeting to order at 5:30 p.m.
Members in attendance were Mary Wright, Bill Cunningham and
Ann Fields. Absent were Rev. C. C. Coleman and Randy Williams.
Staff present were Gerald W. Forde and Carol de Jesus.
It was moved, seconde:d and carried to approve the minutes of
April 17, 1989 meeting.
SCHEDULED MATTERS
, 1. BUDGET DISCUSSION
Mr. Forde requested the board to allow the LII budget to
remain on status quo. A re-evaluation of the grant program
will be performed after the budget season is over, in order
to identify the amount for public service program. The board
members agreed to lnr. Forde's request.
2. BOARD MEMBERS' REPORT ON PROPOSED "CITY BEAT" PROGRAM
Chairperson Wright highlighted the details for the "City Beat"
program that board member Coleman and she worked on:
-the program will be similar to the Bellflower City Beat
Program
-initially, the pregram will be a fifteen minute show
-invite one or two personalities on each show
-have the Mayor or chairman of the Youth Council do a three
to five minutes pxesentation
-have a calendar section at the end of the program that
will inform the public of upcoming city activities which will
be entitled Special Events
-get board member:> interested to attend training classes on
production; if the members wish to participate, Mr. Forde
will notify the ��merican Cablesystems to inform the group of
the schedule for the next training classes.
Committee feels it should have a tight rein on the script in
terms of it not being political; suggestions are welcome but
final decision on the the content of the script will be
determined by the 'board.

3. FIELD TRIP TO WATCH PRODUCING OF "BELLFLOWER CITY BEAT"
Chairperson Wright suggested that the board members take a
field trip to the Bellflower studio to view their City Beat
"behind the scenes" program so they can get some ideas on how
' to set the Lynwood's program. The board members were asked to
notify Mr. Forde when they can be availab�e to go on a
fieldtrip to Bellflower.
, 4. BRAINSTORMING SESSION ON A NAME FOR LYNWOOD PROGRAM
The following were some suggested names:
Ann Fields - Lynw000l Closeup; Lynwood Bold and Beautiful;
' Lynwood Showcase; Lynwood Facing the Challenge; Lynwood
Teamwork
Mary Wright - Lynwoad Living, the video
Mr. Forde indicate:d that there will be a selection of the
three top names for final choice by the Lynwood Information
Inc.
� Members were encouraged to come up with more names for next
' meeting.
BOARD ORALS
' Terms of both board members Wright and Fields will soon be
expiring. Chairperson Wright announced that board member Randy
William has been removed from the board due to his many absences.
The board members were asked to come out with an outline for the
, script on the "City Beat" Program. The formulation of a working
committee was suggested.
Mr. Forde announced that the gang video produced by American
Cablesystems won first place at the Ace Award, a national
prestigious award for cable programming.
Board member Fields suggested that a questionnaire be passed out
to the public to find out how effectively the gang video is being
used.
Before the meeting ended, Chairperson Wright asked the board
members to come back with ideas for programming. Mr. Forde also
requested the board tc review the grant guidelines in order to
identify dollar amounta that may need some changes.
Meeting adjourned at 6:00 p.m. Next board meeting is scheduled for
July 10, 1989.

Subject: LEGISLATIVE COMMUNITY LUNCHEON FOR MENTAL HEALTH
, On May 19th, three members of your Community Affairs Commission
attended a"Legislative Community Luncheon for Mental Health" at
the Westin Bonaventure Hotel, in downtown Los Angeles. These
members were Chairman Ddvid Litsinger, Members Lucille Walker and
Barbara Newton.
Later reports indicatecl that this was the largest gathering that
the Hotel had ever had in their largest dining room: over 2300!
Four of the five Supervisors were there (Supervisor Hahn was
absent); Archibishop Roger Mahoney was present; Assemblyman Bruce
Bronzan (Fresno), Chairman, Health Committee, California
Assembly; Trish Van Devere (wife, Actor George Scott), mental
health advocate; and Dr. Frederick K. Goodwin, M.D., Alcohol,
Drug Abuse and Mental Hf�alth Administration, U.S. Department of
Health and Human Services.
To we three, it was quite an experience - and the information
that was given to us by the various persons that came to the
podium was very revealing. At our National level, as well as at
our State level, fundi:ng for Mental Health has an extremely low
priority. And at our local level - County, primarily - very
little is being done, compa�red to what needs to be done, and
coukl be done; all because funding help from Sacramento and
Washington, D.C., has virtually "dried up." Our society is
generally speaking "disinterested" in Mental Health, compared to
other "ills" of our society (i.e., drugs, alcoholism, etc.).
There coatinues to be a lot of stigma attached to Mental Health.
One of the statistics brought out in the course of this meeting
was that we, the public have a very poor idea of the "sciences";
only 4� of Science teachers have had any "science" beyond highs
school! A need exists to push for more science-based solutions

to Mental Illness: it is (or should be) classified as a
"legitimate" illness.
In California, the Mental Health system is the worst funded
system in the state. We do not turn out into the streets people
with heart, lung and otlzer diseases; but we do release mentally
ill people onto the streets! our cur�ent budget reduced funding
' for mental illness 40�•-- from Sacramento!
We at the luncheon wer� urged to write to Governor Deukmejian,
David Roberti (State Senate), and Willie Brown (State Assembly).
I did so, and Mr. Willie Brown, Jr. was the only replier to me.
' In his letter to me, he states:
' "Governor Deukmejian is placing the needs of the elderly and the
disabled against the needs of the mentally ill by slashing local
' mental health services to $200 million."..."I will do all I can
to fight for appropria.te long-range funding for State Mental
Health services."
' On the program, we noted tY,at many of our local communities
support and endorse t:he program of Californians for Mental
Health. (Cities such Bellflower, Cerritos, Gardena, La Habra
Heights, La Mirada, Norwalk, Santa Monica). Perhaps, our City
� should look into their support of this program. We have no idea
if there are any costs `�nvolved - or what they would be.

Minutes for the Meeting of
April 17, 1989
The regular meeting of the Community Access Advisory Board of the
City of Lynwood, California was held on April 17, 1989 in the
Council Chambers of the City Hall (The agenda was duly posted
as prescribed by the Brown Act).
Chairperson Mary Wright called the meeting to order at 5:30 p.m.
Members in attendance were Mary Wright, Bill Cunningham, and Re��.
C. C. Coleman. ExcUSed was Ann Fields. Absent was Randy
Williams. Staff present were Gerald J. Forde and Carol de Jesus.
It was moved, seconded and carried to approve the minutes of
March 20,1989 meeting.
SCHEDliLED MATTERS
A. DISCUSSION OF "CITY BEAT" PROGRAM
Board Member Culeman agreed to serve as a committee member for
the "City Beat" program. Both Chairperson Wright and Re�-.
Coleman planned to meet on May 2 to work out the details for the
program. The commissioners and staff also came up with some
ideas as follow:
-focus on the Mayor and Youth Council
-have moderator give recap of Council activities
-highlight some new recreational activities
-program outreach
-physical building
The commission will have a brainstorming session next meeting tc
determine a catching name for Lynwood's program.
B. ORGANIZATION OF LYNWOOD PRODUCTION GROUP
Chairperson Wright explained that since the board has not had
any recent success in "getting programming", it Would be ideal if
the people whom American Cablesystems has given training to and
who have used the studio form a group and use their talents
to produce some shows. The City will not pay them monetarr�
compensation but as an incentive, they will get a chance to show
their work on local television.

Rev. Coleman expressed an interest in getting into a training
program with the American Cablesystems.
ORALS
Gerald Forde announced to the board that Don Fraser, Assistant
City Manager, after seven years of service with the Cit,y is taking
up a position Nith Ralph Andersen & Associates in Sacramento.
Since Reverend Coleman was not present at the past meeting,
Chairperson Wright reiterated the change of board meeting
schedule (from t.hird to the second Monday of each month beginning
the month of May). Rev. Coleman was in favor of the change.
The nekt commission meeting is scheduled for May 8, 1989.
Meeting ended at 6:10 p.m.
