REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION August 16, 1989 The Community Affairs Commission met in a regular session on August 16, 1989 at the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood California. (Agenda was duly posted as pres'cribed by the Brown_Act). Commissioner Litsinger called the meeting to order at 5:00 p.m. � Present Excused ° Bette Espeseth Yolanda Bays Ann' Fields Barbara Newton David Litsinger Marion Madden Lucille Walker Staff present: Gerald Forde, Carol de Jesus & Rosemary Valdovinos BUSINESS ITEMS: 1. SHERIFE'S AGENDA Serqeant Flye from the Lynwood Sheriff's Station made a presentation to the commission relative to the Community Awareness Program of the County Sheriff. He passed out handouts .with detailed information that will help enhance , interaction between citizens and the Sheriff. In brief, he explained that when a citizen files a complaint, • it is best that he fills out a form. with the implementation of the form, not only will the individual be able to articulate his grievance but he will be assured of a follow up action since the complaint has been documented. . � � � " Sergeant Flye further indicated that when one hears a beeping sound when one calls the station, it means that the call is being recorded. Each call that comes in has been cleared by the deputy and therefore, an action has to be taken. ' Thus, he assured the commissioners that any delay or non- response to calls on the part of the Sheriff should not be mistaken for indifference. He encouraged the commissioners not to wait until the next monthly meeting to express any concerns; he told them to take action on what they are upset . about by calling the watch sergeant or the supervisor who �would be able to respond to their plea for help. Currently, the Sheriff has only eighteen (18) patrol cars (with the following breakdown), thus, it is not often that the Sheriff can respond to the calls immediately: Early morning - 3 crime / 1 traffic Morninq - 3 crime/ 3 traffic • Afte'rnoon - 5 crime/ 3 traffic Sergeant Flye also explained that if one wished to make an °anonymous call to report a criminal activity somewhere else, the caller can indicate that he does not want to be contacted. One can also call 911 by giving his name and number; if the crime involves the individual personally, he should state his address. The sergeant also explained that there is a hotZine being staffed by volunteers that anonymous callers can use. The ' drawback is that if a misdeameanor occurs in the absence of a deputy, no action will be taken unless criminal activity is ongoing. When asked how Sheriff will handle: a. Panhandlers roaming around the area of Alpha Beta Sergeant Elye responded that the block watch group captains can talk to the manager of the store or let the sheriff be aware of the situation and they in turn will talk to management. b. Use of parking lot on weekends for used cars If not governed by any ordinance, Sergeant Flye indicated that management should be approached and told to stop the abuse of the use of the parking lot. ` � � Sergeant Flye suggested that publication of 1) a city service directory that has all the departments' functions and 2) the different services on crime prevention center/Lynwood Station will be a good public service program for the community. 2. 1990 CENSUS COUNT Rosemary Valdovinos, Administrative Intern, reported on the meeting she attended relative to the census. She handed out a packet information on census. According to Ms. Valdovinos, the Census Bureau.is currently recruiting individuals for the the managerial positions. The hiring of students will not occur until January or February of 1990. Ms. Valdovinos is not certain if the Census Bureau will have a branch office in Lynwood. Presently, the closest office can be found in Compton. � COMMISSIONERS' ORALS Chairperson Litsinger suggested that Sergeant Flye or someone from the Lynwood Sheriff's Station be present at the beginning of �each meeting to help thrash out problems that the commissioners may have. The next commissioners' meeting was-moved to Wednesday, September 27 to allow the commissioners to attend the Lynwood County Fair. There being no further business, the meeting adjourned at 6:00 PM. The next meetinq is scheduled for September 27, 1989. . . .. • „ � � REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION JULY 19, 1989 The Community Affairs Commission met in a regular session on July 19, 1989 at the Council Chambers of the City Hall, 11330 Bullis Road, Lynwood California. (Agenda was duly posted as prescribed by the Brown Act). Commissioner Litsinger called the meeting to order at 5:05 p.m. Present Excused Yolanda Bays Bette Espeseth Ann Fields David Litsinger Marion Madden Barbara Newton Lucille Walker Staff present: Gerald Forde, Carol de Jesus & Rosemary Valdovinos The minutes of the June 21, 1489 meeting was approved. BUSINESS ITEMS: • 1. 1990 CENSUS COUNT"- DISCUSSZON OF POSSIBLE LOCAL PROGRAMS THE CITY CAN PURSUE IN ORDER TO INSURE OBTAINING THE COMMUNITIES' SUPPORT AND PARTICIPATION IN THE CENSUS COUNT At a recent Local Review Program Workshop held in Pasadena Mr. Jerry Forde and Mayor Wells attended, it was established that the basic role of the commissioners in the 1990 Census , Count is to verify the number of housing units in the � community. Single family residence should be listed as such. � This way, housing staff is identified so when questionnaires are mailed out, the right number of people are so noted. Every person added to a household equates to $60 per head. The staff will attempt to confirm the size and identify the address of the household units. , , . o , , . � . � COMMISSIONERS' ORALS Chairperson Litsinger suggested that high school and college � students be involved in the census count through publication of ads for part-time jobs. Commissioner. Bays explained that people feel very apprehensive when they are asked personal information; chances are, they will not' cooperate. However, she stressed that the public will support the program if they are made aware of how they can . personally gain from this census count. Commissioner Fields suggested to look into the matters of undocumented aliens. Mr. Forde will set a time for Chairperson Litsinger to meet with the new Sheriff Captain. t Commissioner Newton announced she will not be available at the next regular meeting. - There being no further business, the meeting adjourned at 5:45 PM. The next meeting is scheduled for August 15, 1989.
