Minutes for the Meeting c�f
March 20, 1989
The regular meeting of tkie Community Access Advisory Board of the
City of Lynwood, California was held on March 20, 1989 in the
Council Chambers of the City Hall. (The agenda was duly posted
as prescribed by the Bro�vn Act).
Chairperson Mary Wright called the meeting to order at 5:31 p.m.
� Members in attendance were Mary Wright, Bill Cunningham and
' Ann Fields. Excused was Rev. C. C. Coleman. Absent was Randy
� Williams. 5taff present were Gerald W. Forde and Carol de Jesus.
SCHEDULED MATTERS
1. INTRODUCTION OF AMERICAN CABLESYSTEMS N
EW GENERAL MANAGER
Mr. Forde introduced Mr. Tom Gerner as the n the former
manager for American. Cablesystems. Mr. Crowley,
manager, moved back east.
Mr. Gerner informe�d the board of technical improvements
completed by Ameri.can and technical activities still in
process. He believed that the activation of the Bellflower
to Lynwood superti'unk will eliminate many of the problems.
Attached is a report: he presented to the board.
Chairperson Wriqht asked for the status of the Community
Access Programming ��nd the proposed new project similar to the
Bellflower "City Beat" program. John Clodfelter of
American Cablesystems described the Bellflower monthly
program which dea:Ls with city issues and local interest
information.
Mr. Clodfelter sugg�°sted that staff or the board put together
a script on whatever city matters they wish to feature in the
program and American Cablesystems will take care of the rest.
The board decided to select a committee of two to get
together with Mr. Forde to work out details for the "City
Beat" program. Mr. Forde also asked input from the board
members to come up with ideas and topics for a thirty minute
show. Mary Wright and C.C. Coleman were nominated for the
committee. Ann Fields volunteered to serve on the committee
in the event Rev. Coleman can not.

MEETING DATE
Mr. Forde explaineci to the board that the regular meeting
falls just before a(:ouncil meeting which is a very busy time
for staff. He proposed that the meeting be changed from the
third Monday of the month to the second or fourth Monday.
The board members p:resent have no objections and agreed to
meet tentively on the second Monday next meeting if there is
not any conflict wit:h other city meeting.

Siace acquiring the Lynwood cablz franchi.se from Rogers Cablesystems in
November 1987 Lhe system has undergone�°r�iany major technical changes in
i a relatively short amount of time, which has improved the picture qualit}�
� to our customers. In addi.tion, we have hired personnel in our office to
� handle customer repair requests more effi.cieirtl.y. �.
While we realize that tlier�e are still problems in terms of picture quali.t;�,
we are currently, and will_ continue to address those issues throughout 19zi9.
Li.sted below are some of our accomplishments to date in Lynwood as well as
our current technical impr.ovement activities.
Technical Improvements:
l. In May of 1988, the dual wire cable system was replaced by
a singl.e wire cahle system. This resulted in less equipment
in the field whic.h results in fewer possibilities problems
� cccurring.
2. In Junc of 1988, the older, unreliab].e converter boxe:; were
exchanged for newer state—of—ttie—art Zenith converters thu�s
reducing the incidence of customer inconvenience from the
hi;her failure rate of the older boxes.
3. In Decembzr of 1988, our syste�r� power supplies were redesigned
and six more were added to spread out the load more evenly
throughout the system. As a result,�system power outages are
now virtually non—existeirt.
4. One additional service technician was added and assigned to
Lynwood to increase our service call completion percentage within
the same day or 24 hour time period. .
Continuing Technical Activities:
1.. By Mar.ch 31st, our "supertrunk" line will be activated. Tliis will
elimi.nate one third of the amplifiers in the cascade thereby
a].lowing for less equipment faiiure and greater care in balancing
and mai.ntainin� our system. -
2. Trunk ampl.ifier. �modifications are beirg perEormed. which would
-. al.l_ow our technicians to monitor si.gnal levels and Ualance the
system without flashiug pictures.
3. Our powney off.ice is in the process of settin� up filter screening
around the satellite receiving dislres to help pr.event terrestr.ial
� inte�Serence from disrupting the pictur.e qUality on a numUer of
channe].s.

The regular meeting of the Community Access Advisory Board of the
City of Lynwood, California was held on March 20, 1989 in the
Council Chambers of the City Hall. (The agenda was duly posted
as prescribed by the Brown Act).
Chairperson Mary Wright called the meeting to order at 5:31 p.m.
Members in attendance were Mary Wright, Bill Cunningham and
Ann Fields. Excused wa.s Rev. C. C. Coleman. Absent was Randy
Williams. Staff present. were Gerald W. Forde and Carol de Jesus.
SCHEDULED MATTERS
1. INTRODUCTION OF AMEF:ICAN CABLESYSTEMS NEW GENERAL MANAGER
Mr. Forde introduc:ed Mr. Tom Gerner as the new general

Since acquiring the Lynwood cable franchise from Rogers Cablesystems in
November 1987 the system has undergone��many major technical changes in
a relatively short amount of tir,ie, which has improved the picture qualit�
to our customers. In addition, we have hired personnel in our office to
handle customer repair requests more efficiently. �
While we realize that there are still problems in terms of picture qualitp,
we are currently, and wiL1 continue to address those issues throughout 19d9.
Listed below are some of our accomplishments to date in Lynwood as wel7. as
our current technical improvement activities.
Technical Improvements: �
1. In Pfay of 1988, i:he dual wire cable system was replaced by
a single wire cable systeui. This resulted in less equipment
in the field which results in fewer possibilities of problems
occurring.
2. In Sune of 1988, the older, unreliable converter boxes were
exchanged for newer state-of-the-art Zenith converters thus
reducing the inci.dence of customer inconvenience from the
higher f.ailure rate of the older bor.es.
3. In Decembzr of 1988, our system power supplies were redesigned
and six more were added to spread out the load more evenly
throughout the system. As a result, system power outages are
now virtually non.-existent.

Lynwood to increase our service call completion percentage within

2. Trunk amplifier Anodif.ications are beii:g pertormed which would
- allow our technicians to monitor signal levels and balance the
system without fl,ashing pictures.
3. Our powney office is in the process of setting up filter screening
around the satellite receiving dishes to help prevent terrestrial
interference from disrupting the picture quality on a number of
channels.
