MINUTES OF THE COUNCIL WORK SESSION
(BUDGET COMMITTEE)
AUGUST 9, 2012
CALL TO ORDER
The Council Budget Committee Work Session meeting of August 9, 2012, was
convened at 5:35 p.m. by Councilman Shawn Schulte, Finance Committee
Chairman. Councilman Schulte announced that tonight's meeting is dedicated to
the topic of Transit budget issues.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Bray, Henry Luebbert, Mihalevich, Prather, Schulte,
Scrivner, and Weber
Absent: Carroll (arrived at 5:43 p.m.) and Pope
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Federal Transit Administration Requirements Explained
City Counselor Drew Hilpert explained the FTA requirements by which the City is
bound when considering any kind of changes to current transit services.
Presentation of JeffTran System
Public Works Director Roger Schwartze made a presentation explaining the
organization and operation of the JeffTran system. He then explained different
options which staff may consider when attempting to reach the Mayor's proposed
budget goals for the system. He answered questions from the Mayor and
Council. Councilman Scrivner asked for an hourly breakdown of the operation.
At the conclusion of staff presentations, Councilman Schulte announced the
Committee will now hear input from citizens regarding the Transit operation.

At the conclusion of the public comment period, discussion was held by Council.
A motion was made by Councilwoman Carrie Carroll to reject the Mayor's budget
for JeffTran and restore the original amount of $884,000, seconded by
Councilman Larry Henry.

Following a lengthy discussion, Councilman Scrivner called the question,
seconded by Councilman Weber, and motion was approved.
The original motion was then defeated by the following roll -call vote:
Aye: Carroll, Henry, Mihalevich, and Prather
Nay: Bray, Luebbert, Schulte, and Scrivner
Abstain: Weber
ADJOURNMENT
Motion was made by Councilman Ralph Bray for adjournment, seconded by Rick
Prather, and approved unanimously at 7:30 p.m.
