ADJOURNMENT � � COMMUNITY ACCESS ADVISOR'Y BOARD Minutes for the Meeting ��f November 21, 1988 The regular meeting of the Community Access Advisory Board of the City of Lynwood, California was held on November 21, 1988 in the Council Chambers of the City Hall. (The agenda was duly posted as prescribed by the Brown Act). Chairperson Mary Wright called the meeting to order at 5:35 p.m. Members in attendance were Mary Wright, Bill Cunningham and C.C. Coleman, Ann Fields and Randy Williams. Staff present were Gerald w. Forde and Carol de Jesus. The minutes of the Octaber 24, 1988 meeting was approved. SCHEDULED MATTERS 1. INFORMATION ITEM: REVIEW OF TV AND VIDEO EQUIPMENT PURCHASE Mr. Forde informed the board that the City will be purchasing some muc:h needed equipments such as a VCR camera, two televisions and one VCR for the City Chambers. The VCR camera will be used i.n-house for departments that would like to do various presentations as well as for a variety of uses. The city division li}:e the Code Enforcement can check out the video camera to �iocument any abatement process. Both televisions will be� mounted on the walls, one facing the audience and one for. Council viewing. They will be used for special video present.ations at Council and LRA meetings. 2. STAFF REPORT REGe�RDING RECENT MEETING WITH AMERICAN CABLESYSTEMS Mr. Forde summarized the topics discussed at a recent meeting with the American Cal�lesystems. 1) Cable service co;sts. 2) The American ��ablesystems will be printing out a cableguide which will involve an increase in fee. 3) The reason why S�eptember's proqram schedules were not sent out (The Board indicated that they received the November issue). 4) Citizens complaints of poor cable reception, continuous black out and poor service. 5) Requesting representatives from American Cablesystems to attend next board meeting. (Mr. Forde suggested that the board come up with a list of what should be covered at the meeting). � � 3. UPDATE ON GANG AWARENESS VIDEO Mr. Forde reported lhe will have a meeting with American Cablesystems to review the contents of the Gang Awareness video; make some suggestions at the staff level and hopefully, be able to show the video at the January meeting. PUBLZC ORALS -Mr. Willie Bull raised the question that he was under the impression his proposal will be discussed at the meeting at some point in time. Mr. Forde explained that the board will have to hold off considering his proposal until it has received the following completed informationail reports: a. Compton College's proposed to provide training programs assistance b, American Cablesystems to come in and discuss overall programming c. Mr. Melvin Ward's proposal ( Mr. Ward did not receive the proposal on time due to a problem with getting his correct address) d. Proposals from selected public relations firm After the accumulation of all the above information, the Board will explore all avenues and make a final decision and recommendation to the City Council. Due to the limited number the are ughtaoutsand alltalternativesahavesbeen considered. Mr, Bull expressed that he was given a deadline of October 17 to submit the propcsal and he thought that the Board would �' have taken action by then. Mr. Forde explained that apparently there was� a miscommunication. Mr. Bull was given a deadline so the proposal could be agendized only. Se indicated many fact:ors have to be taken ia consideration before the board can reach a decision. In all fairness, bo�irdmember Coleman asked the board to make -: - a concerted effort in making a decision regarding Mr. Bull's application to his ��roposed $70,000 project since the latter has waited long enough for an answer. - Due to the enormous amount of dollars involved in Mr. Bull's proposal (which is way out of LII's budget), the board rejected his proposal. Mr. Bull's application will be reconsidered if he will adjust his proposed amount. � � III. COMMISSSON ORALS: -Since next month's meeting is Martin Luther King's Day ( a holiday), the board agreed to hold the January board meeting on January 9, 1989. It was farmerly a pay service but will now be available to all customers fxee of charge in their basic package. - The Discovery Channel will now be on full-time on Channel 29. - The introduction of the Press Telegram weekly cable guide. � �=ustomers will now have the option of choc�ing the Press Telegram weekly guide (delivered with the Sunday Press Telegram) or the monthly Cable Choice Guide. - A reduction in price of the Z Channel from $11.95 to $10.00 per month. - The addition of a limited broadcast service which will feature the following channels: 2 KCBS (2), 3 I;CET (28), 4 PNnC (4}, 5 RTLA (51. 7 KABC �i), 9 KHJ (9), 11 KTTV (11), 13 KCOP (13), 17 WTBS (17),.26 WOR (9), 28 Community TV-The American Channel, 32 KVEA (52), 34 KMEX (34), 35 KSCI (18), 36 EPG, 42 KLCS (58), 45 KTBN (40), 46 KDOC (56). 48 KOCE (50), 51 Pub13c Access, 52 KWHY (22). This service will cost $2.00 per month and have a one-time installation fee of 3200.00. - The availability of broadcasting major Pay-Per-View events as they materialize. - The probable addition oi a Spanish language version of HBO. This channel would have the same programming as HBO with the major movie titles dubbed in Spanish. This would allow customers to contact trained iamerican Cablesystem employees 24 hours a day. , Customers will call our phone numbers after normal business hours and the ca11s will be transferred at no additional aost to the customers.
