IN THE COUNCIL CHAMBERS OF THE CITY HALL, 11330 BULLIS ROAD, CITY OF LYNWOOD, CALIFORNIA . � � ��' r REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION ' NOVEMBER 15, T989 The Community Affairs Commission met in a regular session on October 18, 1989 at the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood California (Agenda was duly posted as prescribed by the Brown Act). Commissioner Litsinger called the meeting to order at 5:00 p.m. Present Absent ' Barbara Newton Yolanda Bays � Bette Espeseth Ann Fields David Litsinger Marion Madden Lucille Walker Staff present: Gerald Forde and Carol de Jesus Minutes of September 27 was approved. Commissioner Madden ' � corrected minutes of October 18, 1989 to reflect her being absent on August 16. Commissioner Litsinger corrected same minutes to � reflect the next meeting date as November 15 instead of December � 20. BUSINESS ITEMS: 1. SHERIEF'S AGENDA - NONE a. COMMISSION ORALS ON SHERIFF'S ISSUES: Commissioner Walker spoke of an unkempt and abandoned house located near her vicinity. Chairperson Litsinger explained that .' Commissioner Walker should report this to the City's Code Enforcement Officer Division. „� � � . 2. COMMI85ION ORALS: Commissioner Espeseth attended the Women's Club Fashion Show the day of the commission meeting and saw many kids protesting. She also reported that the Salvation Army will be serving about 300 people on Thanksgiving Day. Commissioner Fields inquired how long a person need to be in Lynwood before she can become a member of the Lynwood Club. She was told that one need not be a resident of Lynwood. The person has to be sponsored by two members to be able to join ' the Lynwood Club. Commissioner Litsinger asked Mr. Forde if the commissioners will take charge of decorating Bateman Hall for the. Commissioners Dinner. The commissioners were asked to be at Bateman Hall on December 7th at 1 PM to decorate. Mr. Forde explained why students were rallying at City Hall � this afternoon in response to Commissioner Espeseth's comments. He explained that it is the end of the football season, and the Lynwood High School football team, one of the top contenders, received a notice that they did not make it to the playoff. CIF has a process that determines who goes to playoff and who ' does not. It was a long process. Selection to fill the 16th slot is governed by a Selection Criteria Committee that reviews six criteria to determine what applicant will fill the 16th slot. Lynwood High School did not.make it, and thus, held a rally, soliciting the support of the Council. A meeting was held with two Councilpersons, and the City Attorney was consulted to give legal guidance. This year, it turns out, nothing much can be done. Mr. Forde is in the process of organizing a joint meeting between the CIF administrators and city staff to discuss problems being foreseen and to get the CIF people to respond; hopefully, both parties will determine a process to eliminate emotional letdown for future contenders. ± There being no further business, the meeting adjourned at 6:00 PM. The next meeting is scheduled for December 20, 1989. _
