HomeMy Public PortalAboutResolution 01:342 No 01-34-2 Date of Adoption t~VOlll"~r 1, 2001 AUTHORIZING l PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T&f4 ASSOCIATES - STP DEf4OLITION WHEREAS, on 3une 7, 2001, the Mayor and Council of the Borough of Carteret passed Resolution No. 01-175 authorizing a professional/engineerin( services contract with T&M Associates with regard to the Sewage Treatmen' Plant Demolition project; and WHEREAS, dudng TSdVl's preparation of the contact plans for said project, an abandoned underground heaUng oil tank was found in the vicinity of the main building of the Sewage Treatment Plant; and WHEREAS, according to New Jersey Department of Environmental Protection CNJDEP) records, the formal closure plan for the underground tank was never completed and accepted and the N.1DEP does not have a final closure report; and WHEREAS, additional engineering services will be required concerning the removal of the abandoned underground oil tank and the preparation and submission of a final underground storage tank closure plan; and WHEREAS, T & M Associates has submitted the attached proposal for said engineering services; and WHEREAS, the Mayor and Council have reviewed the engineer's proposal; and WHEREAS, the Chief Financial Off~:er has certified that funds are available for said purpose. NOW, THEREFORE~ BE ZT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The attached proposal from T & I~ Associates, dated October 11, 2001, for the preparation of technical specifications for the underground storage tank removal, coordinaUon of soil testing, and the preparation and submission of a final closure report to the N.1DEP for a total cost not to exceed $5,500.00 is hereby approved. 2. This action is approved without the solicitation of competitive quotations as an award of a professional services contract. 3. Annexed hereto is a copy of the proposal. Barney, Borough Clerk Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, NJ 07008 Re: Sewage Treatment Plant Demolition Underground Storage Tank Removal Dear Mayor and Borough Council: As I have reported, the sewage treatment plant demolition plans and specifications are nearly complete, the asbestos survey of the building is also complete and the asbestos abatement specifications are being prepared. Further, as reported recently, during the preparation of the contract plans, an abandoned underground heating oil tank was found in the vicinity of the main building. According to New Jersey Department of Environmental Protection (NJDEP) records, the formal closure plan for the underground tank was never completed and accepted, and the NJDEP does not have a final closure report. In addition, one of the soils sample in the vicinity of the underground storage tank, listed in a soils testing report, indicates hydrocarbons at elevated levels. This will require additional investigation, and possibly, soil removal. Additional investigations will include review of the project file, preparation of the technical specifications for underground storage tank removal, coordination of soils testing, and preparation and submission of a final closure report to the NJDEP. The underground storage removal and follow-up investigation work was not anticipated in our May 29, 2001 project proposal. Therefore, we are requesting the Council consider a request for additional fees for this work. The following is a breakdown of the additional work and estimated fee to address the underground storage tank issue: 1. Preparation of a technical specifications $1,500.00 2. Construction Phase Inspection, Soil Sample Collection and $2,500.00 Contract Administration 3.Closure Preparation and Submission of Final Underground Storage Tank Plan $1,500.00 ~~ Total $5,500.00 "-~77W(~£ As a result of the underground storage removal and required soils testing, and possible soil removal and ~'~'- disposal off-site, we anticipate an increase in the demolition cost of approximately $15,000 00. However, we ' ~ anticipate that these additional construction costs will be within the total $400 000.00 Iow interest loan ~qj received for the project and inc uded in the 2000 Sewer Bond Ordinance for this work.
