CALL TO ORDER
The Regular Council Meeting of June 4, 2012, was convened at 6:00 P.M. by President Pro
Tempore Bob Weber in the absence of Mayor Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Bray, Carroll, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte,
Scrivner, and Weber
Absent: None
A quorum was declared present.
President Pro Tempore Bob Weber stated that he notices some Boy Scouts in the audience
and asked them to stand and introduce themselves and state the badges they were working
toward. The Scouts were from Troop 333.
MISCELLANEOUS AGENDA ITEMS
(a) Proclamation — National Garden Club Week. The proclamation was read by
President Pro Tempore Bob Weber then presented to Marsha Richardson and other
members of the local Garden Club.
(b) Proclamation — C -Span Visit to Jefferson City. Following reading of the proclamation
by President Pro Tempore Bob Weber, it was presented, along with City coins, to Ms.
Raylene Walker and Ms. Debra Lamb.
PUBLIC HEARINGS
There were no public hearings at this time.

COUNCIL COMMITTEE REPORTS
Administration Committee - Councilwoman Carrie Carroll announced that the next meeting
would be Wednesday, June 6 at 8:00 A.M.
Finance Committee - Councilman Shawn Schulte reported on sales tax revenues, and
announced that the next meeting will be held on Tuesday, June 26, at 7:30 A.M.
Public Safety Committee - Councilman Bryan Pope reported the next meeting will be held
on Thursday, June 28 immediately after the Brown Bagel Work Session.
Public Works & Planning Committee - Councilman Bob Scrivner announced that the next
meeting will be held on Thursday, June 21 at 7:30 A.M.
Other Committee and Liaison Reports - There were no other reports given at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments recommended for approval at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Ms. Angie Marie made a presentation regarding the issue of smoking in and around the
Housing Authority residential units in the City. She presented the City Clerk with handouts
which were then distributed to members of the Council. Following her presentation, City
Counselor Drew Hilpert and City Administrator Nathan Nickolaus reminded the Council
these units are under the jurisdiction of the Federal Government and, as such, the City
government does not have authority to regulate their operation. The Council asked staff to
look into the City's ordinances, as well as to make contact the local Housing Authority, to try
to discuss ways of addressing the concerns mentioned tonight.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Police Chief Roger Schroeder introduced the following newly hired Police Officer, and
recently promoted Police Lieutenant:
New Police Officer — Tim Welker
Promotion — Steve Weaver to Lieutenant
Officer Welker and Lt. Weaver were congratulated by President Pro Tempore Bob Weber
and thanked for their service to our City.
Fire Chief Rennick announced the dates for this year's Summer Fire School, June 5 -10,
which will be held in Jefferson City, as well as associated events to which the Mayor and
Council Members have been invited.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
There were no presentations made at this time.
CONSENT AGENDA
The following items were brought before the Council for approval by consent:

A motion was made by Councilman Bob Scrivner for approval of the Consent Agenda as
presented, seconded by Councilman Shawn Schulte, and approved unanimously.

A motion was made by Councilman Shawn Schulte to approve the bid as presented,

RESOLUTIONS
RS2012 -5 Endorsing Use of 919 E. Miller and Old Fire Station 2 as Firefighter Museum
(Bray)
A motion was made by Councilman Ralph Bray for adoption, seconded by Councilman Rick
Prather. Councilman Ralph Bray then made a motion to amend RS2012 -5, seconded by
Councilman Rick Prather, as follows:
Remove the last "WHEREAS" clause, and replace it with the following "WHEREAS"
clause:
"WHEREAS, it is the intention of Council that any cost to explore the museum
concept will be funded with private donations."
and to further amend by deleting the "NOW THEREFORE" clause and replacing it
with the following "NOW, THEREFORE" clause:
"NOW, THEREFORE, BE IT RESOLVED that the City Council Jefferson City,
Missouri, encourages and authorizes the City Administrator to explore utilization of
Old Fire Station Number 2 and 919 E. Miller Street as a firefighter's museum."
Following a lengthy discussion, the motion to amend was approved unanimously by the
following roll -call vote:

Adoption of RS2012 -5, as amended, was then approved unanimously by the following roll -

RS2012 -6 Authorizing Condemnation of Property for Cole Junction Pump Station
(Scrivner)
A motion was made by Councilman Bob Scrivner for adoption of RS2012 -6 as presented,
seconded by Councilman Shawn Schulte, and approved unanimously by the following roll -
call vote:
Aye: Bray, Carroll, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte,
Scrivner, and Weber

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Mr. Stan Cowan made a presentation agreeing with Ms. Angie Marie's earlier presentation
regarding the issue of second hand smoke in Housing Authority residential units.
COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY
Councilman Bob Scrivner stated that he believes housing which is paid for by the public with
their tax dollars are "public places." He said the City should try to influence the Housing
Authority to address the secondhand smoking issue in some way.
City Administrator Nathan Nickolaus gave a little background on the issue since the smoking
ban ordinance has been in effect. He stated that even though the City has no control over
HUD housing units, the City has spoken to them about this issue before in response to
complains received from their residents.
Councilman Bryan Pope said the City should continue the dialogue in earnest.
Councilman Bob Weber suggested a letter to HUD and the Housing Authority and
encourage them to adopt non - smoking policies. Following further discussion, Councilman
Bob Weber suggested the issue might go to one of the Council committees.

A motion was made by Councilman Bryan Pope to approve the May 21, 2012, Closed
Session minutes, seconded by Councilwoman Carrie Carroll, and approved by the following
roll -call vote:
Aye: Bray, Carroll, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte, and
Weber
Nay: None
Abstain: Scrivner
ADJOURNMENT
A motion was made by Councilman Ralph Bray for adjournment, seconded by Councilman
Bill Luebbert, and approved unanimously at 7:30 P.M.
