Chair Telman called the meeting• to order at 6 : 00 p .m .

Held until February meeting.
Administrators ' Reports
Chairman Telman stated the Principals ' reports were included in the packet. If members had any questions, he asked
them to email the Principals .
Superintendent Conrad informed the committee of the Nauset High School Building Project Forums scheduled in
every town. January 31St is the date for the Brewster Forum that will be held at the Brewster Town Hall at 6 : 00 p .m.
He also invited members to an educational forum on The New Civics Law, January 29th from 411116 p . m . at the Central
Office . Michelle Ryan, Department of Elementary and Secondary Education, will make the presentation. He has spent
a great deal of time working with Town Officials and understanding budget issues relative to the community of
Brewster.
FY19 Budget
Giovanna Venditti reviewed the Stony Brook Elementary School expenditure report with the committee highlighting
significant variances and showed a balance of -$28 , 126 . She reviewed the Eddy Elementary School expenditure
report, highlighted significant variances and showed a balance of $40, 557 .
She indicated that some accounts need to be reclassified for the Out of District placement - $60, 175 and FYI Circuit
Breaker Funds which will give $ 81 , 815 to offset the budget. There are still additional funds, $64, 922, that will be
coming from the state and Dr. Caretti ' s office will be applying for extraordinary relief in February. The potential
balance to the budget could be $71 ,258 .
Chair Telman asked for an update from Barry Schofield on the HVAC repairs .
FY20 Budget
The Superintendent distributed the budget books to members and explained the budget process . He indicated that he is
very sensitive to the situation that is happening in Brewster relative to the overall budget. He has met with the Town
Administrator and attended a Department Head meeting. Principal Keith Gauley and Principal Joanna Hughes have
put in numerous hours reviewing this budget as it has demanded a good deal of analysis . He indicated they will be
watching for further information relative to financial situations .

Principal Gauley reviewed highlights of the Stony Brook School proposed FY20 budget:
Account 5010 — Salaries Teachers- . 64% increase, not losing any teachers, as a result of 2 retirements and hiring at
lower step
Account 3015 — Regular Day Educational Assistant reduction — Regular day moving to Special Needs . Savings as a
result of a retirement in November and over the summer.
5021 — Textbooks/Software/Media - $9 ,000 reduction, based on needs and actuals
5031 — Increase of 58 . 87% - Adjustment Counselor Part Time — 30 % Adjustment Counselor, $23 ,000 increase
5034 - Nurse — COLA and 3 extra summer days
5088 -Regular Day Transportation — split cost between Eddy and Stony Brook
5077 — Dropped $6,000 , $7 ,000 balance in that line at the end of last year. ,
5041 — Salaries Custodial - Retirement of 1 full-time custodian at the end of the year. (not filling the position)
5047 — Contracted Services Grounds - Increase of $ 7,000 — Contracted Service Building Equipment — supplemented
by rental from the Y.
5060 — Salaries Educational Assistant - $ 1 ,200 reduction, savings from retirement
5033 — Testing Materials - Based on need
5056 — SN Teacher Salaries - Increase $46,000 — Includes hiring done last spring — hired at a much higher step
5060 — Educational assistant Salaries - $ 1 ,200 reduction — saving from a retirement
5063 — SN Textbooks/Software/Media — based on need
5071 — SN Salaries Guidance — Includes $ 13 ,220 hiring done last spring
5102 — Transportation McKinney — Vento — situation of homeless family
Overall budget is 2 . 50% or $ 96, 881 .
Principal Hughes reviewed highlights of the Eddy Elementary School proposed FY20 budget :
7001 — Principal ' s Salary - Increase of 3 . 9% - slight increase — COLA
7010 — Salaries Teachers — slight increase 2 .21 %
7079 — ELL Teacher needs to be put into regular budget
$ 8 ,024 was in grant
7015 — Salaries — Educational Assistants — late retirement last year. Educational Assistants (2) in the regular education
program who provide support guided reading, math groups, library/computer lab, and building —level support
for all grade levels
7021 — Textbooks/Software/Media — building resource of interventions

7026 — Contracted Services Instructional Technology — Slight increase, added a science program, Stem Scopes,
utilizing iReady assessment for ELA
7031 — Salaries — Guidance & Counseling — This account funds the School Adjustment Counselor at . 70 FTE, which is
a 20% increase from . 5 position in FYI 9 . Account previously covered . 3 Guidance portion of School
Psychologist but this position has been reallocated to account #7071 in FY20 to more accurately reflect her
role .
7034 — Nurse — increase due to nurse resigning last year, new hire
7056 — SN Salaries — 3 . 5 FTE Special Needs teacher salaries, a cut in one . 5 SN teaching positon for FY20
7078 - OT/PT — increased based on student need
7060 — Educational Assistant Salaries — Slight increase — switching between regular and special needs ed . Assistants
7071 — SN Salaries Guidance — Cost to fund a 1 .0 FTE School Psychologist. Increase in amount due to the
reallocation of the position to be fully funded in this account. (previously funded in two accounts 7031 and
7071 ) .
7097 — Out of District residential student placement
Overall budget increase of 2 . 5 % or $94 ,511
Superintendent Conrad distributed a combined budget totaling $ 7, 837, 379 or a $ 191 ,392 increase or 2 . 5 % . The
Superintendent thanked Principal Gauley and Principal Hughes for all their efforts on the budget.
Capital Plan
Jim Nowack reviewed the 2020 capital plan items with the committee that includes :
1 . Eddy - Seal Cracks and Localized Paving Parking Lot $20 ,000
2 . Eddy - Design and Temporary Repair for Sidewalk and Curbing $ 15 , 000
3 . Stony — Roof repair $ 10,000
4 . Combined — Technology $50,000
5 . HVAC - Electrical/Plumbing Repairs $255000
6 . Painting Interior /Exterior $205000
Discussion about the MSBA accelerated program for roofs and boilers took place. Mr. Nowack indicated that the roof
has to be 20 years old to qualify. The roof is 16 years old . His thought was to keep patching and submit a combined
project in 2023 to MSBA for the asphalt roof, rubber roof and boilers .
Motion:
On a motion by Marie Enochty, seconded by Claire Gradone, it was voted 4-0 to approve the Capital Plan as
submitted .
Planning for Educational Vision Forum
The Superintendent reported he is working with Dr . Patti Gremer on a date for the visioning event. He would like to
do this within a month span and would invite the community and boards to attend.

Substance Abuse Task Force — The Superintendent indicated the subcommittee is looking at the survey and revising
some of the questions .
Building Needs Assessment Subcommittee — Chair Telman indicated that the committee will meet after the first of
the year when they will receive a charge from the Select Board.
Wellness Subcommittee — No report
Marie Enochty inquired about the Principal Search Committee . The Superintendent indicated he will be reconvening
the committee in January but before he does that he will be calling the board members .
Approval of Minutes
Motion : On a motion by Marie Enochty, seconded by Claire Gradone, it was voted 4 yeas, to approve the minutes of
December 20, 2018 .
Adjournment
On a motion by Marie Enochty seconded by Claire Gradone, it was voted unanimously to adjourn the meeting at 6 : 52
p .m. , subject to payment of bills.
