HOUSING AND COMMUNITY DEVELOPMENT
ADVI50RY BOARD
: FEBRUARY 1, 1989
I. A. Call to Order
A regular meeting of the Housing and Community Development
Advisory Board was called to order by Chairperson Margaret
Araujo, February 1, 1989, at 7:11 p.m., in the Council
Chambers of Lynwood City Hall, 11330 Bullis Road, Lynwood, •
California.

D. APPROVAL OF MINUTES
The HCDA Board reviewed the Minutes of January 4th, 1989.
Claude Law 'moved, Patricia Carr seconded to approve the
Minutes. Approval was unanimous.
E. PUBLIC.ORALS

. F. OLD BUSINESS
� Staff informed the HCDA Board that an oil spill which took
place in Lynwood approximately three (3) years ago did not
seep into the Lynwood water well. However, 20,000 gallons
spilled and is still being pumped. Also that the drop in
water pressure is due to a construction project on Long Beach
Boulevard. Claude Law indicated that the Bngineering Depart-
ment is working on the water mains.
Staff, informed the _HCDA Board regarding plans to build a
boxing ring in the Lynwood Recreational Center, that City
Council had decided to eliminate the plans for a boxing ring `
due to cost. That cost being approximately $36,000 to design
the ring and approximately $40,000 for construction.

G. NEW BUSINESS
1989-90 GDBG Program Year
Staff informed the HCDA Board that the City will receide
approximately $1,151,983 for fiscal year 1989-90. The
application for these funds is due to HUD by June 1, 1989.
Further information regarding funding for next fiscal year
will be submitted to HCDA Board at the meeting of March 1,
1989.

� Margaret Araujo asked staff for an update of Project Impact's
proqress. Staff informed the Board that Project Impact was
late in submitting its Quarterly Report, but that once all
, information is received, staff will give an update of the
; project.
Margaret Araujo asked if the land by Century Freeway would be
' used to�replace housing. Art Waller, HCDA Manager, informed
the Board that this is not necessarily so. He stated that
the land could be used for parkland development and that the
City has purchased some parcels in order to develop parkland.
Mr. Waller further explained that the requirement for
replacing housing has to be in a 15 mile radius, which
, indicates that properties can be replaced in surroundings
cities, and does not actually have to be in Lynwood city.
Margaret Araujo expressed her concern regarding the Freeway
underpath by Wilson Elementary School. She said that the
lights were out and that the trash was being dumped in the
area. Staff informed Mrs. Araujo that a complaint will be
filed at the appropriate department regarding her concerns.
Margaret Araujo asked if the City would be offering low
` income housing and if so, would all citizens be informed.
Claude Law explained that the City Clerlc's Office has a
listing of CALTRANS properties and any citizen could obtain
" the information from that office. Margaret asked if this
, information is being circulated. Staff explained that in the
past low income housing has been advertised in the local
newspapers as it become available. Currently there is no
circulation of such information, but information may be
obtained from CALTRANS or the Los Angeles County Housing
Authority.
Nathaniel Davis wanted to know the status of the property at
3b42 Sanborn Avenue. Asked if property would be rented. Mr.
Davis also asked about the Eloyd property. Staff informed
the Board that they would obtain an update and informed the
Board of both properties status.
Margaret Araujo asked Nathaniel Davis if he had knowledge •of
the`City's employing of residents to work on the Long Beach
Boulevard construction project. She stated that the Board
had originally recommended that such employment be obtained.
Mr. Davis stated that he is aware that several city residents
had been hired.

' Cynthia Green-Geter asked staff if there is funding in the
budget for HCDA Board members to attend seminars. Mr. Waller
informed the Board that funds did not currently exist for
such use, but that these funds may be considered for the
upcoming fiscal year. Mr. Waller explained that monies would
have to come from the General Fund or the Community•
Promotions Account. Mrs. Green-Geter asked that this funding _
be requested.
J. ADJOURNMENT
The Housin`q and Community Development Advisory Board
meeting adjourned at 8:35 p.m., Claude Law moved, Patricia
' Carr seconded. Approval was unanimous.
