REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION
MAY" 1 7 , 1989
The Community Affairs Commission met in a regular session on
MaI' li, 1989 at the Council Chambers of the City Ha11, 11330
, Bu11is Road, Lynwood California. (�genda was duly posted as
prescribed by the Brown Act).
Commissioner Litsinger called the meeting to order at 5:00 p.m.

The minutes of the April 19, 1989 meeting was appro��ed.
BUSINESS ITEMS: �
, 1. AIv OVERVIEIv ON COMPLETE COUNT COMMITTEE
Ms. Patricia Moore, Census Community Awareness Specialist
had asked Mayor Evelyn Wells to give an overview on Complete
Count Committee in her place.
Mayor Wells passed out booklets on 1990 Census Governments
Promotion Handbook for commissioners to read-and use as a
guide for future discussions. The Piayor explained in brief:

A. Complete Count Committee •
The purpose of the Compiete Count Committee is to promote the
1990 Census and the City of Lynwood. The role of the
commission is to take census data in order for the City to be
able to receive dollars that will heip provide badl5� needed
services in the community. Since the information will be
kept for ten (10) years, the Mayor appealed to the committee
to make sure that the information taken be accurate. ' The
Census personnel will come out one day and check on the
number of homeless in the City and it is the function of the
committee to be.able to determine the information needed.
The PSayor emphasized that she wanted to see an active,
aggressive commission doing the census count. She and the
Council will gice full support to the commission and will
make e�•erything avail_able to the needs of the commissioners
in terms of available help from Youth Council and Block Watch.

B. Confidentiality
The surveys that the commission c:ill send to the residence
will be treated confidential and will not involve ani- public
code enforcement intervention.
C. Publicity
The Mayor recommended a ceremonial kickoff for the 1990
Census through the use of newspaper ads or cable access
programming.
D. Regiorial Committee
Senator Dymally will set up a regional committee for the
whole 31 congressional district comprising of elected
officials, etc. among them, a member selected from the
Complete Count Committee.
E. Action Taken
The Mayor asked the commissioners to read the booklet, do a
checklist and come up with a schedule of what they want done
and get it out as soon as possible.
Another project that the Mayor recommended to the Commission
is its participation in the Drug-Free Red Ribbon Pledge. �

2. NEWSLETTER ARTICLE "DID YOU KNOF'?"
Mr. Forde e�:plained to the commission that since the Lynwood
Press is no longer in business, the city finds itself withont
an adjudicated paper which is i•equired for publishing legal
ads. Because of a high degree of expenditures in the areas
of publishing promotional items, city ads and the City
Newsletter, Council has put a hold on the latter until final
negotiations with Dr. C.Z. Wilson, Chairman and publisher of
Central News - Wave Publications Inc. (Lynwood Press) takes
place. Mr. Forde will give s status report next meeting.
3. COPIMUNITF/LEGISLATIVE LUNCHEON FOR MENTAL.HEALTH
The city paid for the attendance of three (3) commissioners
to the annual legislative luncheon for mental health. The
three commissioners are David Litsinger, Yolanda Bays and
• Barbara Newton. Chairman Litsinger will give a report on the
event at the next commission meeting.
COMMISSIONERS' ORALS
Yolanda Bays - very� concerned about the role of the
Sheriff's. Mr. Forde explained that CoUncil is pressuring
for availability to meet with the Sheriff at a regular basis.
A meeting has been scheduled for Covncil and Sheriff to
discuss the law enforcement services for the Justice Center,
which will be one of the largest largest facilities in the
County of Los Angeles. Commissioner Ann Fields requested
that Mr. Forde report back to the commission on what
transpired at the said meeting.
Mr. Forde also informed the commission that he will set a
meeting for the chairman to meet with the Sheriff and go over
the problems discussed at the commission meetings. In the
� meanwhile, he told the commissioners to call him should they
have any misgivings about calling the Sheriff, and he will
call the Sheriff himself.
� ,Barbara Newton - invited Mr. Forde and Carol de Jesus to
attend the Yo�th Merit Award scheduled for June 5 at 6:30
P.M.
There being no further business, the meeting adjourned at 5:40
- PM. The next meeting is scheduled for July 19, 1989.
