MINUTES OF THE SPECIAL BUDGET WORK SESSION
JUNE 28, 2012
CALL TO ORDER
The Special Budget Work Session of June 28, 2012, was convened at 7:50 A.M. by
Councilman Shawn Schulte, Finance Committee Chairman.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Bray, Carroll, Henry, Luebbert, Pope, Prather, Scrivner, Schulte,
and Weber
Absent: Mihalevich
A quorum was present.
BUDGET REVENUE PROJECTION - STAFF PRESENTATION
Councilman Schulte asked City Administrator Nathan Nickolaus to make his
presentation of projected revenues for FY2012 -2013 and to explain how the City
reached their forecast numbers.
BUDGET REVENUE PROJECTION - COUNCIL DISCUSSION AND AMENDMENTS
At the conclusion of the staff presentation, Councilman Schulte asked Mayor Eric
Struemph to make comments regarding the projected revenue data presented in the
Mayor's 2012 -3013 Budget.
At the conclusion of Mayor Struemph's comments, Chairman Schulte then explained the
numbers on the projection budget worksheet and asked for Council comments on each
of the items as they were brought forward.
Those specific items which the Council requested be amended were as follows:
Fees, Licenses & Permits — Councilman Bob Scrivner stated that it appeared to him
that this revenue would be flat from the 2012 budget, and made a motion that the
projected for that line item be changed to 0 %, for a projected amount of $687,000.
Councilman Scrivner's motion was seconded by Councilman Bryan Pope.

*Information Requested: Councilman Bryan Pope asked if data is available to show how
many permits have been issued recently which will affect the Fees, Licenses & Permits
budget in coming budget years. City Administrator Nathan Nickolaus stated that he has
asked Planning and Protective Services Director Janice McMillan to go to her office and
retrieve that information and bring it back to the meeting.
Information Requested: Councilman Pope asked to receive data regarding fines
assessed vs. fines collected. City Administrator Nathan Nickolaus stated he would be
able provide that data to the Mayor and Council very soon as it is something that is
tracked by the Court.
Information Requested: Councilman Bob Weber asked for information about how much
credit card companies are charging us to be able to collect payments online.
Interest Income — Councilman Bob Weber made a motion to change this projection to
a flat 0 %, for a projected amount of $95,826, seconded by Councilwoman Carrie
Carroll.
*Janice McMillan returned with the data requested by Councilman Pope on recently
issued permits and answered Council questions on the issue.
At the conclusion of staff, Mayor, and Council discussion, the total amount of projected
revenue, with the amendments proposed above, was calculated $31,204,971.
PUBLIC COMMENTS
Councilman Schulte asked if anyone present wished to make comments at this time on
the projected revenue as discussed above. No one came forward to speak at this time.
REVENUE PROJECTION ADOPTION
Councilman Schulte said at this time he would entertain a motion to approve the two
motions to amend the projected revenues as made and seconded above, and to adopt
the total projected revenue amount $31,204,971 which reflected the two amendments
proposed. The motion was made by Councilman Scrivner to approve the amendments
and adopt the amended revenue projected amount of $31,204,971, seconded by
Councilman Weber, and approved unanimously.
ADJOURNMENT
A motion to adjourn was made by Councilman Bob Weber, seconded by Councilman
Bill Luebbert, and approved unanimously at 9:25 A.M.
