Avenue RD/dY. 8/25/89 � a:ycg.a I , . � � � CITY OF LYNWOOD RECREATION 6 PARKS DEPARTMENT ' YOUTH CUhAfISSION MINUTES OF THE MEETING OF AUGUST 2, 1989 The meeting was called to order by Chairperson Lee at 6:12 p.m. in Room ' lil of Bateman Ha11. Chairperson Lee led aZl present in the Pledge of Allegiance. . Roll call of Commissioners present: Chairperson Errick Lee � Commissioner Ralph Davis IV Commissioner Marquisha Flowers Commissioner Cameron Green Commissioner Shevonda Green Commissioner Shiniqua Green Commissioner Sylvia Ramirez Commissioner Margarita Salinas � SCAEDULED MATTERS Ralpl7 Davis certified the Agenda posting by the City Clerk " A motion was made by Cammissioner Davis approving the minutes of the regular meeting of July 6, 1989, with a second by Commissioner Green and all in agreement. CORRESPONDENCE: Ralph Davis reported letters of appreciation were sent to the Lynwood Democratic Club for the fine reception that was given in honor of the Youth Commission on June 23, 1989, and to City Council thanking them for purchasing the Girl Scout House and making arrangements for the renovation of the property to make way for the new Teen Center. Copies of the letters were distributed to the Youth Commission members. Ralph Davis discussed a memo from the City Manager to the Commission regarding the purchase of new books for the Lynwood Library. The Commission was asked to make any necessary comments about the books that were purchased and turn in any suggestions or comments they might have to the Recreation & Parks Department. On behalf of the Youth Commission, Ralph Davis expressed appreciation to Cynthia Green—Geter and the Lynwood Democratic Club for the reception � that was given on June 23rd in honor of the Youth Commission. �� � MONTHLY REPORTS: Jim Given, gave an oral overview of current recreation programs, classes and the progress being made on the Girl Scout House. Jim also indicated the City has taken possession of the Girl Scout House, and Staff has done a'walk through and noted minor problems that need to be corrected before the house can be occupied. , , I . � � Page 2 Minutes Cont. Chairperson Lee announced the Youth Commission should have a ' brainstorming session at the September 6,1989 meeting in order to decide on a name for the new Teen Center. REPORT ON MEMBERSHIP GUIDELINES: Ralph Davis discussed suggestions for membership guidelines: 1. Candidate must be between 5- 25 years of age. 2. Candidate must be a Lynwood resident. 3. Candidate must have parental approval. 4. Candidate must have good standing in school. 5. Candidate must have good standing in the community. 6. Candidate must not be affiliated with any gang. _ 7. Candidate must pay an annual fee of $1. ' A motion was made by Shiniqua Green to recommend these guidelines, and to have the starting age of the Youth Commission amended to begin at age 5 instead of age 11, the motion was seconded by Sylvia Ramirez and all were in agreement. REPORT ON JOB TRAINING PARTNERSHIP ACT: Jim Given stated the Job Training Partnetship Act currently has thirty- five (35) Summer Youth Employment Workers. In addition the resource ° center has placed twenty-one (21) young people through contacts, of these fifteen (15) young people were placed in summer jobs other than the jobs provided by the Job Training Partnership Act. REPORT ON COMMISSION WORKSHOP: Ra1ph Davis announced the Youth Commission Workshop would be held at the next regular scheduled meeting of September 6, 1989, at the Girl Scout House. There was discussion on the Commfssioners that had three (3) or more consecutive absences. A motion was made by Commissioner Davis to have Staff make a recommendation replacing the Commissioners who fall into this category. The motion was seconded by Sylvia Ramirez. A vote was taken with six (6) Commissioners in agreement and two (2) Commissioners opposed. Ralph Davis indicated Staff would have information on this problem at the next scheduled meeting. Ralph Davis announced at the next scheduled meeting of September 6, 1989, Staff would provide the Commission with information on Correct Parliamentary Procedures, Membership Guidelines and Goals & Objectives of the Youth Commission. � � Page 3 Minutes Cont. � REPORT ON UNITY FAIR: ' Jim Given, announced Butler Carnival will run from Thursday, August 31, � - through September 4, 1989. Jim stated the festival would have an international flavor and would have amateur and professional entertainment. COMMISSION COMMUNICATIONS: Commissioner Salinas briefly discussed the Inroads Program. The program places High School graduates in corporate jobs, this year two (2) Lynwood students, Roger Turner, and Commissioner Salinas are involved in . the program. Chairperson Lee suggested to the Commissioners they get involved with the Recreational activities and Sport Programs going on in the City. ADSOURNMENT: A motion was made by Commissioner Davis, seconded by Shiniqua Green and all in agreement to adjourn to the next regular scheduled meeting on Wednesday, September 6, 1989, in the Girl Scout House, 11409 Birch Street, Lynwood. �laY 8/31/89
