REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION
SEPTEMBER 27, 1989
The Community Affairs Commission met in a regular session on
September 27, 1989 at the Council Chambers of the City Hall,
11330 Bullis Road, Lynwood California. (Agenda was duly posted as
prescribed by the Brown Act).
Commissioner Litsinger called the meeting to order at 5:00 p.m.

BUSINESS ITEMS:
1. SHERIFF'S AGENDA
Sergeant Flye updated the commissioners on the following:
` a. RED RIBBON WEEK:
The City and the Sheriff's Department joined forces to
: get a program together for Red Ribbon Week and the
dedication of the City's Teen Center.
b. DISTRICT LIAISON DEPUTY:
The school board, at their recent meeting, opted to have a
district liaison deputy stationed on the school premises.
Deputy Joy Birch was selected to work at the Lynwood and
Hosler Junior High Schools. Deputy Birch's duties include

- the monitoring of the recess-lunch-after school programs;
establishing rapport with the children; occasional school
room instructions on the dangers of drugs. For most part,
the deputy will be working in uniform unless activities
dictate otherwise. It is hoped her presence will discourage
potential illegal activities. The success of this project
motivated the school board in planning to hire a second
deputy so each high school will have its own district liaison
deputy.
2. REVIEW OF PROPOSED RED RIBBON WEEK/TEEN CENTER DEDICATION PROGRAM
Mr. Forde informed the board that the Parks and Recreation
Department and City Manager's Office are working with the
Sheriff's Department on the Red Ribbon Week/Teen Centflr
Dedication program.
October 22 - 28 has been designated as the Red Ribbon Week
and sponsored by the Californians for Drug Free Youth.
The Recreation and Parks Department, at the same time, is
planning a dedication for the Teen Center, a youth oriented
community project. Due to the shortness of time to get both
proqrams goin it was decided to combine the two events.
The Teen Center will be the kick�ff to Red Ribbon Week
activities. The date for this occasion is set on October 20,
1989 from 4 PM to 6 PM.
The Sheriff's will go to the elementary schools to promote
Red Ribbon Week.
The program will consist of a ribbon cutting ceremony,
distribution of "Hugs not Drugs" buttons, one or two youth
awards, a few speeches from the honored guests and
refreshments.
Mr. Forde also announced that December 7 will be the
Commissioners and Block Captains Dinner; November 30 will be
a Chamber Mixer for Councilman E.L. Morris who will be
retiring.
3. 1990 CENSUS STATUS REPORT

Mr. Forde announced to the commissioners that the County of
Los Angeles will be the last to get the precensus map for
local review. Since the City wi11 be given only ten (10) days
to verify what is on federal census information, the City of
Lynwood has retained professional consultants to review
these maps in order to have accurate count of housing and to
meet its deadline.

The Commission, on the other hand, will deal with the
promotional activities through use of local papers and
television (possibly take a full page article announcing the
Census and encourage participation). Mr. Forde also
indicated that the commission appoint a subcommittee to draft
up an outline on what the commission's promotional plans are.
The subcommittee will compose of: Ann Fields, David Litsinger
and Marion Madden. The ideas to ensure maximum exposure of
the census will be discussed next meetinq.
COMMISSIONERS' ORALS
Chairperson Litsinger reminded Commissioner Espeseth of her term
expiring on December 1989.
Commissioner Fields informed the commission that on Thursday,
October 17, the security guard of the Thrifty Store will be
celebrating his 30th year of service with the store. She will be
requesting the City for a plaque to give to the guard and she
invited the commissioners to participate in the celebration of
this occasion.
Commissioner Espeseth inquired if she is still the representative
to the District Advisory Board to the Superintendent. She stated
that she has been attending the board meetings. She reported that
Superintendent Steele normally gets a list of the number of
teachers absent from each school. Ms. Steele instructed that
there should be enough people to cover the classes even if it
takes the principal to do it.
There being no further business, the meeting adjourned at 6:00
PM. The next meeting is scheduled for November 15, 1989.
