Call to Order A regular meeting of the Housing and Community Development Advisory Board was called to order by Vice Chairperson Claude Law, April 4, 1989, at 7:21 p.m., in the Council Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, California. B. Flag Salute Cynthia Green-Geter led the pledge of allegiance. C. APPROVAL OF MINUTES � The HCDA Board reviewed the Minutes of March lst, 1989. i Margaret Araujo moved, Nathaniel Davis seconded that the Minutes be approved. Approval was unanimous. � E. PUBLIC ORALS None. � 1 F. NEW BUSINESS � l. Report on Graffiti Removal Project � Stanley Grayer, Manager of the Graffiti Removal Project gave � a brief summary and update on the project. The ACDA Board � reviewed information submitted by staff regarding the � Graffiti Project, including a Memorandum by the HCDA Manager. � Cynthia Green-Geter questioned the Memorandum submitted and asked what nation wide cost for qraffiti removal had to do � with Lynwood. Mrs. Green-Geter also requested that Stanley Grayer provide the Board with a cost estimate on repeated graffiti removal costs and if the cost was the same as the i original removal costs. Mr. Grayer answered that the cost is ; less for repeated removal. Mr. Grayer explained that one of i the main purposes for the program is to discourage youth from • writing on the walls. I Cynthia Green-Geter stated that her understanding is that � staff is of the opinion that the project is not constructive ' and that staff is considering contracting the services out. i Claude Law stated that a lot of the graffiti removal is aimed i at industrial and commercial facilities and is not benefitting Lynwood residents. April 4, 1989 HCDA Minutes Page #2 Cynthia Green-Geter stated that she is really having problems with Mr. Waller's Memorandum regarding the Graffiti Project, she felt that the memo does not deal with the issue. Mrs. Green-Geter says that she remembers Mr. Waller suggesting contracting out the project. Stanley Grayer explained to the Board that there were two types of youths writing on the walls; gangs and taggers. Once a wall is cleared from qraffiti by a tagger or gang member, then the oposing outfit would claim the wall for their graffiti. Nathaniel Davis said that he understood that the City would not be contracting out to any companies, due to the fact that the City already has equipment and employees on board to operate the project. Stanley Grayer mentioned that the cost of the project may be less in the future due to staff repairs on the machinery and project start up costs being unnecessary. Margaret Araujo asked why the project does not use anti - graffiti paint, such as what was used at Ham Park. Stanley Grayer replied that the cost of the paint is $34 per gallon, which is not cost effective. Mrs. Araujo asked if it would be better to use this paint because of the repeats. Mr. i Grayer answered that there is not a paint made that cannot be I, graffitied and whether or not anti graffiti painti is used, it will still have to be cleaned and repainted if graffitied. John Garcia, a representative from Youth Gang Services who is i also involved in a graffiti removal program, gave a brief i descripition of their services and mentioned that they have ; been working closely with Mr. Grayer and Lynwood's program. i He said that their program uses different coatings and ! methods for graffiti removal and that they are setting up a � sting operation to catch graffiti violators. Mr. Garcia � mentioned that so far the operation a caught one person, who has spent time in jail and received a$5,000 fine. ! Patricia Carr suggested that violators be made to do ' community services. Mr. Garcia explained that there are ' diversion program for youth involved with graffiti. Margaret Araujo asked how these projects help youth. Mr. Garcia said the youth may receive training and employment and/or other I activities to keep them off the streets. Margaret Araujo discussed the possibility of painting murals on certain � empty walls areas as a means of discouraging graffiti. Stanley Grayer stated that he spoke with Lucky's store representative regarding such, who says that they may be i interested in using such as devise as a business promotion. Margaret Araujo said that she knows of a teacher and students � who may be interested in such a activity. i Patricia Carr suggest that youth be educated regarding the � graffiti problems and possible solutions, also the ' consequences they may face and that the children be taught to � be productive and not destructive. Stanley Grayer included that parents should also be educated. Cynthia Greeen-Geter � said that the parents should be made responsible for their � childs graffiti and that she does not agree that giving gang � members or taggers a muralr to do graffiti on is the solution ' to the problem. Mrs. Green-Geter says that she feels that � the youth should be penalized. ' � I � I .. � � HCDA Board Minutes April 4, 1989 Page #3 Stanley Grayer said that he compiled a survey and that most Lynwood stores are selling the paint and markers to the youth involved in graffiti. John Garcia mentioned that Carters ink is the toughest to remove. Margaret Araujo asked what type of educational devise is being used. John Garcia said that a program is being operated throuqh Dale Steward and anyone interested may contact Mr. Steward. John Garcia informed that Board that a Town Meeting is going to be held April 12, 1989, at 6:30 p.m. reqarding youth services and the availability of such. Nathaniel Davis mentioned that the City should have stiff penalities for graffiti violators. Stanley Grayer mentioned that Law Enforcement deals with that issue, the graffiti program cannot prosecute offenders. Cynthia Green-Geter recommended that the graffiti proqram remain in-house and that a educational device be added to the program and that this recommendation be forwarded to City Council. Trina Reeves seconded the recommendation. All Board members were in favor of the recommendation. G. STAFF ORALS None. H. BOARD ORALS Claude Law mentioned that the Board should not alienate the � Lynwood School Board of Trustees when making educational � decisions. He further stated that the Graffiti program ' purchased equipment that will be operable at least 6-10 years � and that he would like to see the program grow and add more I staff. � Patricia Carr said that she is not against murals, but feels � that a better solution for graffiti would be through � educating the community and working in conjunctions with the ; schools to find a workable solution together. j Nathaniel Davis said that the stinq operation is doing a good ! job and that he has not objection to murals if they are ; historical and beautify the City. Cynthia Green-Geter said that last Wednesday, she attended a � meeting with Alan Cranston that went well and Mr. Cranston wanted to encourage people to get involved in youth projects. I Mrs. Green-Geter says that citizens should make a statement to the media regarding our children who are being stereo- � typed. She also mentioned that the City would be starting a I teen center and that on May 20 1989 from 9am to 3pm a � festival will be held focusing on unity. For more informa- tion you may contact Benita Jones, PTA president at 603-1484, j for booth rental, etc. i Mrs. Green-Geter also mentioned that the Lions Club is � accepting membership and the membership fee is $25 to help � the community to strenghten itself. Cynthia Green-Geter � informed that Board that a petition is circulating regading i the illegal use of funds by the Lynwood Unified School District, and that she disagrees with Claude Law regarding � his mention of "tipping toe" around the School Board. � Margaret Araujo expressed an opinion that the petition should , not have been mentioned at this meeting. She asked that � staff get a ruling on such information and discussions. i _ . . � � � HCDA Board Meeting April 4, 1989 Page #4 < Margaret Araujo informed the Board that she received a memo regarding absenteeims and that the Council is concerned with its Commissioners being active and functional and she wanted to let the Board know that their attendances are being monitored. Nathniel Davis that he was asked by Council to sit on the Board but that he is not going to be dictated to and he would like a copy of Mrs. Araujo's Memo. Mrs. Araujo said that she would bring a copy to the next meeing. I.
