ADJOURNMENT . �; , , ,� �. e AD HOC RACE RELATIONS COMMITTEE Wednesday, September 27, 1989 Bateman Hall, Room 1 6:00 P.M. 1. Mayor Pro Tem Paul Richards called a meeting to order at 6:05 P.M. 2. Those in attendance were reminded to sign-in sheet. Those attending were: Mike Shepherd David Litsinger Bob Matthews Edward Pacheco Jamal Mushsin Janice Smith Margaret Araujo Kenrick Karefa-Johnson William Cunningham Lorraine Oten Ann Fields Joseph Wang Bernice Gordon Rosalinda Green 3. Minutes: September 13, 1989. Mayor Pro Tem Paul Richards stated minutes would be mailed or distributed at next meeting. 4. Review of Committee Purposes: Mayor Pro Tem Paul Richards reviewed the goals and objectives. He emphasized for the committee to realize these goals and objectives, they must keep in mind three essential elements. 1. We are seeking to identify a means by which we can foster a greater respect and understanding among the various races, ethnic and cultural groups in our community. 2. Racial Peace and Harmony. Mayor Pro Tem Paul Richards commented even though we have not had major outbreaks, there have been some limited cases or isolated cases on school. campuses. 3. To look at issues of EQUITY -FAIRNESS. What is fair for � the diverse races, ethnic and cultural groups in this community. The committee was reminded, our mission as a committee is to I a) explore the problems, and issues associated with these areas b) document and provide council with a set of findings ' and/or policy recommendations to be acted upon by council. I , . � • . � � T Organizational plans were formulated. The committee's • tentative plans are to use three (3) means to seek information : 1) thru testimony, City-wide symposium with expert and citizen testimony on these issues, 2) Conduct a comprehensive survey or a limited survey to be distributed in schools & teachers, citizens at large, and among the various entities that we represent, i.e., employees, clergy, the youth population 3) A visual perspective, conduct a tour to underscore the various diverse aspects of our community 5. MEANS OUTLINE FOR ACHIEVING GOALS AND OBJECTIVES: Opinion Survey Prepare and develop a survey to solicit information from community. Tour Prepare and develop a tour in order to develop a visual perspective of the community. Symposium Prepare and conduct symposium to assist in developing statistics and written documentation to present to council with policy recommendations and implementations. Symposium will be held at a later date. 6. ESTABLISHMENT OF WORKING SUB-COMMITTEES The committee then divided into two (2) sub-groups: Group A � TOUR Sub-committee members were: I Ann Fields Gerald Forde LorYaine Oten Joe Wang Bill Cunningham Marilyn Cabaret Louis Heine I Group B OPINION SURVEY Sub-committee members were: Bob Matthews Ed Pacheco Jamal Muhsin Rosalinda Green William Cunningham Kenrick Karefa-Johnson Bernice Gordon Paul Richards David Litsinger � . 3 � � � O The results of these work groups are as follows: 1) Tour sub-committee report: Members of tour committee convened and set tenetive plans and date for tour, mode of transportation for tour will be Lynwood Trolly. Date of tour- Saturday, November 4, 1989 at 9:00 a.m. Goals of committee are as follows, 1) compile list of businesses and churches, 2) list of various areas relating to ethnic and cultural make-up 3) solicit information from law enforcement. Other suggestions were: an invite to the following persons-Stan Grayer, to interpret the graffitti, law enforcement personel for general community input from sheriff viewpoint, Vicente Mas for Re-development expertise. Charles Gomez for his general community knowledge and expertise. 2) Opinion Survey committee report First element is to target population thru: 1. Churches 2. Civic Organizations 3. City Clubs 4. Ethnic Clubs 5. Schools - Teachers - Students 6. Citizens at large 7. Block watch captains and participants B. Chamber members/Businesses and Business Organizations 9. Parents 10. Sports clubs and teams 11. Youth organizations 12. Senior citizens 13. Employees/city and others who work in the city. Second element: Method of Distribution � � � 1. person on street interview I 2. written survey (distributed by mail or on site) 3. interview by telephone 4. Cable TV 5. publish in newspaper (fill out and mail in) Third element: Deadline for completion of survey. Committee plans to have opinion survey process completed within 60 days. . , �/ . � � , i For the next meeting the AD HOC COMMITTEE was assigned to develop questions that will be helpful in illiciting ' information in the various catagories listed below: 1. RESPECT AND UNDERSTANDING 2. RACIAL PEACE AND HARMONY 3. EQUITY AND FAIRNESS • Next meeting is scheduled for Monday, October 16, 1989 at 6:00 p.m. By general consent it was decided everyone is to bring some type of ethnic food for sharing. After self-introduction were given, Mayor Pro Tem Paul Richards stated each member should have received a copy of-the Goals ,�. and Objectives. These goals included, (1) identifying the problems that exist in the area of race relations Por Lynwood, (2) to identify means by which trust for all races, cultures and ethnic groups can be encouraged in Lynwood, (3) to identify approches that can be taken to foster understand- ing between the various races, cultures and ethnic groups in Lynwood, (�) to identify means by which greater equity can be achieved for all races in , Lynwood, (5) to identify methcds to achieve racial peace and harmony in Lynwood, (6) to compile a document tif findings and recommendations for � consideration by City Council. Mayor Pro Tem Pavl Richards pointed out from a positive standpoint these are some of the target areas that need to be addressed in order to formulate a � guide to direct this.committee in developing some effective policy, Mr. Richards also felt this committee would not take a lot of ineetings. Mr. Richards stated he was confident the committee would target major problem areas and submit solutions quickly. Councilman Heine stated briefly his views, he is concerned with our -� attitude (this committee's attitude) toward this endeavor. He indicated, if ve go away with a reaZ positive attitude, rthat this can accomplish the � objectives that Mayor Pro Tem Richards has pointed out and we go forward. With that attitude, I think we can achieve what ever the goals are and even some beyond those identified. I hope everyone gathered here tonight has a positive attitude toward our city and what we can accomplish. We are on the upgrade and must continue in a positive vain. At this point in the meeting an open forum was held with various members i stating their views, opinions and/or solutions facing Lynwood� Some ' of these views were: A need for bi-Iingual i'nformation and materials; ; a rieed for�Hispanic leadership representation; a need to qui�kly identify I issues and concerns and act upon them quickly; Accept different life styles, build pride and self-esteem./self-worth; draw from t h e s t reng t hs o f t he varie d people and minimize the 8ifferences as much as possible; to work togethe"r more closely. Suggested themes for future meetings taere: a field trip, persons to give �` testimony, suggestions for ways of reac}i3ng out into �,� community (ie� rvey at the-jr. high and high school leve2s) communicating thru businesses, newspaper articles, and encourage input aad represenrtation from law en- forcement.
