REGULAR COUNCIL MEETING, AUGUST 6, 2012
CALL TO ORDER
The Regular Council Meeting of August 6, 2012, was convened at 6:00 P.M. by Mayor
Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Bray, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte,
Scrivner, and Weber
Absent: Carroll
A quorum was declared present.
MISCELLANEOUS AGENDA ITEMS
Proclamation:
Mayor Struemph presented a proclamation to Mr. Greg Heckemeyer in honor of the
Jefferson City Firefighters' "Fill the Boot" drive on behalf of the Muscular Dystrophy
Association's annual fundraising campaign.
Presentation of Award to City Administrator:
Mr. Dan Ross, Executive Director of the Missouri Municipal League made a
presentation regarding the recent awarding of MML's annual Lou Czech Award to City
Administrator Nathan Nickolaus.
PUBLIC HEARINGS
a. Property Tax Levy
City Administrator Nathan Nickolaus explained that this is the annual public hearing
required by law before the City establishes its rate of property taxation for the year.
No one present came forward to speak on the issue. Mayor Eric Struemph declared the
public hearing concluded.

b. 2012 -2013 City Budget and 2012 -2013 Gross Receipts Utility Tax
Mayor Eric Struemph stated that since several people are present tonight to speak on
the issue of JCTV he would split category "b" into two separate issues to allow those
persons to speak.
2012 -2013 Gross Receipts Utility Tax
Following a brief explanation of this issue and the requirement to hold an annual public
hearing, no one came forward to speak on the issue. Mayor Struemph declared the
public hearing on this portion of item "b" concluded.
2012 -2013 City Budget
The following persons came forward to speak in opposition to the issue of cutting
funding for JCTV:
Mr. W. T. Edmundson
Ms. Gloria Enloe
Mr. Jeff Bassinson
Ms. Linda McAnany
Following conclusion of the public comments, Mayor Eric Struemph thanked those
citizens for taking the time to come before the Council and sharing their input on this
issue as they consider the budget in the coming weeks. He asked Councilman Shawn
Schulte to make an announcement regarding the Budget Committee meeting at which
the issue of JCTV will be the sole topic of discussion. Councilman Schulte stated that
meeting is scheduled for Tuesday, August 14 from 5:30 to 7:00 p.m. in the Council
Chambers.

Mayor Struemph announced that the following minutes and reports have been received

Mayor Struemph thanked the citizens who volunteer their time and expertise on these
boards and commissions.
COUNCIL COMMITTEE REPORTS
Administration Committee - Councilwoman Carrie Carroll announced that the next
meeting would be Wednesday, August 22 at 8:00 A.M.
Finance Committee - Councilman Shawn Schulte announced that next Budget
Committee meetings are scheduled for August 9, August 14, and August 16 at 5:30
P.M.
Public Safety Committee - Councilman Bryan Pope reported the next meeting will be
held on Thursday, August 23, immediately following the 7:30 A.M. Brown Bagel Work
Session. He stated there is a possibility of scheduling a meeting earlier than that date,
but he will let the Council know if that occurs.
Public Works & Planning Committee - Councilman Bob Scrivner announced that the
next meeting will be held on Thursday, August 23 at 7:30 A.M.
Other Committee and Liaison Reports — There were no liaison reports given at this
time.

POLICE VALOR AWARDS — The following awards were presented to Jefferson City
Police personnel, Cole County Sheriff personnel, and citizens:

Introduction of Storm Water Quality Advisory Committee — Chairman Jim Penfold
made a presentation regarding the duties and functions of the Committee and
introduced members of the Committee who were present at the meeting. Following his
presentation, he answered questions asked by the Mayor and Council Members. Mayor
Struemph thanked Mr. Penfold for his contribution to the City by serving on this
committee.
PhotoVoice Program — Scott Gehlert and Heidi Lucas made a presentation explaining
the program, followed by an overhead presentation showing the photos which were
taken by the students who participated in this project. Following the presentation, Mayor

Struemph asked that the presenters provide the City with the locations of some of the
photos showing areas needing improvement to pass along to staff.

A motion was made by Councilman Bob Weber for approval of the Consent Agenda as
presented, seconded by Councilman Bob Scrivner, and approved unanimously.

RESOLUTIONS
RS2012 -8 — Authorizing a Cost Share with Cole County for Wastewater Repair
(Scrivner)
A motion was made by Councilman Ralph Bray for adoption of RS2012 -8 as presented,
seconded by Councilman Bob Scrivner, and approved unanimously by the following roll -
call vote:

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Mr. Walt Carlson made a presentation regarding the amount of a ticket he received for
an "abandoned vehicle" violation which he believed was unjust and asked the Council to
consider adjusting the fine for that violation. Mayor Struemph asked City Counselor
Drew Hilpert to discuss this issue at the next Public Safety Committee meeting.

Mayor Struemph stated that, pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, the Chair will entertain a motion for the Council to go into Closed Session to
discuss the following:
Litigation [Sec. 610.021.(1)]
A motion was made by Councilman Ralph Bray, seconded by Councilman Bill Luebbert,
to go into Closed Session as announced by the Mayor. The motion was approved by
the following roll -call vote at 8:06 P.M.:
