MINUTES OF THE COUNCIL WORK SESSION
(BUDGET COMMITTEE)
AUGUST 14, 2012
CALL TO ORDER
The Council Budget Committee Work Session meeting of August 14, 2012, was
convened at 5:35 p.m. by Councilman Shawn Schulte, Finance Committee
Chairman. Councilman Schulte announced that tonight's meeting is dedicated to
the topic of JCTV budget issues.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Bray, Carroll, Henry Luebbert, Mihalevich, Pope, Prather,
Schulte, Scrivner, and Weber
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Public Comment:
Councilman Schulte announced the Committee will now hear input from citizens
regarding the proposed 2012 -2013 budget for JCTV.
The following persons spoke on the issue, and requested that the Council not cut
funding for JCTV:
Jeff Bassinson
Patt Behler
Gloria Enloe
Wyoming Rossett
Shawna Scott
Gabrielle Peton
Ann Harris (came forward to answer questions re LU contracts and grants)

Council was given the opportunity to ask questions of each presenter. At the
conclusion of the public comment period, discussion was held by Council.
Councilman Bob Scrivner asked if Ms. Enloe could provide the Council a copy of
JCTV's budget, to which she responded she would be happy to provide that.
Presentation of JCTV Background
Councilman Bob Weber stated he was asked to make a presentation providing
the history of JCTV since he was involved in its establishment in the late 1980s,
and served on the "Cable Quality Commission" when that entity still existed. He
concluded by stating he did not believe it would be fair to cut funding to JCTV at
this time as JCTV's budget year just began on July 1 and they would have no
way to handle the loss of City funding. Following his presentation, he answered
questions asked by the Council.
I.T. Department Director Bill Betts answered questions regarding the City's ability
to broadcast City Council meetings via "streaming" over the City's website.
ACTIONS TAKEN BY COUNCIL
Councilwoman Carrie Carroll made a motion, seconded by Councilman Larry
Henry, that the Council restore funding to JCTV at their current level.
Councilman Schulte reminded the Council that regardless of any votes taken
tonight, the issue is still scheduled to come before the Council at upcoming
Budget Committee meetings, and is still subject to change at those meetings up
until the time the budget is adopted in its final format.
A motion was made by Councilman Ralph Bray to amend Councilwoman
Carroll's motion to "restore the funding up to $165,000," seconded by
Councilman Rick Prather. Motion to amend was approved with Councilman Bill
Luebbert voting "Nay."
The motion, as amended, was then approved by the following roll -call vote:
Aye: Bray, Carroll, Henry, Pope, Prather, Scrivner, and Weber
Nay: Luebbert, Mihalevich, and Schulte

ADJOURNMENT
Motion was made by Councilman Bryan Pope for adjournment, seconded by
Councilman Bob Scrivner, and approved unanimously at 7:10 p.m.
