REGULAR MEETING OF THE COMMUNITY AFFAIRS COMMISSION APRIL 19, 1989 The Community Affairs Commission met in a regular session on Aprit 19, 1989 at the City Ha11 Conference Room, 11330 Bullis Road, Lynwood California. (Agenda was duly posted as prescribed by the Brown Act). Commissioner Litsinger called the meeting to order at 5:00 p.m. ' Dne to the absence_of the American Flag, he dispensed with the pledge of Allegiance. Staff present: Carol de Jesus.� I The minutes of the March 15, 1989 meeting were approved. , BUSINESS ITEMS: 1. NEWSLETTER ARTICLE, "Did You Know?" • The Commission's second newsletter article project will be a focus on the "Athletes from Lynwood". Commissioner Newton will contact outstanding athletes like Pete Rozelle, NFL Commissioner and Duke Schneider, Dodger basesball player who both went to Lynwood High School. Commissioner Litsinger will contact Compton College to find out some other athletes who were former Lynwood residents and who attended the college. The Commission suggested that the Lynwood newsletter . . . ` � include a request to solicit community involvement through contributions of any background information on any athletes . c�ho used to reside in Lynwood. Commissioner Newton will submit to staff a list of athletes from Lynwood. 2. DISCUSSION OF PARKING AND CIRCITLATION PROBLEMS This item was inadvertently agendized in error. Commissioner Litsinger felt that this item belongs to the Parking and Traffic Corrcmission. 3. REPORT ON GENERAL PLAN UPDATE Staff could not present any update on the general plan because the department responsible for this item has not ' completed its report. This item will be tabled for next meeting. COMMISSION$RS' ORALS Staff made several announcements : 1. Donald Fraser, Assistant City Manager has taken a position as a Principal consultant for the Ralph Andersen & Co, with ' office in Sacramento. He is leaving the City of Lync.•ood , after seven y�ears of service. � Commissioner Fields wanted staff to inform the commission on any activity that vill be held in honor of Mr. Fraser. 2. The gang awareness video that was produced by the American I Cablesystems for Lynwood and recently viewed by the commission has been nominated as a finalist for the Awards for Cable Excellence (ACE). Commissioner Litsinger discussed the following items: 1. The . City Council has approved the commission's participation in the census count with the Bureau of Census. Ms. Brenda August, resoUrce person from the Bureau of Census will be at the next commission meeting to give a short presentation on Complete Count Committee. 2. The Californians for Mental Health sent an invitation to the commission through Mr. Litsinger to attend its luncheon event. The commissiotter would like to find out if the cit5 will sponsor the commissioners' luncheon for at least three people. The following commissioners volunteered to attend: Yolanda Bays, $arbar Newton and David Litsinger. ._ - � � Commissioner Fields mentioned that there were abandoned cars parked on her street. Thinking they might be stolen cars, she contacted the Sheriff. Commissioner Bays made the following comm'ents: 1. Bateman Hall is no longer accepting reservations for social events. She will call Mr. Fraser or Mr. Forde to find out bhe reason. . 2. The Sheriff refused to go and investigate the house that both she and Commissioner Newton reported at the last commission's meeting. A shooting occured just after the report. 3. Since it is Earthquake Preparedness Month, she asked if the City has any program related to this event. 4. It is difficult to get sheriff's involvement. On one occasion, a neighbor called the sheriff's regarding graffiti problem and was told to get a camera and take a picture. On another occasion, three men were sitting on her neighbor's car in the middle of the night and when the Sheriff was called, the neighbor was told that these men were not breaking any law. The Commissioners expressed a desire to have someone from the � Sheriff's Office to attend one of the commission's meeting to exchange views with the commissioners. There being no further business, the meeting adjourned at 5:45 PM. The next meeting is scheduled for May 17, 1989. I I
